Terry T' us 15 MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, APRIL 28, 1975. A special meeting of the Leesburg Town Council was held in the Town Office, 15 West Market Street , Leesburg, Virginia, on April 28 , 1975 at 5 :00 P.M. , pursuant to Waiver of Notice attached hereto. Present were : Mayor G. Dewey Hill , Councilmen Charles E. Bange, Robert A. Orr, Herbert L. Ridder and C. Terry ''Titus ; also Acting Town Manager E. Wesley Devero. Absent from the meeting were Council- men Mary Anne Newman and James A. Rock. Mayor Hill called the meeting to order; announcing that the pur- pose of this meeting was to examine bids and accept a proposal on the 4 Route 15 water transmission main. " Mr. Jack Hawthorne, of Johnson and Williams, distributed a sheet showing the bidders and their bids. Low bidder was William A. Hazel, Inc. of Fairfax, Virginia, whose bid was in the amount of $10,412.00. There were , however, two informalities in this bid - one being the fact that the bond and the proposal were dated today and obviously they could not have been dated today when they were submitted last Friday. Also , he failed to complete the Experience, Equipment and Financial Statement for Prospective Bidders. He felt that Hazel is a fairly good company and he is working now on Catoctir .$ir& . . Also discussed was the penalty clause, which calls for $3000077 in Ibe contract. Mr. Hawthorne also went over the other bids received. It was discovered that there was no date stamped on his bid, however, Mr. Devero said he could attest that this bid was accepted by Mr. Chaves last Friday. Mr. Hawthorne said that the financial statement is not really involved in a $10,000 job, although it was required in the advertisement. Mayor Hill felt that , if the bonding company is confident of his financial statement, then they would recommend him for the bond. Mr. Hawthorne felt that Hazel is here and has his equipment here and that it would be wise to award the bid to him, es- pecially in view of the completion deadline of June 1 on this project. On motion of Councilman Ridder, seconded by Councilman Orr, the fol- lowing resolution was unanimously adopted, as shown : BE IT RESOLVED, that the bid proposal of William A. Hazel, Inc . , of Fairfax, Virginia, in the amount of $10,412.00, be accepted for the installation of a Water Transmission Main at Route 15 Route 7 By-Pass ; that the informality, lack of Experience , Equipment and Financial Statement for Prospective Bidders , in said bid proposal be waived, and that the contract, known as Contract 02-0013-19, be awarded to said William A. Hazel, Inc . Aye : Councilmen Bange, Orr, Ridder, Titus and Mayor Hill. Nay : None. Mr. Harry Burt presented for Council ' s consideration a Proposed Draft for a Pre-Application for 701 Local Planning Assistance money. He explained that there are no strings attached to this application. It should be sent to the Planning District Commission by May 7th and will be sent on to Richmond, where the areas designated to receive this money will be picked by May 11th or 12th. Among other items for which this money may be spent is the establishment of a Capital Improvements Program, and this is an opportunity to get this done rather cheaply. There was some discussion on this , with the Council feeling that this application should be sent in.by the Town Manager. It is proposed that the firm of Daniel A. Robinson & Assoctiates will prepare this capital improvements program, with a completion date of June 30, 1976, and with an approximate cost of $17 ,000 in consultant ' s 11 fees and $3,000 Town staff expenditures . On motion of Councilman Titus , seconded by Councilman Ridder, Council recessed at 5 :30 P.M. , to reconvene at 6:30 P.M. . with all members being present ' Council reconvened at 7 :00 P.M. /and on motion, duly seconded, went into executive session to discuss personnel matters. Council recessed at 1 :00 A.M. on Tuesday, April 29, 1975. with all members being present.
