HomeMy Public PortalAbout1975_08_19SPEC WAIVER OF NOTICE OF SPECIAL MEETING AUGUST 19, 1975 We, the undersigned, being members of the Town Council of the Town of Leesburg, in Virginia, do seve- rally waive all statutory and Charter requirements as to notice of time, place and purpose of a Special Meet- ing of the Town Council , to be held in the Council Cham- bers, 10 West Loudoun Street, Leesburg, Virginia, at 10: 00 A.M. , Tuesday, August 19, 1975, for the purpose of considering employment of a consultant to assist the Town in applying for Title I Federal Grant Funds under the Community Development Act and for the purpose of considering a Public Hearing with regard to the same. , and any other routine matter that may come before Council. Terry7itus Ii 118 MINUTES OF SPECIAL MEETING OF LEESBURG .TOWN COUNCIL, .AUGUST 19, '1975. A special meeting of the Leesburg' Town Council was held in •the Council Chambers, 10 West Loudoun Street, Leesburg, Virginia on August 19, 1975 at 10: 00 A.M. , pursuant to Waiver of Notice attached hereto. Present were: Mayor G. Dewey Hill, Councilmen Charles E: Bange, -Mary Anne Newman, Herbert L. Ridder and C. Terry Titus; also Acting Town Manager E. Wesley Devero and Town Attorney George M. Martin. Absent from the meeting were CouncilmenbRbbert A. Orr and James A. Rock. The meeting was called to order by Mayor Hill, who explained that I this meeting is being held to discuss a letter from Community. Develop- • ment Assistance Group, with the possibility that this Group might be • employed by the Town Council to assist it in applying -for funds under the Housing and Community Development Act of 1974. Councilman Titus further explained that the Public Works Committee discussed this yesterday with Mr. Radigan and Mr. Scheel of this group, the project to be considered being a storm drainage one from Crestwood Hamlet Subdivision to Davis Avenue. It was explained that they would apply and do the necessary administrative work to make the funds avail- able to the Town from HUD from the fiscal year 1975 allocation. These funds must be applied for on or prior to September 15th and two (2) Public Hearings must be held, at least a week apart. Mr. Radigan indi- cated that there are no strings attached to' this and it is to. help the minority groupos . There was a possibility of receiving $15, 000 in grant funds. It was felt by Council that there might be :strings ;at- tached that have not been explained. Therefore, Mr. Devero was in- structed to contact. the NVPDC concerning this. Mr. Devero reported that a reply from Mr. Librach of the`NVPDC;has just been received, stating that this money is the same money allocated to the County under the Fair Share formula, so the Town cannot apply for it. Councilman Titus suggested that this Group might' be contacted to see if there are any funds available for 1976; also, to contact HUD concerning this. Mr. Devero suggested asking Mr. Radigan and Mr. 'Blum if this 'is the same money as. the FaireShare money. Councilman Ridder felt there might be some confusion, although the figure discussed yesterday sounded suspiciously like the same one. Town Attorney Martin felt that there should be some documents from HUD outlining the preliminary steps and this should have been avail- able to this Group. He said you cannot initiate Public Hearings without formal direction. Mayor Hill called attention to the fact that Round Hill is holding two Public Hearings concerning funds from HUD.F Councilman -Bange under- stood that Round Hill is holding these hearings in connection with the $56, 000 allotted to the County from the Fair Share formula. Mr. Devero was directed to explore whether or notswe are too late to apply for Leesburg' s share of this money. Councilman Ridder felt that this money , is not that hard to get and did not feel the Town should have to spend money for outside help to get it. Councilman Titus said the Public Works Committee discussed two projects, the one mentioned above and a street and storm sewer project along the north side of Loudoun Street from Mt. Olivet Church to Ayr Street. It was felt that perhaps attention should be directed to the latter for 1976. He felt that this project should be done as soon as money is available for it. Mr. Devero was authorized to contact Mr. Bengtson to see how much work has been done on this project and to se- cure a cost figure. It was suggested that Mr. Devero explore the full ramifications of the Community Development Act and all strings attached to it and report back as soon as possible. In doing so, he would discuss this with the . Community Development Assistance Group and advise them that the Council . 'does not wish to pursue this for 1975 funds until further clarification 1 has been secured. Also, he is to check into their fees. On motion of Councilman Ridder, seconded by Councilman Bange, the meeting was adjourned at 10: 16 A.M. /.014-A7S Mayo Clerk of e Council
