WAIVER OF NOTICE
OF
SPECIAL MEETING
AUGUST 30, 1975

We, the undersigned, being members of the Town
Council of the Town of Leesburg, in Virginia, do seve-
rally waive all statutory and Charter requirements as
to notice of time, place and purpose of a Special Meet-
ing of the Town Council, to be held in the Council Cham-
bers, 10 West Loudoun Street, Leesburg, Virginia, at
11 : 00 A.M. , Saturday, August 30, 1975, for the purpose
of considering a requirement contained in the NDPES
permit for the operation of the Sewage Treatment Plant
for an alternative power source in case of power fail-
ure, and any other routine matter that may come before .

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, AUGUST 30, 1975 .
A special meeting of the Leesburg Town Council was held in the
Council Chambers , 10 West Loudoun Street, Leesburg, Virginia, on
August 30, 1975 at 11 : 00 A.M. , pursuant to Waiver of Notice attached
hereto. Present were Mayor G. Dewey Hill , Councilmen Charles E.
Bange, Mary Anne Newman, James A. Rock and C. Terry Titus . Absent
from the meeting were Councilmen Robert A. Orr and Herbert L. Ridder.
Mrs . Newman was appointed Clerk of the Council Pro-Tem.
The meeting was called to order by Mayor Hill, who explained
that the meeting was being held to discuss the provisions of the
permit received from the State Water Control Board for the Sewage
Treatment Plant, effective September 1, 1975. The permit states
that the Leesburg Sewage Treatment Plant must be equipped with an
emergency generator as an alternative power source and that plans
for its installation must be submitted within 120 days . After some
discussion it was decided that the Town of Leesburg would ask for
relief from this requirement.
On motion of Councilman Titus, seconded by Councilman Rock, the
following resolution was proposed:
WHEREAS, the Town of Leesburg has received from SWCB the
NPDES permit for its Sewage Treatment Plant, which be-
comes effective on September 1 , 1975, and
WHEREAS, contained in that permit is a requirement for an
alternative power source in case of power failure, and
WHEREAS, the Town of Leesburg feels that such an alterna-
tive power source is unnecessary and extremely expensive
for the benefit received by the Town and its environs,
NOW, THEREFORE, BE IT RESOLVED, that the Town of Leesburg
vigorously objects to such a requirement and requests the
SWCB and EPA to review this aspect of the permit and re-
lieve the Town of such a requirement.
The resolution was unanimously adopted, as shown:
Aye: Councilmen Bange, Newman, Rock, Titus and Mayor Hill .
Nay: None.
Inasmuch as the 3-day cancellation period has elapsed, it was
decided to consider the bid received from the Gull Corporation.
On motion of Councilman Bange, seconded by Councilman Newman,
the following resolution was proposed:
BE IT RESOLVED, that Gull Corporation be awarded the con-
tract for the replacement and construction of new curb and
gutter and sidewalk in the amount of $15, 682. 25, in accord-
ance with their bid dated August 26, 1975.
After discussion concerning the location of the work to be done, the
resolution was unanimously adopted, as shown:
Aye: Councilmen Bange, Newman, Rock, Titus and Mayor Hill.
Nay: None.
On motion of Councilman Rock, seconded by Councilman Bange, the
meeting was adjourned at 11 : 27 A.M.
