OF
SPECIAL MEETING
We, the undersigned, being members of the Town
Council of the Town of Leesburg, in Virginia, do
severally waive all statutory and Charter require-
ments as to notice of time, place and purpose of a
Special Meeting of the Town Council , to be held in
the Town Office, 15 West Market Street, Leesburg,
Virginia, at 8: 30 P.M. , Wednesday, December 3, 1975,
for the purpose of discussing legal and personnel
matters, and any other routine matter that may come
before Council .

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, DECEMBER 3, 1975.
A special meeting of the Leesburg Town Council was held in the
Town Office Building, 15 West Market Street, Leesburg, Virginia on
December 3, 1975 at 8 : 30 P.M. , pursuant to Waiver of Notice attached
hereto. Present were : Councilmen James H. Chamblin, Mary Anne New-
man, Robert A. Orr, James A. Rock and C. Terry Titus; also Acting
Town Manager E. Wesley Devero. Absent were Mayor G. Dewey Hill and
• Councilman Charles E. Bange. Present from the Airport Advisory Com-
, mittee were Chairman John A. Wallace, Jr. and Members C. Ronald
Lowry and Walter F. Murray.
The meeting was called to order by Mayor Pro-Tem Titus . In the
absence of the Clerk, Mr. Devero was appointed Clerk Pro-Tem.
On motion of Councilman Rock, seconded by Councilman Chamblin,
Council voted unanimously to go into Executive Session at 8 : 32 P.M.
It is noted that Mayor Hill and Airport Committee Member Bruce
Burrows joined the meeting during executive session.
Cancil reconvened at 10: 35 P.M. On motion of Councilman Chamblin,
seconded by Councilman Newman, the following resolution was proposed
and unanimously adopted:
BE IT RESOLVED, that a Public Hearing shall be held on Tues-
day, January 6, 1976 at 7 : 30 P.M. in the School Board Annex,
30 West North Street, Leesburg, Virginia to consider the
following:
(1 ) Adoption of Final Airport Master Plan, Godfrey Field,
Leesburg, Virginia.
(2) Request for Aid for Airport Development from the
Federal Aviation Agency to:
(a) Construct Aircraft Apron 600' x 360' .
(b) Construct Holding Apron RNWY 17 and 35.
(c) Strengthen Existing Runway 3, 500' x 75'
and Existing Taxiway, Including Striping
and Shoulder Grading.
(d) Relocate Seg. Circle and Wind Cone.
and
BE IT FURTHER RESOLVED, that the Clerk of the Council is
hereby directed to place a Notice of said Public Hearing
in the Loudoun Times-Mirror on December 11 , 1975, December
18, 1975, December 25, 1975 and January 1 , 1976, and
BE IT FURTHER RESOLVED, that the Town Manager is hereby
directed to invite the members of the Loudoun County Board
of Supervisors and the Loudoun County Planning Commission to
be present for this hearing, said invitations to be sent by
Certified Mail, Return Receipt Requested.
On motion of Councilman Chamblin, seconded by Councilman Newman,
the meeting was adjourned at 10:40 P.M.
