OF
SPECIAL MEETING
We, the undersigned, being members of the Town
Council of the Town of Leesburg, in Virginia, do
severally waive all statutory and Charter require-
ments as to notice of time, place and purpose of a
Special Meeting of the Town Council, to be held in
the Council Chambers, 10 West Loudoun Street, Lees-
burg, Virginia, at 5:00 P.M. , Monday, December 29,
1975, for the purpose of discussing personnel matters,
and any other routine matter that may come before
Council .

MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, DECEMBER 29 , 1975.
A special meeting of the Leesburg Town Council was held in the
Town Council Chambers , 10 West Loudoun Street, Leesburg, Virginia at
5 : 00 P.M. , December 29, 1975, for the purpose of discussing person-
nel , pursuant to Waiver of Notice attached hereto. The meeting was
called to order by the Mayor. Present were: Mayor G. Dewey Hill ,
Councilmen Charles E. Bange, James H. Chamblin, Mary Anne Newman,
James A. Rock and C. Terry Titus . Absent from the meeting was
Councilman Robert A. Orr.
On motion of Councilman Bange, seconded by Councilman Newman,
Council voted unanimously to go into executive session to discuss
II personnel and legal matters at 5: 08 P.M.
On motion of Councilman Bange, seconded by Councilman Titus, '
Council voted unanimously to reconvene at 5: 29 P.M.
On motion of Councilman Bange, seconded by Councilman Rock, the
following resolution was proposed :
BE IT RESOLVED, that John Niccolls be and he is hereby ap-
pointed Town Manager for the Town of Leesburg, effective on
or before February 1 , 1976, at a current and deferred annual
salary of $25, 000. 00.
For the benefit of the press, Mayor Hill gave a brief resume on Mr.
Niccolls. Councilman Bange explained that this is Council ' s selec-
tion from 235 applicants. The Committee chose ten ( 10) from this
235, presented these resumes to Council and then narrowed it down
to four (4) . Council interviewed these four applicants, one of
whom was Mr. Devero, the present Acting Town Manager. Mayor Hill
stated that this is no bad reflection on Mr. Devero - in fact, it
is felt that he has done a good job. It was explained that the
position of Deputy Manager is at the election of the Town Manager.
As far as Council is concerned, Mr. Devero is still the Deputy Mana-
ger and will continue to be Acting Town Manager until Mr. Niccolls
assumes his position. The resolution was then unanimously adopted,
II as shown:
Aye: Councilmen Bange, Chamblin, Newman, Rock, Titus and
Mayor Hill .
Nay: None.
It is noted here that, although Councilman Orr was absent for this
meeting, his voice vote was in favor of Mr. Niccolls.
On motion of Councilman Rock, seconded by Councilman Bange, the
meeting was adjourned at 5: 35 P.M.
