Locklear called the special meeting to order stating that the purpose of the meeting is to set the 1995 millage rate. The following members of Council were present: Katrina Hughes, Jack Youmans, William Remeta, Mariann Wildi, and Phil O'Dell. City Attorney Edward Hughes was present to represent the City in any legal issues. City Administrator Fripp explained her memo of September 8th concerning the recommendation on lowing the millage by (1/2) one - half mil. Mrs. Fripp said that when she came to work in 1977 the millage was 27 and she is proud of the wonderful record that Tybee Island has presented. Mrs. Fripp also explained that the rate we set tonight will affect the 95 budget. Councilmember Hughes said that the $1,016,000.00 does not include appeals to Chatham County. Councilmember O'Dell stated that 1 mil equal $100,000.00, we spend more than that in one meeting. There is around $890,000.00 in the reserve account. Councilmember Hughes told Council about the emergency work concerning storm drainage and sewer lines. Councilmember Remeta said a lot of work needs to be done, but the City can not do it all at one time. The more money you have the more money you spend. Councilmember Remeta said that he is in favor of a reduction of 1 mill. Councilmember Hughes said that if we decrease the millage rate, who are you going to lay off. Councilmember Youmans said that we only lost $10,000.00 from appeals last year. Councilmember Hughes said you need to think about the appeals and those people who don't pay their taxes. Councilmember O'Dell said 1 mil reduction won't break us. We have more money than we need. Councilmember Youmans said that the City does not need to tax people in order to put money away in the bank. Councilmember Wildi said when you are selective then a lot of things get behind, $3.00 to $5.00 a month is not going to hurt anyone. Walter Parker said that Council should listen to City Administrator Fripp, stating that everyone wants taxes lowered. Do not let politics be in your decision. 1 Councilmember Youmans told Mr. Parker that he sounds like Phil O'Dell. Mr. Youmans said that last year he had recommended a reduction of 1 mil, which did not pass, and we still have new equipment and money in the bank. Councilmember Hughes said she recommended $820,000 in the budget for real estate tax revenue but that the department could not meet the budget, so Council raised the projected income to $890,000.00. Ms. Hughes asked what department are you going to cut? We need 13% to 25% in reserve. Councilmember Remeta said expenditures like the phone system and the computers at the police station has got to stop. Mayor Locklear said that payment for those expenditures are spread out over a 3 year span. Councilmember Youmans moved to adopt the resolution and set the millage rate for 1995 at .00891. Councilmember O'Dell seconded. Vote by Council was 3 in favor (Youmans, Remeta, O'Dell); 2 opposed (Hughes, Wildi). Mayor Locklear adjourned the meeting. Gl \ • Mayor James P.
