HomeMy Public PortalAbout2013.10.02 PAAC MinutesCity of McCa11 COMMUNITY DEVELOPMENT Public Art Advisory Committee Minutes October 2,2013-4:30 p.m. Legion Hall 216 East Park Street, McCall, ID 83638 COMMITTEE MEETING — Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Bob Youde, Claire Remsberg, Alison Foudy and Barbara Nokes-Kwader were present. Also present were Delta James, City Planner and Dennis Coyle, Parks and Recreation Director. • MINUTES APPROVAL Alison moved and Bob seconded a motion to approve the minutes from August 13, 2013, as presented. The motion passed unanimously. • PUBLIC ART EXAMPLES Barbara described a public art bench that she particularly liked during a recent trip to Scotland. Committee members discussed the top ten public artworks article from Seattle that was emailed by staff. • PUBLIC ART PROJECT OPPORTUNITIES Urban Renewal District — Fir Street tree grates: Staff reported that the idea for unique, artist -designed, tree grates has been presented to the Urban Renewal District board and that board members had asked staff to return with a specific proposal within the next month or two. Committee members recommended that staff propose that a public art selection process be used to create four different tree grate designs by local artists and fabricated locally. The approximate design cost for each would be $750, based upon recommendation by the Boise City Arts Commission. MDHS Art Club — Railroad Ave retaining wall: Staff reviewed a draft Call to Artists (Attachment A) for this public art opportunity to be opened to McCall -Donnelly High School students for temporary or permanent public art at the Railroad Avenue retaining wall site. Committee members recommended the following project selection committee representation: • Urban Renewal District — Dave Peugh (staff will recruit) • Area Business Owner — Gravity Sports, Hotel McCall, Mt. Monkey Business or other (staff will recruit) • Local artist (Claire will recruit) • City Council member — Jackie Aymon (staff will recruit) • Historic Preservation Committee member or Senior Center Board Member (staff will recruit) Rotary Park improvements — Dennis reported that the procurement process for the retaining wall replacement project has been worked out with the Idaho Transportation Department (ITD), so the project will begin soon. If funding allows, there may be funds to proceed with public art incorporated within the proposed picnic patio near the lake. Dennis will keep the committee informed regarding timing for possible public art selection process. FY2014 funding — Staff reported that City Council's adopted FY2014 budget includes $10,000 for public art maintenance and public art grant match. The committee will discuss priorities for use of these funds at its next meeting. Lardo Bridge — Staff reported that the bridge design will provide for future public art opportunities by providing six sculpture bases, electrical and irrigation access, and increased load capacity on the north side with mounting bolts. Construction of the bridge is expected to begin after Labor Day, 2014. Staff also reported that the City intends to submit a grant request (amount TBD) to the National Endowment for the Arts Our Town program for funding to commission public artworks for the bridge, leveraging ITD's investment in the bridge. • PUBLIC ART EDUCTION / ADVOCACY Existing artwork information / brochure - Staff has created a draft brochure which is awaiting talking point text to be completed. Presentation / talking points — Barbara is in the process of drafting the talking points. Youth curriculum —Alison is in the process of drafting public art activities / info for youth. Staff will email Alison a copy of the draft brochure of existing artworks. Film/lecture series — Claire will research possible films about public art. • OTHER Downtown Master Plan update — Staff reported that the 3rd workshop series for the Downtown Master Plan update will occur October 30-31 and encouraged committee members to attend to help define public art opportunities.
