HomeMy Public PortalAbout2013.12.04 PAAC MinutesCity of McCall COMMUNITY DEVELOPMENT Public Art Advisory Committee Minutes December 4,2013-4:30 p.m. Legion Hall 216 East Park Street, McCall, ID 83638 COMMITTEE MEETING — Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Bob Youde, Cynthia Dittmer and Barbara Nokes-Kwader were present. Also present were Delta James, City Planner and Dennis Coyle, Parks and Recreation Director. • MINUTES APPROVAL Barbara moved and Cynthia seconded a motion to approve the minutes from October 2, 2013, as presented. The motion passed unanimously. • PUBLIC ART EXAMPLES Staff shared an image of a public art bike rack made of bicycle parts in St. Louis. • PUBLIC ART PROJECT OPPORTUNITIES Urban Renewal District — Fir Street tree grates: Staff reported that the McCall Renewal Agency has approved funding to commission up to four unique designs for tree grate at up to $750 per design. The tree grates will be fabricated locally by Danny's Welding. It is anticipated that the Call to Artists would be issued in late January or February, with a goal of completing fabrication in the summer of 2014. Committee members then discussed the geographic area within which artists would be eligible to apply for this public art opportunity. The committee decided to open the Call to Artists to artists living within Valley, Adams and Idaho Counties. MDHS Advanced Art Class — Railroad Ave retaining wall: Cynthia presented the student's idea for an 8 ft. by 4 ft. mural on marine plywood that would slide into a channel iron frame mounted on the retaining wall. Murals could then be switched out within the frame in the future, as the mural weathers or as others are produced. The committee discussed the placement how the work would be viewed from passing traffic or pedestrians across the street and how snow plowing may impact the mural. Because of its design, the mural could be removed seasonally. Staff then reported on the recruited selection committee, which are: • Dave Peugh, Landscape Architect and Urban Renewal District board member • Kathy Muench, employee at Gravity Sports • Noreen Shanafelt, retired arts educator and artist • Jackie Aymon, City Council member • Marlene Bailey Students will present their mural proposals to the selection committee on Wednesday, December 18 at 2 p.m. The committee will select a top two or three proposals to be put forward to the community for comment, then reconvene to recommend a final design. The final design would then be approved by City Council. Rotary Park improvements — Dennis reported that the work on the retaining wall has begun. The retaining walls have been removed and work has stopped for the winter. It is expected that the project will be done in phases over three years. Staff discussed that the requested LOT funds for integrated public artworks within the project would likely become available late next year. Dennis will keep the committee informed regarding timing for possible public art selection process. Lardo Bridge — Staff reported that the bid documents for design/building of the bridge are complete and will provide for future public art opportunities by providing six sculpture bases, electrical and irrigation access, and increased load capacity on the north side with mounting bolts. How the bid estimates fit within ITD's budget will determine to what extent these public art amenities are constructed. • PUBLIC ART OPPORTUNITIES The Committee discussed the "Before I Die..." interactive temporary public art project (see beforeidie.cc) that has been done in communities around the world. The committee unanimously agreed that the project should be done in McCall. Staff and committee members discussed possible locations including in front of Timbercrest Downtown, on the pump house in Legacy Park, on the blank wall of Paul's in the city parking lot, the City Hall Annex building, or as a moveable piece. The cost for the stencil kit is $125. One committee member offered to sponsor that cost and materials could be provided by the Parks and Rec Department. Staff will investigate the location possibilities and pursue City Council approval with a goal of making the project usable by July 4, 2014. • FUNDING NEA Our Town grant — Staff reported that the City intends to seek support for public art on the Lardo Bridge by submitting an application in January, 2015. FY2014 City budget allocation — Staff and committee members discussed how to utilize these funds to leverage grant funding for public artworks. Ideas included providing match for materials costs for the Railroad Ave retaining wall mural project (likely $150-$200) and integration of public art within the sidewalk near Alpine Playhouse, if the City is successful in obtaining the currently pending Community Choices grant for sidewalk connections within the Urban Renewal District. • PUBLIC ART EDUQ ION / ADVOCACY Existing artwork information / brochure - Staff has created a draft brochure and public art locations map. Presentation / talking points — Barbara is in the process of drafting the talking points. Youth curriculum — Alison is in the process of drafting public art activities / info for youth. Film/lecture series — Claire will research possible films about public art. • OTHER Downtown Master Plan update — Staff reported that the Downtown Master Plan update was unanimously recommended for approval by the McCall Area Planning and Zoning Commission and includes strong language supporting public art in downtown and an action item to establish a Percent for Art ordinance that dedicates 1-2 percent of capital improvement projects to public artworks. Dennis discussed the City's Capital Improvement Plan efforts and timing for advocacy of a Percent for Art program. It is anticipated that the Downtown Master Plan update will move forward to City Council for adoption on December 19. Committee member were encouraged to attend to support the public art aspects of the plan.
