Public Art Advisory Committee
Minutes
June 5,2013-4:30 p.m.

COMMITTEE MEETING — Began at 4:30 p.m.
• CALL TO ORDER AND ROLL CALL
Committee members Bob Youde, Barbara Nokes Kwader, Claire Remsberg and
Alison Foudy were present. Also present were Delta James, City Planner, Dennis
Coyle, Parks & Recreation Director, and Public Art Management Team members
Debra Facchin and Tracey Kindall.
• MINUTES APPROVAL
Barbara moved to approve the committee minutes of December 19, 2012 and March
20, 2013. Claire seconded the motion. The motion passed unanimously.
• CHAIR / VICE -CHAIR ELECTIONS
The committee tabled this item until the August 13, 2013 meeting.
• PUBLIC ART EXAMPLES
Staff and committee members shared examples of public art that they liked.
• PUBLIC ART SITE PRIORITIES — URBAN RENEWAL DISTRICT
Staff explained the boundaries of the McCall Urban Renewal District and outlined
current and possible future projects within the District. The committee members then
brainstormed and prioritized public art ideas within the District area. The top
prioritized ideas included:
o Wrap utility boxes with images
o Mural or sculpture affixed to bike path retaining wall along Railroad Ave
o Artist -designed tree grates within the upcoming Fir Street sidewalk project
o Brown Park to Legacy Park pathway — sculptures along path and/or artworks
within pathway surfacing
o Artwork near Alpine Theatre to celebrate that cultural spot
o Artwork within front area of Fairway Park to reference recreation
The committee then directed staff to present these ideas to the McCall
Redevelopment Agency.
• PUBLIC ART EDUCATION / ADVOCACY
The committee discussed the barriers regarding support for public art, which include:
o Concerns regarding ongoing maintenance needs and costs
o Funding for artworks, especially as a priority for public funds
o Lack of knowledge of what public art is and can be, and its contribution to
economic development
The committee also brainstormed ways to "get the word out" regarding the benefits
and process for selection of public art, these included:
o Presentations to community groups such as the McCall Redevelopment
Agency, Chamber of Commerce, teacher groups, Rotary, etc. A ten -fifteen
minute compiled presentation for committee members to use would be helpful
in keeping the message consistent. Barbara will draft a one -page talking
points document.
o Hosting of a film/DVD series that highlights public art (i.e. TED talks), possibly
in partnership with the McCall Arts and Humanities Council. Tracey and
Claire will investigate film examples and showing opportunities.
o Celebrate the existing public art collection via walking tours, brochures, youth
educational curriculum. Staff will compile info about existing public artworks
and Alison will help create a youth oriented document.
o Survey or interviews of community members to ask them what public
artworks they would like to see. Staff reminded the committee about the
public art planning process done by Karen Bubb that included a similar
inquiry.
• OTHER
o Downtown Master Plan update — staff provided an update of the Downtown
Master Plan update process and encouraged committee members to take the
survey on the City's web site.
o Next meeting — August 13, 2013
