HomeMy Public PortalAboutPAAC 2012-12-19 MinutesPublic Art Advisory Committee Agenda December 19, 2012–4:30 p.m. Legion Hall 216 East Park Street, McCall, ID 83638 COMMITTEE MEETING – Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Bob Youde, Cynthia Dittmer, Barbara Nokes Kwader, Claire Remsberg and Alison Foudy were present. Also present were Delta James, City Planner, Dennis Coyle, Parks & Recreation Director, and Public Art Management Team member Debra Facchin. • SUMMARY OF POLICIES AND PLANNING TO DATE Staff summarized the public art planning process conducted by consultant Karen Bubb, Public Art Manager, City of Boise, in May, 2012, and the public art location ideas generated by community input during that process. Staff also reviewed the Public Art Policies and Recommendations adopted by City Council in June, 2012, including; public art selection processes, art donation policies and selection criteria, and public art management structure. • ROLES AND RESPONSIBLITIES Staff outlined the roles and responsibilities of the following groups in the public art development and selection processes: • City Council – final acceptance and approval of public art policies, artwork donations, artist contracts and artwork commissions. • Public Art Advisory Committee – reviews artwork donation proposals, policies and commission and recommends to City Council. Advises Council regarding site appropriateness, aesthetic quality, appropriateness for the collection, maintenance needs and such issues. Works with staff to establish Public Art Selection Committee as-needed for review of specific public art projects. • Public Art Selection Committee – A panel of stakeholders, convened anew for each public art commission, to make recommendations to the Public Art Advisory Committee and City Council regarding what public art to commission or purchase. • Public Art Management Team – Staff level implementation team for administration, planning, project management and maintenance oversight of public art collection. Currently, the Public Art Management Team includes Delta James, Dennis Coyle, and McCall Arts and Humanities Council representative. • ARTWORK DONATION PROPOSAL REVIEW Collective, MDHS Art Club – Cynthia Dittmer introduced the artwork donation proposal. The piece, called Collective, is a mixed media mosaic created by the McCall Donnelly High School Art Club students. The artwork was auctioned as a fundraiser. The purchasers then offered it as a donation to the Library. The Library Board has approved the acceptance of the artwork and has selected a location within the children’s section of the Library to install the artwork. The artwork weights approximately 100 lbs, so will be installed on structural studs and up high so it will not be touched by the public. The artwork only requires occasional dusting and should not need other routine maintenance. Staff reviewed the artwork donation PUBLIC ART ADVISORY COMMITTEE December 19, 2012 Minutes Page 2 criteria as described in section 4 of the McCall Public Art Policies. Youde stated that he did not feel comfortable making a recommendation about artwork acceptance without seeing the artwork in person and having more time to review the proposal. Staff will provide future proposals to committee members well in advance of meetings and obtain more detail about the pieces. Kwader moved to recommend the piece for acceptance by City Council, Remsberg seconded the motion. Dittmer recused herself from voting as she was a participating artist. Youde abstained. Committee members Foudy, Remsberg and Kwader voted in favor of the motion. There were no votes in opposition – the motion carried. Stalactites, Zella Bardsley – Staff introduced the gift acceptance proposal. This circular steel piece has been installed in Legacy Park for several years. The artist would now like to donate the piece to the City of McCall. It currently sits on sandstone blocks intended for temporary exhibition of rotating artworks. If the City accepts this piece, eventually it should be installed on a more permanent base. The artwork material is very durable and does not require any anticipated maintenance other than its eventual remounting on a more permanent concrete base. Committee member Youde stated that he likes the piece, but expressed concern regarding precedence of the City accepting any artworks that artists do not sell. Committee member Kwader stated that the artwork has not been promoted well as being for sale, so that is not a good indication of the quality of the work. Committee member Dittmer stated that the piece is well designed. Committee member Remsberg inquired about how the piece might be moved or decommissioned by the City in the future. Staff explained that a condition of approval of artwork acceptance would allow the City to move the piece and that decommissioning would follow the process for disposal of surplus property and the artist would be consulted as required by the Visual Arts Rights Act of 1990. Committee member Youde stated that the community is used to the piece being there and most are not aware it was intended to be temporary. Kwader moved to recommend acceptance of the artwork by City Council with the condition that the City be allowed to move the piece if needed. Foudy seconded the motion. Youde abstained. Kwader, Remsberg, Foudy and Dittmer voted in favor of the motion. There were no votes in opposition – the motion carried. Staff will continue to formalize the artwork donation proposal process by developing future staff reports with specific criteria for acceptance detailed. • L.O.T. REQUEST – DISCUSSION Staff asked committee members to think about what, if any, requests for Local Option Tax funds might be appropriate in 2013 for public art. Some ideas included purchase of the fish sculpture in Brown Park, a new stand for Bardsley’s artwork, repair of two of the Cairns pathway markers that are leaning, and professional assessment of the current public art collection regarding value and maintenance needs. Committee members will consider these and other ideas at its next meeting. • OTHER • Next meeting – March 20, 2013 • ADJOURNMENT The meeting was adjourned at 6:41 p.m.
