MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, FEBRUARY 20, 177 .
A special meeting of the Leesburg Town Council was held in the
Council Chambers, 10 West Loudoun Street, Leesburg, Virginia on Feb-
ruary 20, 1977. The meeting was called to orderby the Mayor at
7 : 05 P.M. Present were: Mayor Mary Anne Newman, Councilmembers
Charles E. Bange, Glen P. Cole, Stanley D. Herrell , Jr. , James A.
Rock, C. Terry Titus and John W. Tolbert, Jr. All acknowledged
receipt of notice of this meeting.
At 7 : 06 P.M. , on motion of Mayor Newman, seconded by Mr. Titus,
Council voted to go into executive session to discuss a personnel
matter:
Aye: Councilmembers Bange, Cole, Rock, Titus, Tolbert and
Mayor Newman.
Nay: Councilmember Herrell.
Councilmembers Rock and Titus left the executive session at 9 : 30
P.M. Town Manager John Niccolls joined the executive session at 9 : 39
P.M.
At 11 : 12 P.M. , on motion of Mr. Cole, seconded by Mr. Tolbert,
Council voted to reconvene.
Aye: Councilmembers Bange, Cole, Herrell, Tolbert and
Mayor Newman.
Nay: None.
The following statement was read by Mayor Newman:
"Council has discussed the functions and duties of the Town
Manager and John Niccolls is to continue as Leesburg' s Town Manager. "
A vote on this statement was as follows :
Aye: Councilmembers Bange, Cole, Herrell and Tolbert.
Nay: None.
Abstention: Mayor Newman.
On motion of Mr. Tolbert, seconded by Mr. Cole, the meeting was
adjourned at 11 : 35 P.M.
