ADJOURNED MEETING
JANUARY 24, 1963
Mayor Tyrell called the adjourned-meetin9 of the City Coun-
cil to order at 7:35 P. M. and it was agreed to waive the usual for-
malities.
The Mayor stated the main purpose of this meeting was re-
garding the bids for the new library.
City Manager Woollett advised the Council some 13 firms
had entered bids for this construction, the high base bid being
$178,500. and the low base bid being $161360. in drawing up the
bid procedure and bid packet there are 7 items in which we asked the
contractors to bid on alternates also. The City Attorney and the
architect have reviewed the bids, and the recommendation is the con-
tract be awarded to the low bidder, Shepard & Morgan of San Marino.
Mr. James Fickes, Architect, explained in detail the seven
alternates and recommended accepting alternates no. 1 and no. 6, and
recommended not accepting no. 2, no. 3, no. 4, no. 5, and no. 7.
Following discussion by the Council Dickason made a motion hat the bic .
bid of Shepard & Morgan, a Co- Partnership, in the sum of $ 11,360.00
be accepted, and that Alternates no. 2, no. 3, no. 4, no. 5, and
no. 7 be rejected; that alternates no. 1 and no. 6 be accepted, that
tha Mayor and City Clerk be authorized to execute a contract with
Shepard & Morgan in conformity with said bid upon approval of same
by the City Attorney, Councilman Nunamaker seconded the motion, roll
call vote as follows carrying the motion:
AYES: Councilmen..Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell
NOES: Councilmen -Bone
ABSENT: Councilmen -None
Mr. Fickes, Architect, due to the amount of the contract
bid, recommended the following as "Change Order" items to be included
in the Contract:
1. custom book cabinets as per sketch presented estimate $2,900.00
2. masonry wall north property line estimate 5900,00
3. site development of main patio estimate 4,000.00
4. Loma Loom - carpet rubber back "Nu- Vista" weight estimate 2,470.00 470.00
5. plaque as part of construction estimate 550.00
6, additional display cabinet in Lobby estimate 420.00
7. covered porch concrete slab tiled with pavers estimate 3,850.00
Following discussion Councilman Nunamaker moved to include these
seven items in the contract as "Change Orders" and have Fickes
Fickes obtain quotes and submit them to the City Manager, Councilman
Merritt seconded, roll call vote as follows carrying the motion:
AYES: Councilmen1Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell
NOES: Councilmen -Hone
ABSENT: Councilmen -None
The Council discussed the possibility of enlarging the basement for
storage purposes only for the balance of the allocated funds for the
improvement in the amount of $16,000, Councilman Merritt moved the
basement prbposa1 be c-ecked into by the architects%for an increase
in space in the nature 07 a "change order" for the greatest possible
use within the budget, Councilman Fitzjohn seconded; the •motion
carried by the fol1owi;1c. roll call vote:

City Treasurer Griesmeyer wanted a clarification regarding payments
on this contract in order to have finances available, The City
Attorney advised him the contract provides in paragraphs 24 and 25,
and 26, that 10 days before the first of each month the contractor
must submit to the architect an itemized hill for payment

The Architect will go uver it and then present it for payment. So
every month we will get a bill for payment, and it was suggested it
would be in the amount of some $50,000. per month for payment.
It was unanimously decided by the Council to hold another
executive session for personnel purposes before appointing the new
Commissioner on the Planning Commission.
At this time the City Manager requested Mr. Harker, Chair-
man of the Planning Commission, to open the discussion of the joint
meeting of the Council and the Planning Commission. There followed
considerable discussion regarding the study and research pertaining
to the proposed new zoning ordinance. Also proposed legislation to
control bill boards within the city was discussed at length. It was
agreed by the Council they should not be in commercial or residential
zones, and they disapproved of the rental of bill boards for unasso-
ciated business with lessee.
Chairman Harker also brought up the question of zoning and
requirements for taverns, cocktail bars, etc. also regardinc: limiting
the number etc. City Attorney Shatford advised the State o� Californ-
ia absolutely controls this type of business and the only possible
control the City could have would be by zoning.
The question of off - street parking in R -3 zones was brought
up and Chairman Harker advised the Commission was considering requir-
ing two spaces per unit which Arcadia recently adopted. Following
discussion the Council all favored this requirement.
There followed considerable discussion regarding use permit
in the commercial zones in order to control the location of various
business operations in order to have them in the proper zone. City
Attorney Shatford advised that this control should be a part of the
zoning ordinance. Until time such zoning ordinance is adopted it
was agreed the City Attorney should draw an ordinance concerning occu,
pancy without any fee
Regarding the Master Plan City Manager Woollett advised he
discussed with the consultants when this will be finished, also as
their contract terminates within a few months and what the status
would be at that time. The Whitnalls advised they had a contract wit
the City to do a job and that it was their personal feeling it was
their responsibility to stay on until the job is finished. He asked
if a new contract was necessary and City Attorney Shatford advised
that if paid they would have to do the job they have been paid for.
Councilman Fitzjohn asked if the City is still bound by
County permits on bible selling evangelists with a county license.
City Manager Woollett advised that they have to have a license from
the City of Temple City or they are not legal.
City Attorney Shatford stated the Harming Commission shoule
be commended for the time and study they have given to the proposed
new zoning ordinance as well as .their other duties and that they are
doing a good job.
Councilman Fitzjohn moved to adjourn, Councilman Merritt
seconded, and carried. Council adjourned at 10:15 P. M. until the
next regular meeting on January 28, 1963, at the City Hall, Sb1 E.
