A special meeting of the Leesburg Town Council was held in the
Council Chambers, 10 West Loudoun Street, Leesburg, Virginia on
May 19, 1977. All members present acknowledged receipt of notice
of said meeting and a Waiver is on file in the Office of the Clerk.
The meeting was called to order by the Mayor at 12: 20 P.M. Present
were: Mayor Mary Anne Newman; Councilmembers Charles E. Bange,
Glen P. Cole, Stanley D. Herrell, Jr. , C. Terry Titus and John W.
Tolbert, -Jr. ; also Town Manager John Niccolls and Town Attorney
George M. Martin. Absent from the meeting was Councilmember James
A. Rock.
Mayor Newman stated that the purpose of the meeting is to dis-
cuss water problems .
77-83 - Resolution - Authorizing Manager to execute agreement with
Westmoreland Davis Memorial Foundation.
On motion of Mr. Tolbert, seconded by Mr. Herrell , the follow-
ing resolution was proposed:
RESOLVED by the Council of the Town of Leesburg, Virginia,
as follows :
The Manager is authorized and directed to execute the Agree-
M ment with the Westmoreland Davis Memorial Foundation, Inc. ,
dated May 12 , 1977 , a copy of which is on file in the Office
� of the 'Clerk of Council, and to submit it to the Foundation
for signature.

There followed discussion, with it being felt that a letter of per-
mission should be secured to go on the property for purposes of dig-
ging a test well. The resolution was unanimously adopted:
Aye: CouncilmembersTBange, Cole, Herrell , Titus, Tolbert and
Mayor Newman.
Nay: None.
t There was -lengthy discussion concerning methods of informing
the public and rules to enforce the limitation of water 'usage in
the present emergency situation.
77-84 - Resolution - Authorizing Mana er . to establish a rule re-
stricting use of Town' s water system in emer-
gency situations and enforce such rule and di-
recting Manager to prepare amendment to Water
Ordinance regarding same.
On motion of Mr. Titus, seconded by Mr. Bange, the following
resolution was proposed and unanimously adopted:
RESOLVED by the Council of the Town of Leesburg, Virginia,
as follows :
SECTION I. The Manager is authorized to establish a rule
restricting the use of the Town' s water system in emergency
situations and to enforce such a rule at such time as he and
the mayor think it is necessary.
SECTION II. The Manager is directed to prepare an amendment
to the Water Ordinance regarding the above.
Aye : Councilmembers Bange, Cole, Herrell , Titus, Tolbert and
Mayor Newman.
Nay: None.
On motion of Mr. Bange, seconded by Mr. Cole, the meeting was
adjourned at 12 : 37 P.M.
