DECLARATION OF EMERGENCY IMPLEMENTING LOCAL EMERGENCY
PROTECTIVE MEASURES AND IMPLEMENTATION OF GOVERNOR'S
DECLARATION OF A PUBLIC HEALTH STATE OF EMERGENCY AND
ADDITIONAL PRECAUTIONARY MEASURES
WHEREAS, the respiratory disease referred to as the novel coronavirus is an infectious
virus that can spread from person to person and could result in serious illness or death; and
WHEREAS, on March 13, 2020, the President of the United States declared the outbreak
of the virus a national emergency; and
WHEREAS, on March 14, 2020, the Governor of Georgia declared a Declaration of
Public Health State of Emergency of all counties in the State of Georgia; and
WHEREAS, on March 14, 2020, the Chief Justice of the Georgia Supreme Court
declared a statewide judicial emergency; and
WHEREAS, on March 13, 2020, the Chief Judge of Superior Court on behalf of Chatham
County Courts declared a Limited State of Judicial Emergency; and
WHEREAS, the Governor's Declaration of Emergency operated to implement the City's
Disaster Recovery and Emergency Operation Plan as provided in Tybee Code Sections 18-1 et
seq. and in particular Section 18-4(1); and
WHEREAS, the Mayor has previously implemented the Emergency Powers under 18-1
et seq. following the Governor's Declaration; and
WHEREAS, in order to prevent or minimize the spread of the virus (COVID-19);
NOW THEREFORE, it is hereby declared that the City of Tybee Island shall implement
relevant portions of the Disaster Recovery, Emergency Operation Plan all as is consistent as with
the Governor's Declaration of Public Health State of Emergency; and all powers permitted under
State Statutes contained in OCGA 38-3-27, et seq. and as set forth in the City Ordinances

concerning emergency management, shall be in full force and effect during the declaration of
local emergency and shall be implemented as needed to address any emergency or disaster.

RESOLUTION 2020-05
REGARDING IMPLEMENTATION OF LOCAL EMERGENCY PROTECTIVE
MEASURES CONSISTENT WITH THE GOVERNOR'S STATEWIDE DECLARATION
OF A PUBLIC HEALTH STATE OF EMERGENCY AND A CONSISTENT
RESOLUTION OF CHATHAM COUNTY
WHEREAS, the respiratory disease referred to as novel coronavirus known as "COVID-
19" is an infectious disease that can spread from person to person and result in serious injury or
death; and
WHEREAS, on March 13, 2020, the President of the United States declared the outbreak
of the virus a national emergency; and
WHEREAS, on March 14, 2020, the Governor of Georgia declared a Declaration of Public
Health State of Emergency of all counties in the State of Georgia; and
WHEREAS, on March 14, 2020, the Chief Justice of the Georgia Supreme Court declared
a statewide judicial emergency; and

WHEREAS, in order to prevent or minimize the spread of the virus (COVID-19);
WHEREAS, all meetings of the City of Tybee Island throughout the emergency shall be
conducted as fully as possible in accordance with all provisions pertaining to procedures, notice
and transparency, however, in light of public gatherings the City will make every effort to continue
to be as transparent as is possible consistently with recommendations of public authorities; and
WHEREAS, due to the communicable nature of the coronavirus known as COVID-19 and
due to public health consequences necessitating social distancing policies and potential
transmission of the virus and consistently with previous resolutions and declarations, the Ma yor
and Council of the City of Tybee Island resolves the following restrictions which shall be put in
place as identified below:
