HomeMy Public PortalAbout1/12/1993GREENCASTLE COMMON COUNCIL Regular Session January 12, 1993 The Greencastle Common Council met in regular session on Tuesday, January 12, 1993 at 7:35 p.m. at Tzouanakis Intermediate School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Engineer Joe Woody and City Attorney John Zeiner. Approval of Minutes: Councilor Murray requested that the phrase, "if the tax is established by the County" be added to the discussion of CEDIT on the first page, last paragraph of the minutes of December 29, 1992. She also requested a clarification of the first sentence of paragraph three of the January 4, 1993 minutes. The clerk - treasurer noted that the word "explained" was inadvertently left out would be included to clarify the sentence. With those additions and corrections, Councilor Roach moved to approve the minutes of December 29 special session and January 4 special session. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Department Reports: In addition to the monthly statistical reports and the 1992 annual report, the following comments were offered. Mr. Wright indicated that Albin Pond Road should be open tomorrow. Mayor Harmless commended all the departments for their cooperative effort in preventing a potential disaster. Stan Lambert delivered the annual report for the park department, including an analysis of the number of volunteer hours donated to the program. The clerk- treasurer commended Mr. Lambert for his efforts in acquiring and supervising the volunteers. In regard to the sewage department, Councilor Rokicki asked about plans for the North Jackson lift station. Mrs. Nichols noted that it would have to be upgraded by the time Foxridge Phase 11 is completed. Councilor Roach asked about the back -up at the Harlan property during a rainfall. Mrs. Nichols suggested an overflow to the Gillespie line. Mr. Lawrence delivered the annual report of permits and housing starts. Recommendations and Requests from Officers and Departments: Resolution 1993 -1, A Resolution to Fund the Greencastle /Putnam County Development Center, was presented and read in its entirety by Mayor Harmless. Councilor Rokicki noted that $4,000.00 of the $40,000.00 is budgeted for Main Street Greencastle. Councilor Rokicki moved to approve Resolution 1993 -1 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1993 -1 to have been passed and adopted this date. Council Reports and Comments: Concerning the committee appointments, Councilor Rokicki agreed to sit on the Plan Commission, Councilor Calbert agreed to sit on the Greencastle /Putnam County Development Center Board, and Councilor Murray agreed to continue to serve on the 2000 x 2000 Tree Committee. ® Councilor Murray moved the above appointments. this motion was seconded by Councilor Roach and was carried by an aye unanimous vote. CC 1/12/93 • Page 2 It was noted that Redevelopment Commission members; Brad Collins, Michael Lewis, Gwen Morris, John O'Hair, Larry Taylor were appointed last April, however, never convened as a commission. It was suggested that the members be appointed as of January 1993, to serve a one year term until December 31, 1993. Councilor Murray moved the above appointments for the term January 1, 1993 until December 31, 1993. It was noted that the Commission will convene on Friday, January 15, 1993 for Oaths of Office and organization. Councilor Murray requested the second reading of the Open Container Ordinance 1992 -24. Councilor Roach moved to table second reading of the ordinance until the state legislature makes a decision on statewide regulation. After discussion, the motion was not carried for lack of a second. Discussion ensued concerning the passage of Ordinance 1992 -24 with the effective date held until after the state legislative decision. Ordinance 1992 -24, An Ordinance Amending Chapter 445 of the Greencastle Code. Prohibition of Open Alcoholic Beverage Containers, was presented and read by title only by Mayor Harmless for second reading. Councilor Murray moved to approve Ordinance 1992 -24. This motion was seconded by Councilor Rokicki. The motion to approve Ordinance 1992 -24 was carried by the following vote: AYES: Councilor Rokicki NAYS: Councilor Roach Councilor Miles Councilor Murray Councilor Calbert Mayor Harmless declared Ordinance 1992 -24 to have been passed on second reading. Council noted 0 that the clerk- treasurer is to delay publication and implementation until so instructed to allow for state legislation. With no further business, Councilor Murray moved for adjournment.
