February 9, 1993
The Greencastle Common Council met in regular session Tuesday, February 9, 1993 at 7:40
p.m. at Tzouanakis Intermediate School. On call of the roll the following members were shown to be
present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles
Miles, Councilor Mike Rokicki. Also present were Joe Woody, City Engineer and John Zeiner, City
Attorney.
Public Petitions and Comments:
Lois Stuart was present to suggest a per bag charge for the trash billing noting that it would
be more fair. Mayor Harmless indicated that the city is investigating the technology and that the
present contract runs to August 1994.
Approval of Minutes:
The minutes of the January 12 regular session were distributed to Council. Councilor Murray
corrected the minutes to read that Councilor Miles agreed to serve on the tree committee. With that
correction, Councilor Roach moved to approve the January 12 minutes. This motion was seconded
by Councilor Murray and was carried by an aye unanimous vole.
Department Reports:
In addition to monthly statistical reports which included update on ADA compliance costs,
the following comments were made.
• Councilor Miles thanked Jim Wright for his efforts in patching streets and congratulated him
on his recent award from the Putnam County Flumane Society.
Chief While reported that the Scagrave rescue vehicle is out service due to a transmission
problem. The department is trying to find replacement parts for repair. Councilor Rokicki asked
whom in the department is trained to do fire inspections. Chief White responded that he, Carrico and
Leonard are trained to do inspections.
Councilor Roach thanked Charlene Nichols for the sewage department's attention to the
problem at Walnut and Gillespie. Councilor Rokicki asked about the upgrade of the North Jackson
Lift Station. Mrs. Nichols indicated that the project is in the planning stage.
Councilor Calbert asked about the ADA compliance issues at the new pool facility. Stan
Lambert reported that the contractor was responsible for and corrected the items in question. Mr.
Lambert also reported that planning discussions are occurring concerning reslrooms, sidewalks and
curbs.
Concerning Engineering, Councilor Rokicki asked about the right -of -way issue in Foxridge.
Mr. Woody explained that he is presently researching title to a portion of property in the Ridgeway,
Cedar Drive area.
In response to a question from Councilor Miles about the Zinc Mill site, John Zeiner reported
that Jerry Rowings is starting to remove portions of the building. Bill Lawrence is to investigate the
filing of a demolition permit. Councilor Rokicki asked if the County had been approached
concerning the expense of repairing Albin Pond Road. It was noted that the corporate border of the
•' city is being researched. Councilor Roach asked about Weddell Logging. Mr. Zeiner responded that
there is no update at this time.

Public Hearing
February 9, 1993
The City of Greencastle conducted a public hearing on Tuesday, February 9, 1993
at 7:15 p.m. at Tzouanakis Intermediate School in regard to the modification of HD102 -004
from the Indiana Housing Finance Authority. The program is funded by the Small Cities
Community Development Block Grant Program through Title I of the Housing and
Community Development Act of 1974, as amended. Present for the hearing: Mayor
Harmless, Clerk- Treasurer Berry; Councilors Murray, Rokicki, Calbert, Miles, Roach; City
Engineer Joe Woody; City Attorney John Zeiner; Department Supervisors Leon Phillips,
Jack Hanlon, Steve White, Mike O'Hair, Jim Wright; Greencastle Housing Task Force
Member, Max Johnson; Plan Commission Member Jim Harris; and resident Lois Stewart.
Mayor Harmless presented a brief description of the modification which includes the
reallocation of funds from the First Time Home Buyers account to the Rental Acquisition
account, Rental Rehabilitation account, Acquisition Rehabilitation account, and Sale to
Home Owners account. The request states that such funds will provide rental rehabilitation
for five additional homes and one pilot home ownership project for a family having an
income of 80% or less of median income. Max Johnson was available to answer questions
concerning the modification.
Asking for any and all public comments or questions, and there being none, the
public hearing was adjourned at 7:30 p.m.
