THE CITY OF RICHMOND, INDIANA, DECEMBER 27, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, December 27, 2007, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Dian Lawson and Mary Jo
Flood. Also attending were Assistant City Attorney Kenyatta Cox, Fire Chief Mike Crawley,
Mayor Sally Hutton, Fire Fighters Chris O'Neil, Doug Gardner, Chuck Kirkman, Eric Holmes,
Tim Parrott, and Christopher Todd Sticco.
The following business was conducted:
CALL TO ORDER
Lawson called the meeting to order and noted for the minutes that two members and legal
counsel were present which constitutes a quorum.
APPROVAL OF MINUTES
Lawson made a request to the board to approve the minutes for the December 20, 2007 meeting.
Flood made a motion to approve with a second by Lawson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Lawson explained that she had no claims for payment so that there would be two for the next
meeting.
REQUEST
A. Lawson brought to the board a request that was presented by Fire Chief Mike
Crawley for the approval to promote Firefighters Rick Bolen, Chris Chappel, Donnie
Black, Doug Dillman and Joe Buckler from Firefighter to Engineer. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
Lawson took this time to congratulate these Firefighters on their promotions.
B. Lawson brought to the board a request that was presented by Fire Chief Mike
Crawley for the approval to promote Firefighters Don Pope, Dennis Risk, Harold
Erbse, and Jared Rudy from Engineer to Lieutenant. Flood made a motion to approve
with a second by Lawson. The motion was unanimously passed. Lawson took this
time to congratulate these Firefighters on their promotions.
C. Lawson brought to the board a request that was presented by Fire Chief Mike
Crawley to address the issue of Christopher Todd Sticco's appointment from

Engineer to Lieutenant with the Richmond Fire Department and to receive the Fire
Chief's recommendation. Crawley explained that that Christopher Todd Sticco had
the seniority to receive a promotion but since he has a disciplinary action pending he
felt that his promotion should be tabled pending the out come of the action. If the
action rules in Sticco's favor then he would receive his promotion and everything
would be retroactive. His other recommendation, since there will be a lot of moving
within the department, was to put Mr. Sticco on Administrative Leave pending the
outcome of his hearing. Flood made a motion to table the promotion of Christopher
Todd Sticco with a second by Lawson. The motion was unanimously passed. Flood
made a motion to place Christopher Todd Sticco on Administrative Leave pending
the outcome of the disciplinary action with a second by Lawson. The motion was
unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
