HomeMy Public PortalAbout1977_12_15SPEC 359 MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, DECEMBER 15, 1977. A special meeting of the Leesburg Town Council was held in the Council Chambers, 10 West Loudoun Street, Leesburg, Virginia, on De- cember 15, 1977. The meeting, was called to order by the Mayor at 12 : 00 Noon. Present were Mayor Mary Anne Newman, Councilmembers Charles E. Bange, Glen P. Cole, Stanley D. Herrell, Jr and John W. Tolbert, Jr. ; also Town Manager John Niccolls, Assistant to the Manager Jeffrey H. Minor and Director of Engineering Andrew G. Shope. Absent were Councilmembers James A. Rock and C. Terry Titus. • Mayor Newman explained that the purpose of this special meeting is to consider a resolution making appropriations for the ,fiscal year 1977-78: She further explained that many of the items to be appropriated are for salaries related to the water shortage - these could not be anticipated in the Budget. 77-224 - Resolution - Making appropriations for the fiscal year end- ing June 30, 1978. ' On motion of Mr. Tolbert, seconded by Mr. Herrell, the follow- ing resolution was proposed: RESOLVED by the Council of the Town of Leesburg, Virginia, as follows: 1 Appropriations are made to the accounts shown below for the fiscal year ending June 30, 1978 as follows : Account No. & Name Appropriation GENERAL FUND: 1 . 2 - NVPDC Dues - Municipal Council $ 250.00 ' 4020010. 1820 0 - Wages & Salaries - Finance Dept; 3, 000.00 4020. 208 - Advertising & Printing' - Finance Dept. It was ex- plained that this will carry through April 1st - it is hoped to have a fixed base operator by that time. The resolution was unanimously adopted: 360 MINUTES OF DECEMBER 15, 1977 SPECIAL MEETING. _ Aye: Councilmembers Bange, Cole, Herrell , Tolbert and Mayor Newman. - Nay: None. On motion of Mr. Herrell, seconded by Mr. Tolbert, Council- voted unanimously to waive the Council Rules of Procedure and that the Warner lease proposal be reconsidered: ' - Aye: Councilmembers Bange, Cole, Herrell; Tolbert and Mayor Newman. Nay: None. 77-0-23 - Ordinance - Granting a lease to Charles S. -Warners his successors and assigns, of certainreal property within the Town of Leesburg, Virginia. On motion of Mr. Cole, seconded by Mr. Herrell, the following ordinance was proposed: ' ORDAINED by the Council of the Town of°Leesburg, Virginia, as follows : SECTION I. The Town does hereby demise, lease and let unto Charles S. Warner, Box 124, Middleburg, Virginia 22117, for a period of fifteen years as provided in the annexed Lease dated December 17, 1977 , the following described property: The land and building located at 6 and 8 West Loudoun Street encompassing approximately 4, 000 square feet to a depth of approximately 89 feet from the. north right- of-way- line of West Loudoun Street as outlined in red on a boundary survey of a portion of the Celia Dunn Es- • tate prepared by DeLashmutt Associates, dated June, 1975. • SECTION II. The Mayor shall execute and the Clerk of Coun- cil shall attest the aforementioned lease on behalf of the Town. SECTION III. This Ordinance shall be effective upon- its passage. Councilmembers Cole, Herrell and Tolbert all expressed their position that the Town should not spend taxpayers ' money to repair these build- ings. The ordinance was adopted by a roll call vote of 4 to 1 absten- tion: Aye: Councilmembers Bange, Cole, Herrell and Tolbert. Nay: None. Abstention: Mayor Newman. 8n motion of.
