MINUTES OF SPECIAL MEETING -OF LEESBURG TOWN COUNCIL, MAY 3, 1978. 83
At a workshop meeting of the Leesburg Town Council, held May 3,
1978 in the Board of Supervisors Meeting Room, 18 N. King Street,
Leesburg, Virginia, there were present the following: Mayor Mary
Anne Newman, Councilmembers Charles E. Bange, Glen P. Cole, Stanley
D. Herrell , Jr. , James A. Rock, C. Terry Titus and John W. Tolbert,
Jr. ; also Town Manager John Niccolls. Mr. Niccolls was appointed
Clerk of the Council Pro-Tem.
78-0-11 - Ordinance - Amending the Zoning Map according to Application
• ZM-20 by William S. Savopoulos and Charlotte D.
Savopoulos.
At 11 : 24 P.M. , on motion of Mr. Bange, seconded by Mr; Tolbert,
Council defeated a motion to go into official session to reconsider
an ordinance amending the zoning map according to Application ZM-20
by William S. Savopoulos and Charlotte D. Savopoulos :
Aye: Councilmembers Bange and Tolbert.
Nay: Councilmembers Cole, Herrell, Rock, Titus and Mayor
Newman.
At 11 : 32 P.M. , on motion of Mayor Newman, seconded by Mr. Bange,
Council voted 5 to 2 to go into official session to consider an ordi-
nance amending the zoning map according to Application ZM-20 by
William S. and Charlotte D. Savopoulos :
Aye: Councilmembers Bange, Cole, Herrell , Tolbert and Mayor
Newman.
Nay: Councilmembers Rock and Titus.
On motion of Mayor Newman, seconded by Mr. Bange, Council voted
5 to 2 to suspend the rules and to reconsider an ordinance amending
the zoning map according to Application ZM-20 by William S. and
Charlotte D. Savopoulos :
Aye: Councilmembers Bange, Cole, Herrell, Tolbert and Mayor
Newman.
Nay: Councilmembers Rock and Titus.
On motion of Mr. Cole, seconded by Mr. Bange, the following
ordinance was proposed:
WHEREAS, the Council of- the Town of Leesburg,- Virginia,• at
a meeting held on January 11 , 1978, referred rezoning appli-
cation numbered ZM-20 by William S. Savopoulos and Charlotte
D. Savopoulos to the Leesburg Planning Commission for the
purpose of holding a public hearing on the application and
making a recommeddation, as provided by Chapter 11, Article 8,
Section 15.1-493 of the 1950 Code of Virginia, as amended; and
WHEREAS, the Leesburg Planning Commission, after due public
notice, held a public hearing on February 2, 1978, having heard
all persons desiring to speak on the rezoning application; and
WHEREAS, the Leesburg Planning Commission, at a regular meet-
ing held on February 2, 1978, recommended to Council that the
proposed rezoning be approved; and
WHEREAS, the Council for the Town of Leesburg, Virginia, after
due public notice, held a public hearing on April 5, 1978, and
heard all persons desiring to be heard on the- rezoning appli-
cation;
BE IT ORDAINED by the Council of the Town of Leesburg, Virginia,
as follows :
SECTION I. The Leesburg Zoning Ordinance is hereby amended by
revising the Zoning Map according to application number ZM-20
by William S. Savopoulos and Charlotte D. Savopoulos to change
from R-2 to B-2 a parcel of land containing 12, 465 square feet,
located on the south side of East Loudoun Street and bounded by
East Loudoun Street on the north, the property of Cloverdale
Corporation on the east, East Rbyal 'Street on the south and the
property of Lois W. Francis on the west.

SECTION II. This ordinance shall be in effect from and after
its passage.
It is noted that Mr. Titus left the meeting at 11 : 52 P.M.
Mr. Savopoulos agreed not Co oppose `reduction 'of the area of
commercial zoning proposed to exclude the rear 100 feet of the 'prop-
erty fronting on East Royal Street. `
On motion of Mayor Newman, seconded by Mr. Cole, an amendment
• was proposed to add at the end of Section I the following:
", exclusive of the rear 100 feet of said parcel fronting on
East Royal Street. "
This amendment was adopted by a vote of 4 to 2 :
Aye: Councilmembers Bange, Cole, Tolbert and Mayor Newman.
Nay: Councilmembers Herrell and Rock.
The ordinance, as amended, was adopted by a roll call vote of 4 to 2
and reads as follows :
WHEREAS, the Council of the Town of Leesburg, Virginia, at •
a meeting held on January 11 , 1973, referred rezoning ap-
• plication numbered ZM-20 by William S. Savopoulos and
Charlotte D. Savopoulos to the Leesburg Planning Commission
for the purpose of holding a public hearing on the applica-
tion and making a recommendation, as provided by Chapter 11,
Article 8, Section 15. 1-493 of the 1950 Code of Virginia,
as amended; and
