1996- 01 -02. City Organizational Meeting
The newly elected officials of the City of Tybee Island held
its organizational meeting according to the new Charter on
Tuesday, January 2, 1996 at 6 P.M.
Clerk of Council Jackie Brown called the meeting to order
and gave the oath of office to Councilmembers Michael A. Hosti,
Mallory Pearce, William Remeta, Mariann C. Wildi, Jack Youmans,
and Mayor Walter Parker. Councilmember -elect Edward Merves was
absent because of a death in his family, he will be sworn in at a
later date.
The meeting was turned over to the City Attorney, Edward
Hughes. City Attorney Hughes brought the Mayor and Council up to
date on a law suit filed by Marion Proper concerning the Daniel
Street problem. Council gave Mr. Hughes permission to accept the
suit from Attorney Aaron Weiner on behalf of the City.
Councilmember Remeta moved to elect Mariann Wildi as Mayor
Pro tem. Councilmember Pearce seconded. Council vote was
unanimous.
City Attorney Hughes said that the City Manager is going to
be difficult to put in place, but that the Council needs to
decide on an acting City Manager as the law went into effect
January 1, 1996. Councilmember Wildi asked if any dead line was
placed in the advertisement. City Administrator Fripp said that
the ad will come out in the January newsletters and she stated in
the ad that the job would be open until filled. Mrs. Fripp said
that she has 4 or 5 applications in her office. Mayor Parker said
that Council needs to look over the application and sit in on the
interviews. Councilmember Wildi said that we need a deadline.
Councilmember Youmans stated that Mayor and Council were elected
by the people and should be the ones to make the decision on the
City Manager. Mr. Hughes said that the Council needs to study the
charter, appoint an acting City Manager, and use the committee
system for advising. Councilmember Wildi said that the acting
city manager should have the same powers as the City Manager.
Councilmember Youmans said that a lot of the City ordinances will
have to be changed in order not to be in conflict with the
charter. Mr. Hughes said that the charter overrules the
ordinances. Mayor Parker mentioned appointing a search committee.
Mr. Hughes said that Mayor and Council will stay out of
personnel, the acting city manager will have the same powers as
city manger. Mayor Parker said that the committees will give
advice through the City manager. Mr. Hughes said that the
committees are important right now. Mayor Parker suggested that
Council appoint an acting city manager, hire a consultant,
someone like Don Madonsa, to help the city set up the manager
form of government. Councilmember Youmans moved to appoint an
acting city manager for a period of 30 days. Councilmember Pearce
seconded. Vote by Council was unanimous. Councilmember Youmans
moved to appoint Rowena Fripp as acting city manager for a period

of 30 days. Councilmember Remeta seconded. Vote by Council was
unanimous. Mrs. Fripp accepted the position, stating that all of
the elected officials should be at the interviews of the
candidates for the position of city manager.
Mayor Parker asked about looking into changing some of the
phone system. Councilmember Remeta said that he heard that we
could return it. Councilmember Wildi volunteered to call and
check on this with A T & T.
As there was no further business to come before Council,
Mayor Parker adjourned the meeting.
