Wayne Neddermeyer - Mayor in Fair 1 - ClerkeL4 The minutes of the regular meeting of March 4, 1969 read. Moved by Rayburn Anderson that the minutes be approved as read. Seconded by Raymond Bosch. Motion carried. The minutes of Special meeting of March 11, 1969 read. Moved by Arthur Theis that the minutes be approved as read. Seconded by Harold Winterhalter Motion carried The minutes of Special Meeting of March 26, 1969 read. Moved by Harold Winterhalter that the minutes be approved as read. Seconded by Arthur Theis. Motion carried. The minutes of the Planning Commission of March 17, 1969 read. Discussion with regard to the appointment of Ray Hoosier as weed inspector. Harold Winterhalter moved that a $3.00 per hour wage be given to the weed inspector with a 10¢ a mile allowance for mileage. Rayburn Anderson seconded. Motion carried. Arthur Theis moved that the council appoint John Willegalla as the new Planning Commission member. Ray Bosch seconded. Motion carried. Discussion on the Fidel Theis property. Discussion on the insurance for the patrolman car took place. Rayburn Anderson moved that the police cars be insured with the Wayzata Insurance Agency for $350.00 for a period of 1 year. Raymond Bosch seconded. Motion carried. Discussion on the Archie Nadeau's road with the village attorney's firm participating. Discussion of Fischer Gravel, north of Rockford. The Council asked Leo Leuer to investigate this matter. Harold Ninterhalter asked the Council to ask Buffalo Bitmminous to negotiate the gravel cost (of a bid already accepted) with the addition of the right to hauling. Julius Dorweiler's Plan for Rezoning south 578 feet of lot 25, Auditor's Subdividion #241, Hennepin County from RA or R1 as shown by zoning map, to RC was discussed. Attorney Smith ruled that the zoning ordinance requires a public hearing by the council. Raymond Bosch moved that the public hearing be held in conjunction with the next council meeting on May 6th with purposes of rezoning Julius Dorweiler's property from R1 to RC and authorizing the clerk to advertise for the same giving ten days notice of the hearing on the amendment. Harold WinterlT lter seconded. Motion carried. . T 144 • Discussion regarding the preliminary plat for the 4th add. to Medina Morningside submitted by Scott L. Luers.. Problems posed by council for further consideration at -the next council meeting, May 6th. Discussion on the selection of a village road in qualif*ing for County funds. Resolution moved by Rayburn Anderson certifying Allow Drive (known as Medina Road #87) from the southern grillage limit to Co. Rd. 24 on the north to be certified for County road construction funds. Arthur Theis seconded. Motion carried. Raymond Bosch moved that the Council approve the village attorney's resolution offering sewer and water improvement. Harold Winterhalter seconded. Motion carried. Discussion with Mr. Mills on the desirability of the metro or the SW Sewer Districts. Mr. Mills favored the metro plan based on tie information obtainable to him at the present time. No action was taken on this matter. Discussion on park condemnation procedures in the state legislature. Letter from Gubbins and Smith dated March 20th read regarding the purchase of the Fidel Theis property. Letter from Ralph Coursolle regarding the Fidel Theis transaction was also read. Harold Winterhalter moved to give authority to viliage attorney to make payment in full to Fidel and Mary Theis and withhold only the amount needed to pay filing and affidavit fees, providing the Theis willingly sign the affidavit by the attorney (such an affidavit meaning thit the heirs to possible claim have not given any indication to assertion to this claim to Mr. Theis). Raymond Bosch seconded. Motion carried. Rayburn Anderson moved to give authority to the village clerk to make a check for the amount of $13,663.20 to Fidel and Mary Theis and the Farmers State Bank of Hamel upon authority that slid obligation has been taken care of by the village attorney. Arthur Theis seconded. Motion carried. Mention was made of the letters from the Minn. State Fire School, nominations for the CCL Ludwig Award, the Long Lake Volunteer Fire Department, the Henn. Co. Municipalities meeting on Thurs., April loth. Discussion on the building permit fee schedule ordinance. Harold Winterhalter moved to adopt the ordinance regulating the permit fee schedule proposed by the planning Commission on Nov. 18th and revised on Jan. 21st. Rayburn Anderson seconded. Motion carried. Rayburn Anderson moved to pay bills. Harold Winterhalter seconded. Motion carried. Discussion on police applications and the Henn. Co. Purchasing Plan. Raymond Bosch iyiformed the council that a resolution must be made before becoming a member of this purchasing agency and be sent to Mr. Weinberg. Raymond Bosch moved that a resolution by made to indicate interest in pursuing the County Joint Purchasing Plan and would like to have the contract forwarded for consideration. Harold Winterhalter seconded. Motion carried. Raymond Bosch moved to call Special Meeting of Village on April 7th at 700 to review police applications. Ra V Arthur Theis seconded. Motion carried.
