The Council of the City of Medina met in regular session on Tuesday April 1, 1980 at
7:30 P.M. -
Present: Mayor, Thomas Anderson; Councilmembers, William Reiser, Thomas Crosby, Nancy
Laurent; Clerk -Treasurer, Donna Roehl; Police Chief, Charles Hoover, Public
Works Director, Ron Duran; Attorney, Richard Schieffer; Engineer, Lyle Swanson
Absent: Councilmember, Sarah Lutz
1. MINUTES OF MARCH 4 AND MARCH 18, 1980
Motion by Crosby, seconded by Reiser to accept minutes of March•4 and March 18, 1980,
as presented.

2. DONOHUE AND ASSOCIATES
Dave Loskota presented information regarding the sewer Infiltration/Inflow Grant that is
being made available in the Metro area. He explained the steps involved in completing an
analysis, the time factor, costs involved and how costs are divided among agencies. -
He also presented a proposal from their firm to complete the work.
3. SPRINGSTEAD INC.
Dave Goblirsch presented information regarding bonding procedures, costs of bonding, bond
ratings and interest rates. He explained a program of special assessments for the Medina
Morningside area and other services that they provide.
He asked that Council consider working with their firm onanyupcoming bond program.
4. .L L LIC WORKS DEPARTMENT
Chippewa Corporation
Richard Schieffer reviewed the contract which would allow the Chippewa Corporation to use
Mowhawk Dr. during the time that road weight limits are enforced.
Regg Pederson asked if the contract would need to be renewed each year until the anticipated
completion date of 1983.
Thomas Crosby explained that each council should review, each year.
Motion by Laurent, seconded by Crosby to approve the contract with the Chippewa Corporation
with annual renewal to be requested by applicant and a 1983 project completion date.

Minnesota Gas Co. '
Motion by Laurent, seconded by Crosby to adopt Resolution 80-9, allowing Minnegasco to in-
stall gas lines on Tower Dr.
Motion declared carried
Continental Telephone Co,
Motion by Laurent, seconded by Reiser to adopt Resolution 80-10, allowing Continental Tele-
phone Co. to bury cable on Walnut St. at Independence Beach.

Michael Blodgett
Ron Duran explained that the location of Mr. Blodgett's driveway at 2020 Willow Dr. is caus-
ing water run-off problems onto Willow Dr. which freezes and has contributed to accidents in
that area. He asked that Council request that Mr. Blodgett correct the problem.
Motion by Laurent, seconded by Crosby to invite Mr. Blodgett to attend the April 15th Council
meeting to discuss the problem.

5. POLICE DEPARTMENT

Police Chief Hoover stated

North Star Marina
Chief Hoover reported that North Star Marina had requested permission to hold an auction
at their boat storage buildings on Homestead Tr.
Council agreed to permit the auction provided that any cars being parked on'Homestead do not
cause a traffic problem. If any problems develop future requests may be denied.
6. JOHLV SPAETH
Mr. Spaeth presented applications for On -Sale and Off -Sale Liquor licenses at the Dock-
side Inn. He explained that he still intends to proceed with his multiple dwelling pro-
ject on the property,but as it will take some time to complete his plans he wishes to
operate as a liquor establishment until his plans are complete.
Thomas Crosby asked how involved he would personnaly be in the operation.
Mr. Spaeth stated that he would, at the least, check on it on a daily basis.
Motion by Crosby, seconded by Laurent to grant an On -Sale Intoxicating liquor license to
John Spaeth, dba Dockside Inn, to take affect on May 15th provided that Mr. Spaeth has the
title cleared and the delinquent taxes paid by that date, also to pro -rate the fee at $476.66.
Motion declared carried
Motion by Reiser, seconded by Crosby to grant an Off -Sale Intoxicating Liquor license to
John Spaeth, dba Dockside Inn under the same conditions listed above with the fee to be
pro -rated at $ 16.66.

7. MEDINA MORNINGSIDE
Lyle Swanson reported that a grant would pay for 90% of the sewer installation and a portion
of the street construction. This would cost $4 - $5000 per lot rather than $9 — 10,000. But
he explained that funds will not be paid for any work completed before the grant is' pproved.
He explained that he would be meeting with the PCA.and that he would ask if they could de-
clare this an emergency situation so as to speed up the grant approval.
Mayor Anderson stated that the property owners of the area would need to decide whether
or not they wished to go ahead with the project before grant approval.
Discussion of the privately owned water system; High user rates, maintenance, etc.
Fred Keller reported that the system was designed to accomodate 32 lots that had never
been developed.
Thomas Crosby explained that the city has attempted to negotiate a purchase price and if
this was accomplished the cost could be added to the total project.
Discussion of installing gas lines at the same time as the sewer project is constructed.
Donna Roehl was asked to notify all property owners of Medina Morningside of a meeting on
April 15th to discuss the sewer installation project and the status of the grant.
8. LIQUOR LICENSE FEES
Donna Roehl supplied license fee schedules of neighboring municipalities.
Owner, Sandy Klein stated that although they are not happy with a IQ increase they had
understood since 1979 that there would be a fee increase. She asked that if Council were
to discuss more than a 10% increase all owners be notified before a final decision were
made.
gamy Laurent explained that the city had put an anticipated 10% increase into the 1980
budget and that owners should be notified at the time the city is preparing its budget.
Motion by Crosby, seconded by Reiser to authorize the City Attorney to prepare an amend-
ment to Ordinance 180, reflecting a 10 increase in On -Sale liquor license fees, with a
provision in the ordinance that future changes in fees may be made by Council resolution.

Club license fees
Donna Roehl reported that cities may now charge more than a $100 fee for private club
licenses. She stated that she would contact neighboring communities regarding fees
being charged by them.
Matter was tabled until April 15.
9. GENE PIERCE
Mr. Pierce and Gary Hanson appeared to request a set -back variance on Lot 2, Block 1, Medina
Creekside, to allow construction of an office on the front of the lot. Location of the off-
ice addition is shown to be 24 ft. from the lot line at the southeast corner of the building;
set -back requirements in an M-1 zone are 30 ft.
Discussion of vacting the 15 ft. Hickory Dr. cul de sac at such time as the Grier Industrial
Park street extension is completed.
Discussion of the possibility of dating the office on the western end of the building. Mr.
Pierce stated that he intended to use that area for storage. He also intends to reface the
entire building and to fence the entire lot,
Thomas Anderson stated that he does not favor granting any variances and that' the developer
would need to convince the remainder of the Councilmembers of the hardship involved in the
request.
Council asked that Mr. Pierce bring back schematic plans of the area and pictures as to how
the outside of the building will look when refinished.

10. PLANNING COMMISSION
Council interviewed Pat-Velch:, Doug Wacek and Orville Prechel, residents who are interested
in serving on the Planning Commission.
Mayor Anderson stated that he would contact Joanne Haislet regarding her intentions to remain
a member of the Commission.
Matter was tabled until April 15th.
11. PARK COMMITTEE
Donna Roehl stated that the Park Committee Chairman could not be at the. meeting but that she
had a request from Chuck Riesenberg, City Planner, to change the name "Committee" to "Comm-
ission" for the purpose of working with the Metro Council on the Medina Park Plan.
Motion by Crosby, seconded by Laurent to make the change as requested.

Ms. Roehl also asked that Council consider the possibility of replacing the outdoor toilet
at the Independence Beach park, with a permanent structure or a Satellite unit.
Doug Wacek, a Park Committee member, stated that they had discussed the matter in view of
the fact that all residences of that area were being required to connect to City sewer.
He stated that they would be meeting soon and would make a recommendation to the Council.
12. HEN EPIN COUNTY PARK RESERVE DISTRICT
Lyle Swanson reported that he had reviewed the camp ground expansion plans for Baker Park
and had no problem with the proposed plans to connect to city sewer. He stated that the
city should inspect the project as it is being worked on and that the park has agreed to
to pay for the inspection costs.
Donna Roehl reported that the Hennepin Soil and Water District had reviewed the plans for
the Pioneer Creek Watershed District and the only concern they had was an apparent erosion
problem in one area which had since been addressed by the project engineer.
Motion by Reiser, seconded by Crosby to approve the Hennepin County Park Reserve plans for
buildings at the Baker Park campgrounds with the understanding that the Park Reserve will
pay the city up to $500 for inspecting the sewer lines as they are being installed.
Motion declared carried.
13. HIGHWAY 55 AND COUNTY ROAD 116
Lyle Swanson reported that the Minnesota Department of Transportation would shelve the plans
for installation of signals at Hwy. 55 and Co. Rd. 116 unless the city took some action, at
this time,to approve plans that had previously been presented. If anything were approved by
Medina it would take 2 years before anything was constructed at the intersection.
Mayor Anderson stated that the city would then have 2 years in which to work out problems with
the plans.
Discussion of a service road to the north of Highway 55.
Thomas Anderson suggested that perhaps a service road could be financed through tax increment
financing.
Chief Hoover reported that this intersection has more accidents than any other in the city and
needs some kind of control.
Motion by Crosby, seconded by Reiser to accept the Minnesota Department of Transportation
plans for construction of signal lights at the intersection of Hwy, 55 and Co. Rd. 116, with
the understanding that the Department of Transportation will provide engineering plans for
a service road north of Hwy. 55.

14. DIVERSIFIED INSULATION
Lyle Swanson reported that the site work had been completed and that he recommended releas-
ing the bond being held by the city.
Motion by Crosby, seconded by Reiser to release bond of Diversified Insulation as recommended
by the City Engineer.
15. FIRE DEPARTIENTS
Thomas Crosby presented a report -on the Maple Plain Fire Department budget with a request
for $1611 from Medina.
Discussion of the requests from other fire departments and the information that Loretto has
not requested a specific amount of money.
Council agreed to the following disbursement of the $29767. fire department budget, also
that a charge of $100 per call will be made for all false alarm fire calls and false alarm
burglar alarms, after 2,for each property:
Hamel--$14,806; Maple Plain--$1611; Long Lake--$8450; Loretto--$4900.
16. HENNEPIN COUNTY LIBRARY
Motion by Crosby, seconded by Reiser to request a rent increase from $258.50 to $300.00
per month for library rent for 1981 and 1982, this being a 15% increase.

17. Bills
Motion by Crosby, seconded by Reiser to pay the bills; Order checks # 8691-8747 in the
amount of $34,498.29 and Payroll checks # 5694-5716 in the amount of $9,491.35 and
Revenue Sharing check # 1024 in the amount of $665.00 to Peterson Safe Co. for filing
cabinet.
Motion declared carried
18. ZONING ORDINANCE
Council agreed that Richard Schieffer should review the Zoning Ordinance that has been
prepared.
Motion by Crosby, seconded by Reiser to adjourn.
