HomeMy Public PortalAbout5/11/1993GREENCASTLE COMMON COUNCIL • Regular Session May 11, 1993 The Greencastle Common Council met in regular session on Tuesday, May 11, 1993 at 7:30 p.m. at Tzouanakis Intermediate School. On call of the roll the following members were shown to be prescnC Councilor Tom Roach, Councilor Sue Murray, Councilor Charles Miles. Councilor Jerry Calbert and Councilor Mike Rokicki were absent. Also present were City Engineer Joe Woody and City Attorney John Zciner. Approval of Minutes: The minutes of April 13 regular session and April 28 special session were distributed to Council. Councilor Roach asked that his name be added to the roll call. With that addition Councilor Murray moved to approve the minutes. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Department Reports: In addition to the monthly statistical reports the following comments were presented. Water Superintendent Leon Phillips reported that he had not received any notification from the EPA office in Chicago concerning lead levels in the water, however, he and Joe Woody would be investigating the news report. Police Chief Jack Hanlon requested moving the reserved parking spot for the Senior Center Van from in front of the building to the corner of Franklin and Indiana Streets. He noted that the size of the van obstructs the vision of oncoming vehicles. Council asked that the proper ordinance amendment be prepared for the next meeting. . Street Commissioner Jim Wright distributed the proposed 1993 street work schedule. and noted that the ADA compliance improvements have been completed at the street garage and the alarm system is installed. City Attorney John Zeiner reported working on the pending litigation in regard to McClure Oil and Johnny Quick. In response to a question from Councilor Miles concerning the Zinc Mill site, Mr. Zciner noted that he and Bill Lawrence are to send a letter with time frame regarding the salvage at the site. City Engineer Joe Woody reported finding two sewer clean outs uncovered, allowing storm water to enter the sewage treatment system. He asked that residents please check their own to make sure they are covered. Mr. Woody is to set a meeting with Weddell Logging, Councilor Roach and himself. Park Director Stan Lambert presented the accomplishments of the department in regard to the past Five Year Master Plan and the proposals of the next Five Year Master Plan. Discussion ensued concerning capital improvements and funding sources. The Board of Park Commissioners asked that Council assist in prioritizing the plan and Council asked for time to review the proposal. Recommendations and Requests from Officers and Departments: Mayor Harmless read into the minutes a letter from Jeanette Sutherlin in regard to curbside mailboxes. Present for the meeting was Postmaster Jo Strenge and mail carriers union president Dan Tesmer. Mr. Tesmer explained the reason for requesting voluntary curbside mailboxes was for more cfIicient mail delivery and the health and safety of the mail carriers. It was noted that the request • is voluntary and an entire neighborhood would have to agree to curbside boxes to make the program effective. If residents voluntarily agree, the first mailbox and post will be provided by the post office. Ms. Strenge reported that mail delivery per year now costs $158.00 per customer for to the door • delivery, $112.00 per customer for curbside delivery and $95.00 per customer for grouped corner boxes. It was noted that on street parking would prevent curbside mail delivery. No Council action was taken. Willi no further business Councilor Roach moved for adjournment.
