A regular meeting of the Leesburg Town Council was held in
the Council Chambers , 10 West Loudoun Street, Leesburg, Virginia,
on June 25, 1980 at 7 : 30 p.m. The meeting was called to order by
the Mayor, with Mr. Tolbert giving the invocationiand followed
with the Salute to the Flag led by Mr. Hill. Present were:
Mayor Kenneth B . Rollins , Councilmembers Glen P. Cole, Stanley D.
Herrell, Jr. , G. Dewey Hill, Jr. , Marylou Hill, Walter F. Murray
and John W. Tolbert, Jr. ; also Assistant Manager Jeffrey H. Minor,
Director of Engineering Andrew G. Shope, Director of Finance
•
Donald O. Taylor, Chief of Police James M. Kidwell and Town At-
; torney George M. Martin.
The minutes of the regular meeting of June 11, 1980 were ap-
proved as written.
PRESENTATION OF ARCHITECTURAL PRESERVATION AWARDS :
Mayor Rollins announced that awards are to be made tonight
to properties which have been restored or modified in the down-
town section of Leesburg during 1979 and 1980. Mr. Tolbert, the
Councilmanic member of the awards committee, said these awards
are made to the property where the owners have maintained and
restored them. Members of the committee for 1979 were Marylou
Hill, Teckla Cox, Brown Morton, James Wilhoit and Mr. Tolbert.
Members for 1980 were Charles A. Bos, Leon Chatelain, Marylou
Hill, Jan McVay and Mr. Tolbert.
Awards for 1979 were made by Mayor Rollins as follows :
Category No. 1 for restoration, rehabilitation, construction
or reconstruction of a building for private use - 11 West Cornwall
Street, known as the "Old Littlejohn House" and now owned by Ad-
miral and Mrs. Dietz . This certificate was accepted by Admiral
Dietz, who said "It was a work of love and we ' re glad it's over. "
Category No. 1, also for restoration, rehabilitation, con-
struction or reconstruction of a building for private use -
32 West Loudoun Street, known as "Eastlake Cottage" , now owned
by Mr. and Mrs. Givens. This certificate was accepted by Mrs.
Givens .
Category No. 2, for restoration, rehabilitation, con-
struction or reconstruction for commercial or public use - 18
North King Street (the County Office Building) . Mr. Frank Raflo,
Leesburg Supervisor, accepted the award for the County and said
he felt the building is architecturally pleasing and, most impor-
tant, it ' s in Leesburg - not somewhere else.
• Category No. 3, for outstanding and continued maintenance of
a building or landscape - 7 West Market Street (Old Loudoun National
Bank Building) , now owned by David Green. Accepting this award was
young Joshua Green, the youngest member of their company, who said
"On behalf of our family, I would like to say thank you. "
Category No. 4 , for general preservation or conservation by
a community group or organization - 14 West Loudoun Street, which
is the old "Log Cabin" . Mayor Rollins accepted this award on be-
half of the town and told the audience of its history since its
purchase by the town, as well as the property next to it on the
corner of Loudoun and Wirt Streets, which now houses the Loudoun
Museum and is so ably managed by Mrs . Esther Cowart.
Awards for 1980 were also made by Mayor Rollins as follows :
Category No. 1, for restoration, rehabilitation, con-
struction or reconstruction for private use - 102 Edwards Ferry
Road, owned by Mr. and Mrs . Csaklos. The award was accepted by
Mrs. Csaklos.
Category No. 2, for restoration, rehabilitation, construction,
or reconstruction for commercial or public use - 4 East Loudoun
Street, the old "Patterson House" , now owned by Mr. and Mrs.
Brown Morton. There was no-one present to receive the award.

Category No. 3, for outstanding and continued maintenance
of a building or landscape - 26 South King Street, owned by Mr.
and Mrs . Oden Semones . Mrs . Hill said there was a trap door in
the hall, used to hide soldiers in the basement during the Civil
War. Mrs. Semones ' grandmother sat over it and knitted, pre-
tending it was not there. There was no-one present to receive
the award.
Category No. 4 , for general preservation or consideration by
a community group or organization - The brick sidewalk program
of the Town, which was accepted by Mayor Rollins . He said the
town has undertaken quite a program of restoring some of the
bad sidewalks in town - Wirt and West Loudoun Streets have been
done and they are now working on East Loudoun Street. They
have been restored in the fashion and manner as they were origi-
nally.
Mayor Rollins thanked Mr. Tolbert, Mrs . Hill and other
members of the committees who have taken the time to study and
the efforts to select these properties for recognition. On be-
half of the town, it is appreciated. Mrs . Dietz commended the
town for the work done on the log cabin.
MANAGER' S REPORT:
In the absence of the Manager, Assistant Manager Jeffrey H.
Minor gave the following report:
(1) A written Activity Report was distributed Tuesday
evening.
(2) The Potter ' s Field project is coming along nicely - they
should be done within their contract period. The quality of the
artifacts, etc . is not what they had hoped for originally, but
there may be some of the more recent graves in better condition.
( 3) There was a minor grass fire in the area where our
vactor equipment was operating yesterday. A real potential ca-
tastrophe was averted by quick-thinking employees . They are to
be commended for saving valuable equipment and potential personal
injury .
(4) The Pearson Walk project is nearly complete .
(5) The Phase IV storm drainage project was begun this
week.
( 6) Police Officer Madigan and "Shadow" are beginning a
four to six week training program.
COUNCILMEMBER INQUIRIES AND COMMENTS :
Mr . Hill reported on his appearance before the Highway and
Transportation Commission in Richmond last week in an attempt to
move the Town ' s Route 7 East project to an earlier date - it
has been deferred for 18 months . We asked that they reconsider
this project in light of additional funds that might be forthcom-
ing from increased gasoline taxes and, if they cannot do this,
we asked that a traffic light be installed at Market and Plaza
Streets. This is one of the most hazardous intersections in
town - we have had 12 accidents with five injuries. They ac-
knowledged a letter to Commisioner Wrench from the Mayor. There
were very few people present at this hearing and this indicated
that we might stand a chance of getting something.
Mr. Cole thanked those who voted him into office for their
trust in him. He also thanked the Council for working along so
well - he felt a lot has been accomplished in the last few years..
by working together. The Town has a good staff - manager, assis-
tant manager and on down the line - he appreciated their coopera-
tion over the last four years.

Mayor Rollins expressed his appreciation in working with
Mr. Cole and Mr. Murray - they have been two very fine and dis-
tinguished public servants . They have never failed to do what
they thought was right, irregardless of public opinion, pressure
or the media. Leesburg has been fortunate in having the caliber
of councilmembers it has had over the years . There have been peo-
ple who gave their lives - Maloy Fishback, as an example, who was
upset over a project going on in Leesburg and had a heart attack .
Mr. Cole and Mr. Murray are prime examples of such public ser-
vants - two different people with two different approaches, but
both with the same interest in the betterment of their community.
They have done a good job and he hates to see them go.
80-0-12 - ORDINANCE - AMENDING SECTIONS 12 . 1-10 AND 12. 1-15 OF
THE TOWN CODE.
There being no objection to the waiving of the reading, on
motion of Mrs. Hill, seconded by Mr. Tolbert, the following ordi-
nance was proposed :and unanimously adopted:
ORDAINED by the Council of the Town of Leesburg, Virginia,

SECTION I. Section 12 . 1-10 of the Town Code, the Classi-
fication of Town Employees by Occupational Group and Pay
Grades, is amended to read as follows :

Grade Increment is 7 percent. Step Increment is 5 percent (rounded to $50)
SECTION III . Section 12. 1-17 (c) of the Town Code is amended
to read as follows :
(c) Performance Bonuses. Employees and officers are
eligible for annual performance bonuses paid as follows :
( 1) The awards shall be made in January each year
by the Manager from annual appropriations approved for the
purpose by the Council .
(2) The awards shall be in denominations of $250
and $500 with not more than ten $250 awards and five $500
awards made annually.

U (3) Department directors shall make written
recommendations by January 15 each year of employees
within their departments whose exceptional performance
justifies special recognition.
(4) In general , performance bonuses shall be
awarded to employees and officers who have personally
conceived and suggested a procedure or device which has
resulted in substantially greater operating efficiency
or a marked decrease in operating expenses; or the em-
ployee has performed extensive collateral duties or has
continually completed difficult work assignments which
have significantly increased the efficiency and effec-
tiveness of his department; or has subsequent to town
employment completed the requirements for an associate ' s,
bachelor 's, master ' s or doctorate degree or other sub-
stantial educational achievement relating to his posi-
tion or has otherwise provided exceptional service to
the town.
SECTION IV. This ordinance shall be effective for pay-
rolls in the fiscal year beginning July 1, 1980.

80-73 - RESOLUTION - ESTABLISHING POSITIONS AND NUMBERS OF EMPLOYEES

On motion of Mr. Murray, seconded by Mr. Cole, the following
resolution was proposed and unanimously adopted :

80-74 - RESOLUTION - APPROVING THE BUDGET AND MAKING APPROPRIATIONS
FOR THE FISCAL YEAR ENDING JUNE 30 , 1981 .
On motion of Mr. Herrell, seconded by Mr. Tolbert, the fol-
lowing resolution was proposed and unanimously adopted:
WHEREAS, the budget and the tax rate •for the fiscal year
ending June 30 , 1981 have been presented and reviewed by
this Council which has approved a tentative budget and
tax rate for the fiscal year ending June 30 , 1981; and
WHEREAS, a public hearing on the tentative budget and tax
rate was held on June 11 , 1980; and
WHEREAS, the Manager has prepared the Revised Budget and
Initial Appropriations for the Fiscal Year Ending June 30,
1981, dated June 25, 1980 and filed the same with the
Clerk of Council :
THEREFORE, RESOLVED by the Council of the Town of Leesburg,
Virginia, as follows :

258SECTION I . The Revised Budget and Initial Appropriations ppropriations . _
for the Fiscal Year Ending June 30, 1981, dated June 25,
1980, is adopted and appropriations are made for the fiscal
year ending June 30, 1981 in the amounts shown under the
"FY 1981 Initial Appropriations" column for the general,
utility, airport, revenue sharing and capital project
funds, except as provided by other resolutions .
SECTION II. The Manager, after notice to the Council, is
authorized to transfer up to one-half of the amount of ap-
propriations made herein to individual operations and main-
tenance accounts within the same budget division.
Aye : Councilmembers Cole, Herrell, D. Hill, M. Hill, Murray,
Tolbert and Mayor Rollins .
Nay : None .
LEASE OF THE STEPHEN DONALDSON SILVERSMITH SHOP AT 14 WEST LOUDOUN
STREET.
Mayor Rollins explained that, anticipating a close vote on the
leasing of the "log cabin" , he instructed Mr. Niccolls to prepare
other resolutions in case they are needed.
PROPOSED LEASE TO CHRISTOPHER GOODINE .
On motion of Mr. Herrell, seconded by Mr. Tolbert, a resolu-
tion was proposed to lease the log cabin to Christopher Goodine
under specific terms. Mr. Herrell explained that the Finance
and Administration Committee met and discussed five applications
that had been submitted for lease of the cabin. They were Photo-
works, Loudoun County Chamber of Commerce, Christopher Goodine,
The Loudoun Artisans and the Loudoun Museum, who was interested
in subleasing to the artisans group. After listening to each
of these interested parties, the vote of the committee was two
in favor (he and Mr. Tolbert) to one against (Mrs . Hill, who
was in favor of leasing to the Museum) . Although Mr. Goodine
was not the high bidder money-wise, he felt it would be nice to
continue the use of the building as a silversmith shop. Most
important, though, was that the building be open on week-ends.
Mrs. Hill explained that the Museum, under a sublease to the
artisans, would be offering rotating exhibits. Perhaps later
they might add Mr. Goodine to their group. Their wares would
be in the Museum constantly and the rotating exhibits would pro-
vide a change for tourists each time they came to Leesburg. She
wase alsb in favor of the week=end, openings Mr.` Hill-said he saw
no money involved in the Museum' s proposal . Mr. Minor explained
that this would be set out in the sublease, which Council would
have to approve. A roll call vote on the resolution to lease the
cabin to Mr. Goodine was 5 to 2-, defeating the resolution:

Nay: Councilmembers Cole, D. Hill, M. Hill, Murray and
Mayor Rollins.
PROPOSED LEASE TO LOUDOUN COUNTY CHAMBER OF COMMERCE .
On motion of Mr. Murray, seconded by Mr. Hill, a resolution
was proposed to lease the log cabin to the Loudoun County Chamber
of Commerce under specific terms . Mr. Murray felt the Chamber has
a lot to offer - we know what they have done in the past and have
every reason to believe they will continue to do in the future.
While it is very possible and conceivable that they might not be
open on all week-ends , their brochure will be available at the
Museum and visitors can look at the cabin from the outside. Those
interested in seeing the inside can come back during the week to
see it. The Chamber serves a great purpose in providing tourists
with information on the log cabin and other information beneficial
to the town. He thinks they would make an ideal tenant and will
support them. Mr. Herrell felt they would be an ideal tenant any-
where else but not in the log cabin - the Town spent too much money
on it for people to have to look through the window - it should be
open on week-ends . He was, therefore, not going to vote for it.

Mr. Murray said there are two other locations very close by, 259
one across the street from the Museum and an old house on
King Street just south of Loudoun Street, that would be ideal
for the display of pottery, quiltmaking, etc. Mrs. Hill said
it would be confusing for the Chamber to try to conduct business
when groups of tourists come in to see the cabin - she would like
to see the Chamber move into one of the offices over the Council
Chambers. Mr. Murray felt the tourists should take precedence and
he thought the outside of the cabin was most attractive. Mr. Hill
had received several calls concerning this matter and he has been
involved to a certain extent with the restoration of the cabin.
He publicly thanked the Restoration Society for its efforts in
getting this cabin to its present position. There was some in-
clination in the past to have a silversmith shop in the cabin -
it was offered to them as it was, but this was not desirable for
the 20th century. It has been sitting here during its restora-
tion and no-one was interested in the rental of it until the
Chamber of Commerce made their offer. The services they would
offer would be more beneficial . If they don ' t do their job,
the Town has the option of cancelling the lease. Mr. Tolbert
asked Mrs . Kimball , the Chamber ' s Executive Secretary, how many
rooms they have at their present location? She said they have
CO two rooms upstairs - they are about the same size as the log
CO cabin. They have a lot more storage space than they need - they
N would need one room for this purpose. Their meetings are held
early in the morning in the room downstairs - if they should get
W the log cabin, they would hold these meetings in the Peoples
Q National Bank Board Room. There are 21 members on the Board.
Q She felt they could get their office equipment in the cabin. ,. .
A roll call vote on the resolution to lease the cabin to the
Loudoun County Chamber of Commerce was 4 to 3, defeating this
resolution:
Aye: Councilmembers D. Hill , Murray and: Mayor Rollins.
Nay: Councilmembers Cole, Herrell, M. Hill and Tolbert.
' PROPOSED MOTION FOR TOWN TO UTILIZE LOG CABIN.
On motion of Mr. Hill , seconded by Mr. Murray, motion was
made not to consider leasing the log cabin at this time and con-
sider utilizing it for town space. Mr. Hill said it has been sug-
gested that, if Council should come to an impasse on this matter,
the town could operate it as it should be. He felt the Manager
and the staff could utilize this space for the benefit of the
town. Mayor Rollins said, although he has had very few comments
from people, it has been suggested that the town keep it and uti-
lize it in some fashion - perhaps use it as an office for council-
members. He spoke of the work done by Mrs. Hill on securing the
pictures in this building - it was suggested that perhaps all of
these might be used in the cabin. He suggested that perhaps the
Clerk of the Council might use the cabin and be instructed on
its history. Someone else could keep it open on the week-ends
and perhaps have some craftspeople there at times . Mr. Herrell
called for a roll call vote on the question. The motion was de-
feated by a vote of 4 to 3 :
Aye: Councilmembers D. Hill, Murray and Mayor Rollins .
Nay : Councilmembers Cole, Herrell, M. Hill and Tolbert.
PROPOSED LEASE TO LOUDOUN MUSEUM, INC.
On motion of Mr. Cole, seconded by Mrs . Hill, a resolution
was proposed to lease the cabin to the Loudoun Museum, Inc. under
specific terms . Mr. Cole was in favor of this resolution - the
Museum is in a good position to know other artisans in case this
group does not work out. Mr. Herrell felt it should just be given
to the artisans, rather than go through the,'Museum, he';could,,see no
benefit in this . Mayor Rollins was in agreement with this. The
Museum would be setting the charge - there could be no charge at
all . Mr. Herrellwould prefer to give it to the artisans . Mr.
Hill said there is no rental set. Suppose the artisans don' t
want it? Mr. Herrell said it would come back to the Museum, not
to the town - the Town should have control over it. Mr. Murray
said we can 't get more than two people to agree on anything. Mr.
Minor explained that the artisans have submitted a proposal - the
town would have to prepare a lease with the Museum and a sublease

with the artisans for the amount specified in their proposal .
Should the artisans not accept and execute the sublease, the
Museum would have to find another tenant and the cabin would
sit without any rent during that period. The Council would set
the rent because it would approve any subleases. Mrs . Hill felt
Paragraph 2 should be amended. However, Mr. Hill pointed out
that this is a bid situation and it can ' t be changed unless ap-
proved by the makers . Mr. Herrell called for the vote. A roll
call vote was 5 to 2, defeating the resolution:
Aye: Councilmembers Cole and M. Hill.
Nay: Councilmembers Herrell, D. Hill, Murray, Tolbert
and Mayor Rollins.
Mr. Herrell moved a;:resolution to .lease the log cabin to
the Loudoun Artisans. Mr. Hill objected because it was not on the
Agenda. However, Mayor Rollins over-ruled the objection since it
has been to the Committee. Mayor Rollins declared a five-minute
recess in order to make the proper changes in such a resolution.
80-75 - RESOLUTION - AUTHORIZING LEASE OF THE STEPHEN DONALDSON
SILVERSMITH SHOP AT 14 WEST LOUDOUN STREET
TO THE LOUDOUN ARTISANS.
Council reconvened and, on motion of Mr. Cole, seconded by
Mr. Herrell, the following resolution was proposed:
RESOLVED by the Council of the Town of Leesburg, Virginia,
as follows :
The manager shall enter into an agreement on behalf of the
Town in a form approved by the Town Attorney with The Loudoun
Artisans, c/o Helen Gray, President, Route 2, Box 65, Lees-
burg, Virginia 22075, hereinafter referred to as "Tenant"
for lease of the Stephen Donaldson Silversmith Shop at 14
West Loudoun Street under the following terms :
1. The term shall be for one year with an additional
one year at the option of the Tenant, the terms
and conditions to be negotiated with the Town, be-
ginning upon substantial completion of the current
restoration work, the date to be determined by the
Manager.
2. The Tenant shall pay $160 per month for the initial
term of the lease.
3. The lease shall require the Tenant occupy the building
for sale, display and demonstration of crafts and re-
lated articles.
4 . Approval of the manager shall be required for instal-
' lation of any signs or displays visible from the ex-
terior of the building.
5 . The Tenant shall agree to keep the cabin in good repair
and sanitary condition at its expense. The Town
will retain responsibility for exterior maintenance
of the building and grounds .
6 . The Tenant shall occupy the building as it is com-
pleted by the contractor and any further improvements
or alterations of the exterior or interior must be
approved in advance by the Manager.
7. The Tenant shall reimburse the Town for the cost of
fire and extended coverage insurance on the structure
and the Tenant shall be required to carry public lia-
bility insurance on its activities in the building.
8. Any assignment or sublease of the cabin shall require
the prior approval of the Town Council, exclusive of
temporary exhibitions, display or craft demonstration
not exceeding two weeks .

9 . The Tenant shall pay for all electricity, telephone
service, water and sewer service to the building.
10 . The Tenant shall be responsible for any county prop-
erty taxes levied on the premises .
11 . The Town shall provide no special parking privileges
on the parking lots as a result of this lease.
12 . The Tenant shall make the building available to the
public for inspection to the greatest extent possible
and shall interpret the building 's history to the
public when requested. The Tenant shall have the
cabin open six days weekly during the term of the
lease, including Saturdays and Sundays. The weekday
schedule shall include seven hours of daily operation
and the weekend schedule may be limited to five hours
of operation per day.
13 . Such other reasonable conditions as the manager shall
determine necessary and appropriate shall be included.
CD Mr. Hill felt this is a poorly drawn instrument and one the town
CD will be bound to . Mrs . Hill felt the lease would be a more bind-
ingN instrument. Mayor Rollins said he is not against the Artisans,
but will not legislate in this type of atmosphere - he doesn ' t
W think the Council is in a posture to know what is in this reso-
Q lution. He asked who the responsible party is in this case? Mr.
Q Herrell said all of these proposals went through the committee
and he doesn ' t know why all the resolutions were hot on the
Agenda. The Artisans, with Helen Gray, President, have offered
to pay $160 . 00 a month rent for the first year - the second year
to be negotiated - they have agreed to be open on the week-ends,
1 :00 to 5 : 00 on Sundays - all are responsible people. Mayor Rol-
lins asked if all of them are individually and equally responsible?
Mr. Cole said they are incorporated. Mrs . Gray said they are filed
with the State Croporation Commission - if they get the building
they will incorporate. They will all be equally responsible for
the rent and for the building. The resolution was adopted by a
roll call vote of 4 to 3 :

80-76 - RESOLUTION - AMENDING AIRPORT LEASES AND AGREEMENTS TO IN-
CORPORATE DEPARTMENT OF TRANSPORTATION CIVIL
RIGHTS REQUIREMENTS .
On motion of Mr. Murray, seconded by Mr. Cole, the following
resolution was proposed :
RESOLVED by the Council for the Town of Leesburg, Virginia,
as follows :
The Mayor is authorized and directed to execute on behalf
of the Town an amendment to the following instruments in
force at Leesburg Municipal Airport, incorporating recent
civil rights requirements promulgated by the Department of
Transportation, Federal Aviation Administration :
1 . Blue Ridge Aircraft, Inc. - Lease dated June 22, 1966 ;
2 . Century Aviation, Inc. - Management Agreement dated
March 8, 1978 ;
3. Century Aviation, Inc. - Lease and Operating Agree-
ment dated March 8, 1978; and
4 . Professional Pilots Services - Operating Agreement
dated June 22, 1979 .

262 Mr. Hill asked if there is any problem incorporating this into the
present leases? Mr. Minor said they have agreed to it, it has been
before the Airport Commission and the FBO ' s have agreed to it. It
is not a substantive change, it is a requirement of the FAA. The
resolution was unanimously adopted:

80-77 - RESOLUTION - AUTHORIZING AN AGREEMENT AND APPROVING A PER-
FORMANCE BOND TO GUARANTEE INSTALLATION OF
PUBLIC IMPROVEMENTS AND APPROVING WATER AND
SEWER EXTENSIONS FOR CATOCTIN CIRCLE INDUS-
TRIAL PARK.
On motion of Mr. Murray, seconded by Mr. Cole, the following
resolution was proposed :
WHEREAS, previous approvals by this Council and the Planning
Commission of the plans and bonding method for Catoctin
Circle Industrial Park lapsed; and
WHEREAS, the Planning Commission has approved the plans and
the Director of Engineering has approved the construction
drawings and cost estimates for public improvements in Ca-
toctin Circle Industrial Park as resubmitted:
THEREFORE, RESOLVED by the Council of the Town of Leesburg,
in Virginia, as follows :

SECTION I . The Town Manager is authorized and directed to
execute the resubmitted standard agreement (P. C. 2) for
public improvements for Catoctin Circle Industrial Park.
SECTION II. The performance bond of SRL Properties, Inc. .
a Maryland corporation, with S . Ross Lipscomb as surety t
thereon, in the amount of $102, 546 .00 to guarantee instal-
lation of public improvements for Catoctin Circle Industrial
Park in accordance with plans approved by the Director of
Engineering, is approved, conditioned upon recordation of
a deed of trust between SRL Properties, Inc. to George M.
Martin, Trustee, on Lots 1 , 2 and 3, Catoctin Circle In-
dustrial Subdivision, which trust shall secure the terms,
conditions , covenants and payment to the Town of Leesburg
as set forth in said performance bond.
SECTION III . The developer shall submit a title certificate
that such deed of trust is a first lien on said lots .
SECTION IV. The performance bond, the deed of trust and
title certificate shall be subject to review and approval
by the Town Attorney.
SECTION V. Extension of municipal water and sewer works
for this subdividion is approved.
Mr. Herrell asked where this is located? Mr. Cole said it is
beside Lowe' s . Mayor Rollins asked. why this bond lapsed? Mr.
Ottinger, attorney, said it lapsed because of title problems.
They were using the real estate to secure the bond - the title
insurance company in the District had settled Barber and Ross
a couple of years before - it took a year to get this portion
of the bond released from the deed of trust. The title is clear
now. Mayor Rollins asked what they are going to put in there?
Mr. Ottinger said Lowe ' s sits on one of the lots; two of the lots
have been sold to a Mr. Horne to use it for a parts distributor•-.
ship. There are seven lots ; Lowe ' s will continue in operation
until such time as they move to a new location. The resolution was
unanimously adopted:
