Mr. W. H. Webb, Village Manager, and Mary aioteerer, Village Clerk, were also present. The council considered the report on the operation of the vil- lage for the first five months and after discussion Mr. Webb, Village Manager, recommended a transfer of $250.00 free the item "Hydrant Rental" in the Parks Department (4806-04) to :he fund for New Equip- ment (4:'06-D2); and an motion of Mr. Whittaker, seconded by Mr. Graham, the transfer was approved. It was also recommended by Mr. Webb that of the $1,004.15 collected for tapping charges $408.53 be allocated to Meters (4804-D3) and "595.62 be set, up as Tapping ex- pense (4804-87). Upon motion of Mr. Massnick, seconded by Mr. Bon- neau, the Village Manager's recommendat.inn was approved and the funds ordered transferred accordingly. The color and style of uniforms for the Bel Harbour Police was then considered, and it was suggested that the Village Manager get samples for further consideration. The matter of the purchase of a village police ear was then brought to the councils attention and it was pointed out that in order that Hal Harbour Village might purchase this car Miami Beach Heights, Inc, had agreed to postpone the three installment payments owed them for equipment so that the rirst payment of $1,589.26 will be due in 1949 instead of 1948. After discussion among the members as to the make of car most desirable it was moved by Mr. Massnick, seconded by Mr. Whittaker, that the Miami Beach Heights offer be gratefully accepted and that out of the funds set up for the first payment, to Miami beach Heights, Inc. due on January 1, 1943 the village manager be authorized to purchase a Plymouth car and arrange for a tie-in with the. Miami Police °.radio Service. It was then moved by Mr. bonr.eau, seconded by Mr. Graham, that the Village Manageea recommendation of a salary increase for the. village workmen from $1.14 to $1.25 per hour effective October 1st be approved and the motion was carried. Mr. Southerland then asked the council for consideration of a salary increase to $600.00 per month for the village manager effective September 1, 1947 and reported that Miami Beach Heights, Inc. had agreed to pay $100.00 per month of this increase for the Lime being and sue„ested that the village assume an additional $50.00 per month to complete the raise. Upon motion of Mr. Graham seconded by Mr. Bonneau, this recommendation was approved and it was so ordered. The village manager then presented to the council an seplication for a U-Drive-It license by Alexander E. Morse and application for a Taxi Permit by Gunnar W. Lind, both to be operated from the !acepigQ 22, 1' 47 3 0 Kenilworth Hotel, and after consideration it was moved by Mr. Massnick, seconded by Mr. Bonneau that these be approved, and it was so voted. The village manager then asked that Ordinance /j7 be amended to allow drive -way contractors to take out a licence in the amount of $50.00, and on motion of Mr. Massnick, seconded by Mr. graham it was passed that this additional section be addad to the ordinance and the village attorney was requested to prepare and present to the council the necessary formal amendment of the ordinance. There being no further business, on motion of Mr. Massnick, seconded by Mr. Whittaker, the meeting; adjourned, Attest: Village Clerk NOVEMBER 28, 1947 The regular meeting of the Council of Ba1 Harbour Village was held November 28, 1947 at 8:00 P. M. in the Administration Bldg. There were present Messrs. Southerland, Graham, Jr. and Whittaker. Absent: Messrs. Bonneau and Massnick. Mr. Webb, Village Manager, and Mary Wetterer, Clerk were also present. The Village Manager discussed with the council the three systems the Florida Power and Light Company had worked out for village street lighting. After consideration it was moved by Mr. Whittaker, seconded by Mr. Graham, that Plan #3-18 providing for 42 street lights on Collins Avenue and 30 lights on the inside for twelve months of the year on a one year basis for $1,138.16 be accepted and the village officers be authorized to execute the contract. The council.then considered the application of Mr. James P. Usher to operate one taxi cab in the village and upon motion of Mr. Graham seconded by Mr. Whittaker, this application was accepted.
