HomeMy Public PortalAbout04/01/86 Board of Appeals CCMThe Council of the City of Medina met as a Board of Review for 1986 tax values, on Tuesday, April 1, 1986 at 6:30 P.M. 41 Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, William Reiser, Anne Heideman; Clerk -Treasurer, Donna Roehl; Assessors, Anne Risch, Rolf Erickson; Hennepin County Assessor, Don Monk Absent: Robert Mitchell until 7:20 P.M. Rolf Erickson explained that they had reviewed properties in Sections 14, 17, 21 and 23. He stated that residential valuations had remained stable; commercial and industrial valuations along Hwy. 55, had increased; tillable land values on Green Acres classifi- cation, had been lowered. He also reported that there had been tax court negotiations with Woodlake landfill. Suki Kim, 1205 Oakview Rd., explained that valuation placed on his property by the Assessor was $302,000, but that his house and property had cost $227,700. He explained that Anne Risch had reviewed it and had said she would reduce it to $245,600, which he believed was still to high. Anne Risch stated that she had figured the valuation,of the house at $58 per sq. ft. of 2941 sq. ft. and that his land value was $54,900.'::`' Mr. Kim stated that the contract for construction of the house was $196,200 and that some items included on the house plans had not been completed. Moved by Reiser, seconded by Heideman to revise the valuation on the Suki Kim property at $1205 Oakeview Rd., to $245,000. Motion declared carried Hennepin County Assessor, Don Monk, explained the procedure for anyone wishing to appear before the Hennepin County Board of Evaluation. Orville Prechel, 1445 Hunter Dr., stated that his assessed valuation was $127,900, but with the construction of the road to the south, his property was devalued by $20,000 due to the summer dust. He also stated that someone had asked him if he would be willing to sell his home for $85,000. Moved by Heideman, seconded by Scherer to revise the valuation of the Orville Prechel prop- erty at 1445 Hunter Dr., to $118,000. Motion declared carried Phil Zietlow, 875 Co. Rd. 24, explained that the value of the vacant lot he owns, adjacent to his house had a value of $51,100, which is a 12% increase from $45,700. He stated that the inflation rate is 3 % and he asked why the larger increase in his valuation. Rolf Erickson stated that the market value of improved properties had increased and that they had compared the value to sales in the area. Moved by Heideman, seconded by Reiser to allow the valuation of the vacant lot, owned by Phil Zietlow, to remain at $51,100. Motion declared carried Tom Turnham, 1512 Deer Hill Rd., stated that he owns two parcels; one a .97 acre and the other a 19 acre parcel, with the value on the larger parcel increasing from $44,800 to $65,000. Rolf Erickson stated that he had used the $3000 per acre formula in such situations. Anne Heideman advised that he should combine the two parcels. Moved by Heideman, seconded by Scherer to allow the valuation of the Tom Turnham property at 1512 Deer Hill Rd. to remain at $65,000. Motion declared carried Robert Mitchell arrived at 7:20 P.M. Larry Elwell, 6125 Hwy. 101, stated that he was present to protect his rights, if he wished to continue the process before the Hennepin County Board. Moved by Heideman, seconded by Mitchell to allow the valuation of the Laurence Elwell property to remain at its present value. Motion declared carried "Woodlake Landfill Hamel Rd.,Letter sent to protect rights to continue appeal before the Hennepin County Board of Equalization. Moved by Heideman, seconded by Scherer to recommend no change in valuation of Woodlake Landfill property. Motion declared carried Walter Tellegen,2212 Chippewa Rd., Letter sent stating that property is offered for sale at $145,900 and assessors value is $159,500. Anne Risch recommended decreasing the value to $142,400. Moved by Heideman, seconded by Mitchell to reduce the value of the Walter Tellegen proeprty at 2212 Chippewa Rd. to $142,400. Motion declared carried David Kelm, 3175 Co. Rd. 24, Letter asking for Anne Risch reported that the acreage valuation had remained unchanged. Moved by Heideman, seconded by Mitchell to not property at 3175 Co. Rd. 24. Motion declared carried reduction in valuation. had increased but the value of the house reduce the valuation of the David Kelm Moved by Heideman, seconded by Scherer to adjourn.
