HomeMy Public PortalAbout1980_08_19SPEC MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, AUGUST 19 , 1980 .287 A special meeting of the Leesburg Town Council was held on Tuesday, August 19 , 1980, at 7 : 30 P.M. in the Council Chambers, 10 West Loudoun Street, Leesburg, Virginia, pursuant to Notice of same having been delivered to all councilmembers and local media prior thereto . Present were : Mayor Kenneth B . Rollins, Councilmembers Charles A. Bos , Stanley D. Herrell, Jr. , G. Dewey Hill , Jr. , Marylou Hill, John W. Tolbert, Jr and Howard M. Willis , Jr. ; also Town Manager John Niccolls and Assistant Manager Jeffrey H . Minor. James Reeve, Atlantic Research Corporation engineer and con- sultant to the Cable Television Information Center, who had been selected to evaluate system design and engineering aspects of the proposals of the TV proponents, was also present. The purpose of the special meeting was to receive comments from the public on proposals for a cable television system in Leesburg, and all cable applicants were requested to make brief presentations . The Mayor called the meeting to order at 7 : 30 p.m. and an- CO nounced that the only fair way to choose the order in which the CO applicants present their comments was by using alphabetical order. N Matrix was asked to make the first presentation. Woodrow W. Q Turner introduced Mr . John Lubetkin, Senior Vice President; Mr. Reginald Gheen, Financial Advisor; and Mr. John Norcutt, Presi- Q dent. Mr. Norcutt was asked to make the presentation on behalf of Matrix, after which he, Mr. Lubetkin and Mr. Turner answered questions from Council . Mid-Atlantic was second, with Mr. John Lewis introducing Mr. Lou Costello and Mr. Roger Zylstra . Mr. Lewis opened their dis- cussion by reading a memorandum setting forth their views . He ' was followed by Mr. Zylstra . Questions were answered by all three members. Pinebelt 's presentation was opened by Mr. Calvin Sutliff, with Mr. Steve Robin assisting him. The final presentation was made by Storer, opened by Mr. Charles Ottinger, Director and Vice-President of Catoctin Cable Communications , Inc. He introduced local members of their Board of Directors as follows : Mrs . Helen Wallace, Richard Johnson, Ross Lipscomb, Charles Grant and John Sleeter. Also introduced were: Mr. Winfield Kelly, Vice President; Wayne O 'Dell , Area Manager; and Mr. Warren Braun, Chief Engineer. Mr. Kelly made the presentation and answered numerous questions by councilmembers, with the help of Mr. O 'Dell and Mr. Braun. After lengthy discussion pertaining to Storer ' s contact and/or agreement with Loudoun Times-Mirror, all other proponents were asked to comment on their company ' s behalf as to contacts with Loudoun Times-Mirror and other media prior to submittal of their proposals. Upon completion of presentations by the four firms involved, Mayor Rollins asked for comments from the audience. Mr. Bill Still, Editor of the "Monitor" , read a letter he had prepared and sent to the Town Manager, Mayor and Council, endorsing Matrix. Mayor Rollins thanked all applicants for their time and presen- tations . He announced that the committee having jurisdiction over this matter will meet and make a recommendation to the Council for its August 27 meeting, after which Council will make an award of this franchise.
