2. MINUTES OF MARCH 19, 1986
Anne Heideman asked that the following correction be made:
Item 2, Page 35, "William Reiser stated that one of the three companies should pick up
garbage in an area."
Item 3, Page 35, indicate that Randy's Sanitation is licensed hauler for City of Loretto.
Norma Fredricks, Page 37, include, "No action was proposed by the City Council."

Tamarack Dr. Flooding
Council discussed the condition of Tamarack Dr., due to flooding, and what was
needed to correct the fporblem.
Anne Heideman suggested that blacktopping not be done until the problem is solved.
Jim Dillman stated that the ditch needed to be cleaned.
Thomas Anderson asked if the city had the necessary easements and what it would cost
to complete.
Jim Dillman reported that it would cost approximately $5000 and would include a
flow structure.
Thomas Anderson asked that more information be gotten for the April 15th meeting.
Safety Equipment
James Dillman explained that it would cost $250 to rent trenching equipment for a
minimum of three days at a time and that Orono was getting prices on gas detectors
and he would get that information from them.
Garbage Hauling Licenses
Richard Schieffer reviewed terms of the garbage hauling licenses.
Thomas Anderson asked what would happen if a road were to break up.
Richard Schieffer explained that the licenses did not address that issue.
Jim Dillman stated that in 1985 Tamarack Dr. was closed and people took their garbage
to Co. Rd. 24 or Medina rd. and the school children walked.
Thomas Anderson asked how much a garbage truck weighed.
Michael Sankey stated that a truck would weigh about 11 ton, per axel, loaded.
Robert Mitchell stated that Item "D" of the license should state that a truck shall
not weigh more than 11 ton per axe1, fully loaded.
He also asked that the licenses include the following days haulers would be allowed
on city streets:
Randy's Sanitation --Wednesday, Area 2; Woodlake Sanitation --Wednesday, Area 3;
LaPlant Sanitation --Wednesday, Hwy. 101 and 55, Thursday --Homestead Tr. and Welcome
Dr., Friday --Independence Beach, Sycamore Tr. and Co. Rd. 29, all Area 1.
Donna Roehl stated that she had several individual situations that needed to be dis-
cussed:
Missed stops; dumpster service in residential areas; resident who has dumpster and
regular garbage service; hold harmless agreement requested by hauler for long driveways.

Franklin Groves Jr. stated that he would not sign an agreement with Randy's Sanitation
to hold him harmless should the Groves driveway become damaged.
Bernice Breitbarth stated that they have residential garbage service from one hauler
and dumpster service from another, but live on a county road.
Robert Mitchell stated that a second pick up for such places should be allowed.
Wilfred Scherer stated that dumpsters should all be picked up on the same day of the week,
preferably, Wednesday.
Moved by Heideman, seconded by Scherer to approve garbage hauling licenses for Woolake
Sanitation, Randy's Sanitation, LaPlant Sanitation, including amendments and hauling
days, as discussed.

4. PLANNING AND ZONING DEPARTMENT
Nunn -Radtke, Conditional Use Permit amendment
Robert Mitchell asked why language regarding bonding was included in the amendment if the
bond had been released.
Richard Schieffer stated that the resolution was identical to the original Conditional use
Permit resolution except for the item regarding the number of horses allowed on the premises.
Moved by Heideman, seconded by Mitchell to adopt resolution 86-24, amending the Conditional
use Permit of William Nunn/Carey Radtke to operate a horse stable at 2825 Willow dr.

Wilfred Scherer, Subdivision
Moved by Reiser, seconded by Mitchell to adopt Resolution 86-25, approving the subdivision
of the Wilfred Scherer property at 2672 Willow Dr.

Moved by Heideman, seconded by Mitchell to table action on the Green Kennel Permit app-
lication until April 15th.

Permit application until April 15th.

Planner
Thomas Anderson explained that he and Ron Rogers had met with John Shardlow regarding
a market study for the moratorium area. He stated that it would cost $3500 for a pre-
liminary study and $9000 additional for the second phase.
Donna Roehl asked if they had been convinced that he was qualified to do the work and
from what section of the budget the fee should be paid.
Thomas Anderson stated that he had seen some of the work that had been done and believed
that they did a good job. He suggested that the $1000 in Council Contingency be used and
the remainder could be taken from the road department.
Moved by Heideman, seconded by Scherer to hire John Shardlow to complete the market study
of the moratorium area, at a cost of $3500, with payment of $1800 now and $1700 in 60
days, when the study is completed.

5. HISTORICAL PRESERVATION COMMITTEE
Moved by Reiser, seconded by Mitchell to appoint John Ditter and Thomas Crosby to serve
on the Historical Preservation Committee.

6. SELECTIVE SERVICE
43 Moved by Mitchell, seconded by Heideman to adopt Resolution 86-26, supporting continu-
ation of registration by 18 year old males, with the Selective Service System.

7. WEST HENNEPIN HUMAN SERVICES
Moved by Heideman, seconded by Mitchell to authorize the Clerk to write a letter to
Minnegasco supporting the West Hennepin Human Services weatherization plan.

8. FAIR LABOR STANDARDS ACT
Moved by Scherer, seconded by Mitchell to table the matter until April 15th.

9. MINNEGASCO
Moved by Mitchell, seconded by Reiser to adopt Resolution 86-27, approving Chapter 345,
1986 laws regarding payment by Medina to Minnegasco for Utility Construction.

Moved by Heideman, seconded by Mitchell to pay Minnegasco $19,881., first payment for
construction of a gas line along Hwy. 55.

10. CLEAN-UP DAY
Council discussed not having a clean-up day in the city, as garbage haulers will pick
up large items from residents for an additional fee.
Council did agree to pay school children to pick up city roadsides.
Council also formed a committee to research the possibility of a recycling program in
Medina with William Reiser, JoEllen Hurr and Donna Roehl being asked to meet to discuss
the matter.

Moved by Scherer, seconded by Heideman to pay the bills; Order Checks # 4677-4745 in
the amount of $88,987.72 and Payroll Checks # 9129-9153 in the amount of $14,359.86
and Payroll Check # 8704 in the amount of $40.00.

12. TAMARACK DRIVE IMPROVEMENT
Moved by Heideman, seconded by Scherer to adopt Resolution 86-28, holding apublic
hearing on May 6, 1986 at 8:00 P.M. to consider improvement of Tamarack Dr., receiving
plans and specs, taking bids at 10.00 A.M. on May 6th and considering bids at the
meeting that evening.
