HomeMy Public PortalAbout7/13/1993" GREENCASTLE COMMON COUNCIL Regular Session July 13, 1993 The Greencastle Common Council met in regular session on Tuesday, July 13, 1993 at 7:30 p.m. at Tzouanakis Intermediate School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Engineer Joe Woody and City Attorney John Zeiner. Public Hearing: Mayor Harmless opened the public hearing for the consideration of an additional appropriation in the Cumulative Capital Improvement Fund for the painting of the outside of the Fire Department building and the construction of the Activity Building at Robe Ann Park. The Mayor asked for any and all questions or comments concerning the appropriation. There being none, Council discussed the availability of funds and the hearing was closed by consensus at 7:40 p.m. Public Petitions and Comments: Mr. Jack Waldron appeared before Council with information concerning the relocation of an American fighter aircraft for permanent display in the Putnam County community. He noted that several local organizations are interested in accomplishing this goal through fund raising and private donations, and that no public funds are being requested. Fie presented a draft resolution endorsing the project for Council to consider. The resolution was given to the City Attorney for review. No further action was taken. Mr. Max Johnson representing the Greencastle 1- lousing Task Force made presentation to S Council concerning the availability of grant funds from the Indiana Housing Finance Authority. He requested approval for submitting a pre - application. Fie explained the program in detail and noted that the Task Force is targeting three categories; Capacity Building/ Planning, Owner - Occupied Rehabilitation (Housing Development Fund) and Owner Occupied Rehabilitation (Home Investment Fund). Discussion continued concerning the local match necessary for a portion of the grant. Councilor Murray asked approximately how many families in the community would be eligible for the grant assistance. Mr. Johnson responded that there are about 400 families at an income level that would qualify. He also indicated that the Greencastle Housing Authority would administer the programs on behalf of the city. Councilor Rokicki moved to approve submittal of the pre - application. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Mr. Johnson is to provide copies for Council. Approval of Minutes: The minutes of the June 8 regular session were presented to Council. Councilor Roach corrected the minutes to include the notation of the second to Resolution 1993 -12. Councilor Murray moved to approve the minutes as corrected. This motion was seconded by Councilor Culbert and was carried by an aye unanimous vote. Department Reports: In addition to the monthly statistical reports the following comments were presented: Discussion ensued concerning the traffic flow issues with the closing of Indianapolis Road. Councilor Murray asked about the completion of the Greater Eastside Sewer Separation Project. Mr. Wright indicated that he and Mr. Woody are presently working on the project. Assistant Fire Chief reported that Bill Robertson Motors, Inc. donated two mobile phones to the department. ® CC 7/13/93 ' Page 2 Councilor Miles asked about the progress of the Zinc Mill demolition. Mr. Zeiner noted that the County Board of Health shut down the operation for further study of the presence of asbestos. Recommendations and Requests from Officers and Departments: Ordinance 1993 -4, An Ordinance Amending Section 443 -25 of the Greencastle City Code. Schedule of Reserved Parking Spaces, was presented to Council and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1993 -4 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vole. Mayor Harmless declared Ordinance 1993 -4 to have been passed adopted this date. Resolution 1993 -14, A Resolution Providing that City Employees Should Have Use of the City Pool as an Employee Benefit, was presented and read in its entirety by Mayor Harmless. Councilor Roach moved to approve Resolution 1993 -14 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1993 -14 to have been passed and adopted this date. Resolution 1.993 -15, A Resolution Authorizing an Additional Appropriation for the Cumulative Capital Improvement Fund, was presented and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1993 -15 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor harmless declared Resolution 1993 -15 to have been passed and adopted this date. Resolution 1993 -17, A Resolution of Greencastle Common Council Determining Substantial Compliance with Statement of Benefits for ILA. Parts Products of Indiana Company, was presented • and read in its entirety by Mayor Harmless. Councilor Calbert moved to approve Resolution 1993 -17 as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vole. Mayor Harmless declared Resolution 1993 -17 to have been passed and adopted this date. Ordinance 1993 -5, An Ordinance Approving the Petition of Indiana Asbury Towers United Methodist Home, Inc. to Vacate a Certain Public Thoroughfare, was presented and read in its entirely by Mayor Harmless. Councilor Murray moved to approve Ordinance 1993 -5 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -5 to have been passed on first reading. Ordinance 1993 -6, An Ordinance Establishing the Size of Departments of city Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed Officials for the Year 1994, was presented and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Ordinance 1993 -6 as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -6 to have been passed on first reading. Ordinance 1993 -7, An Ordinance Fixing the Salaries of Elected Officers of the City of Greencastle for the Year 1994, was presented and read in its entirety by Mayor Harmless. Councilor Calbert moved to approve Ordinance 1993 -7 as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vole. Mayor Harmless declared Ordinance 1993 -7 to have been passed on first reading. Ordinance 1993 -8, An Ordinance to Rezone the Ifurley- Pingleton Property Consisting of 12.66 acres on Round Barn Road, was presented and read in its entirety by Mayor Harmless. ® Councilor Roach moved to approve Ordinance 1993 -8 as presented. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -8 to have been passed on first reading. 0 CC 7/13/93 Page 3 Councilor Roach explained the issue of making the curve of Poplar Street as it turns into Jefferson one way west then north as it approaches Walnut Street. After discussion of the safety issues, Council requested a draft amendment of the one way street ordinance. Council Reports and Comments: A draft Tree City Ordinance was presented to Council for review. The meetings for August were announced to be August 19 regular session and August 26 special session. With no further business, Councilor Murray moved for adjournment. This motion was seconded by Councilor Culbert, was carried by an aye unanimous vote, and the meeting was adjourned at 9:30 p.m. Michael M.
