HomeMy Public PortalAbout7/27/1993" GREENCASTLE COMMON COUNCIL Special Session July 27, 1993 The Greencastle Common Council met in special session on Tuesday July 27, 1993 at 7:30 p.m. on the lawn of Tzouanakis Intermediate School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Engineer Joe Woody and City Attorney John Zeiner. Public Petitions and Comments: Mr. Woody expressed a concern about the request of the U. S. Postal Office to change to curbside mail delivery in older established subdivisions of the city. He cited the following reasons; (1) encroachment upon travelled public right -of - way, (2) impaired vision of drivers travelling those streets, (3) possible costs city to provide and maintain aprons. Councilor Murray asked if the city has the authority to take action on the issue. Mayor Harmless noted that the rights -of -way are the city's responsibility; therefore, further investigation could occur. Councilor Calbert added that the casements in the older sections of town are different than in the newer subdivisions; therefore, if the city needs to work within that easement for some reason, the burden of the expense to move or replace the mailbox would fall on the individual homeowners. It was the consensus of Council that Mr. Woody further investigate the issue and report at the next meeting. Mrs. Leslie Hanson noted that the Greencastle Board of Park Commissioners is beginning the next five year plan. She invited Council to attend the Park Board meetings, especially in September, to provide input concerning budget items. Councilor Rokicki asked that the public also be encouraged to attend and comment. " Approval of Minutes: The minutes of July 13 regular session were distributed to Council. Councilor Murray moved to approve the minutes as presented. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Recommendations and Requests from Officers and Departments: Ordinance 1993 -5, An Ordinance Approving the Petition of Indiana Asbury Towers United Methodist Home, Inc. to Vacate a Certain Public Thoroughfare, was presented to Council and read by title only by Mayor Harmless. Councilor Roach moved to approve Ordinance 1993 -5 as presented for second reading. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -5 to have been passed and adopted this date. Ordinance 1993 -6, An Ordinance Establishing the Size of Departments of city Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed Officials for the Year 1994, was presented to Council and read by title only by Mayor Harmless. Councilor Rokicki moved to approve Ordinance 1993 -6 as presented for second reading. This motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -6 to have been passed and adopted this date. Ordinance 1993 -8, An Ordinance to Rezone the Hurley- Pingleton Property Consisting of 12.66 acres on Round Barn Road, was presented to Council and read by title only by Mayor Harmless. Councilor Calbert moved to approve Ordinance 1993 -8 as presented for second reading. This motion " was seconded by Councilor Roach and was carried by an aye unanimous vole. Mayor Harmless declared Ordinance 1993 -8 to have been passed and adopted this date. o CC 7/27/93 Page 2 Resolution 1993 -16, A Resolution Authorizing the Submittal of an Application to the Indiana Housing Finance Authority - Greencastle Housing Task Force/ Greencastle Housing Authority, was not presented to Council. The Indiana Housing Finance Authority extended the grant application deadline to August 25, 1993; therefore, Mr. Max Johnson asked that Resolution 1993 -16 be tabled. Councilor Calbert moved to table Resolution 1993 -16. Councilor Miles seconded the motion and it was carried by an aye unanimous vote. Ordinance 1993 -9, An Ordinance Amending Chapter 442 -30 of the Greencastle City Code Schedule to Add Jefferson and One Block of Poplar as One -Way Streets, was presented to Council and read in its entirety by Mayor Harmless. Councilor Roach moved to approve Ordinance 1993 -9 as presented. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -9 to have been passed on first reading. Council Reports and Comments: Councilor Murray noted that Indiana Gas Company had again left Seminary Street in a hazardous condition and not barricaded. Mayor Harmless noted that he would ask the street department to place the necessary barricades for the safety of motorists. Stan Lambert delivered the Park monthly statistical report. Mayor Harmless congratulated Mr. Lambert upon the acquisition of his Masters Degree. Mayor Harmless again encouraged the public, as well as all elected officials, to use the Veterans Memorial Highway during the construction on SR240. • With no further business, Councilor Calbert moved for adjournment. This motion was seconded by Councilor Murray, was carried by an aye unanimous vote, and the meeting was adjourned at 7:50 p.m. Michael M.
