Those present were Monty Parks, John Branigin, Jay Burke, Barry Brown, Nancy DeVetter and Spec Hosti. Also attending were Dr. Shawn Gillen, City Manager; Bubba Hughes, City Attorney; Tracy O’Connell, EPRA Law Firm, George Shaw, Director, Community Development; and Janet LeViner, Clerk of Council. Mayor Sessions listed the following items on the consent agenda: Amended Minutes, June 18, 2020, City Council Meeting Minutes, June 25, 2020, Second Reading, Millage 2020-2021 Amended Minutes, June 25, 2020, City Council Meeting Transferable Yearly Parking Decals Speed Hump Policy Adopt the Chatham County Emergency Operating Plan and the Hazard Mitigation Plan Late Fees and Refunds Resolution 2020: Emergency Directive on Suspension of Zoning Restriction on Recreational Vehicles in residential areas for Hazard Mitigation Grant Opening Ceremonies Call to Order Invocation: Rev. Sue Jackson, Trinity Methodist Church Pledge of Allegiance Recognitions Swann Seiler, Georgia Power Justin Wainscott, Sr. Chief, USCG Camilla Pittman, IIMC, Region III Director: Jan LeViner, MMC and Athenian Fellow Reports of Staff Review policy for two day parking passes that are used by STVR’s and Hotels. Nancy DeVetter made a motion to discontinue. Monty Parks seconded. Vote was unanimous to approve, 6-0. Barry Brown made a motion to discontinue policy. Monty Parks seconded. Vote was unanimous to approve to discontinue policy, 6-0. Monty Parks made a motion to approve the consent agenda. John Branigin seconded. Vote was unanimous, 6-0. Public Hearings Variance: requesting 2.5 feet into side setback for new carport/storage area – 1413 Fifth Ave. - Zone R-2 – 40011 06008–Mary Anne Butler. Monty Parks made a motion to deny. Nancy DeVetter seconded. Voting in favor was Monty Parks and Nancy DeVetter. Voting against were Jay Burke, John Branigin, Barry Brown and Spec Hosti. Motion to deny failed 2-4. John Branigin made a motion to approve. Barry Brown seconded. Voting in favor were Jay Burke, John Branigin, Barry Brown and Spec Hosti. Voting against were Nancy DeVetter and Monty Parks. Vote was 4-2 to approve. Variance: requesting 3.4’ feet into side setback & 7.6’ feet into front setback for second means of egress and new deck – 1109 Laurel Ave. – Zone R-1-B – 40026 04011 – Paul & Carrie Harvill. Monty Parks made a motion to deny. Nancy DeVetter seconded. Voting in favor were Monty Parks, Nancy DeVetter, Spec Hosti, and John Branigin. Voting against were Jay Burke and Barry Brown. Vote to deny, 4-2. Variance: requesting 3.53’ feet into side/rear setback -803 First St. & 4 N Campbell Ave.- Zone C-2 – 40019 01005/01002/01001 – Matt Anderson. Spec Hosti made a motion to approve. Monty Parks seconded. Vote was unanimous to approve, 6-0. Variance: Requesting To Put Pool Two Feet From Property Line Instead Of The Required Five Foot Setback-52 Captains View-Zone-R-2-4002116013-Tanya and Roger Huff. Nancy DeVetter made a motion to deny. Monty Parks seconded. Vote was unanimous to deny, 6-0. Council, Officials and City Attorney Considerations and Comments Draft Moratorium, STVR. Mayor Sessions recused. Monty Parks made a motion to table. John Branigin seconded. Voting in favor were Jay Burke, Monty Parks, John Branigin, Barry Brown and Special Hosti. Voting against was Nancy DeVetter. Motion to table approved, 5-1. Mayor Sessions returned to the dais. Draft Moratorium, Pools. Barry Brown made a motion to put a 90 day moratorium on pools and irrigation systems. Nancy DeVetter seconded. Voting in favor of the moratorium were Nancy DeVetter and Barry Brown. Voting in the opposition were Jay Burke, Monty Parks, John Branigin and Spec Hosti. Motion failed, 2-4. Wearing of Masks. No Action Taken Rules of Conduct and Rules of Council. No Action Taken
