HomeMy Public PortalAbout8/19/1993" GREENCASTLE COMMON COUNCIL Regular Session August 19, 1993 The Greencastle Common Council met in regular session on Thursday, August 19, 1993 at 7:30 p.m. at Tzouanakis Intermediate School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present were City Engineer Joe Woody and City Attorney John Zeiner. Public Petitions and Comments: William and Marjo Cavanaugh of 647 E. Seminary were present to speak in opposition to curbside mailboxes and noted that a petition against the installation of such mailboxes with neighborhood signatures was presented to City Hall. Mr. Zeiner noted that he had spoken with Postmistress Jo Strenge concerning the issue at which time she again noted that the program is voluntary. Councilor Roach indicated that he would vote in favor of legislation to prohibit curbside mailboxes if it was decision of entire neighborhood to participate in the program. Discussion ensued concerning the City's involvement or responsibility with Councilor Murray noting that people may not yet be aware that they may choose not to install curbside mailboxes. Approval of Minutes: The minutes of July 27 special session were distributed to Council. Councilor Calbert moved to approve the minutes as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Department Reports: In addition to monthly statistical reports the following comments were made. Mr. Lawrence reported the following year to date permit figures -26 single family, S duplex and 1 quad. He also noted that 10 certified letters were sent concerning property clean -up. It was the consensus of Council to issue citations to ensure enforcement. Mr. Woody reported the damage to the culvert west of Sherwood Drive and that emergency action to prevent the loss of Albin Pond Road was taken. He also noted that he has done a preliminary review of the Greater Eastside Sewer Separation Project and what needs to occur prior to beginning Phase 11. After discussion Councilor Murray moved to take whatever action necessary to complete Phase 1. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote. Mr. Zeiner noted that Putnam County representatives have met with the Essential Services Committee concerning the Jail Project. Recommendation and Requests from Officers and Departments: Ordinance 1993 -9, An Ordinance Amending Chapter 442 -30 of the Greencastle City Code Schedule to Add Jefferson and One Block of Poplar as One -Way Streets, was presented to Council for second reading and read by title only by Mayor Harmless. Councilor Roach moved to approve Ordinance 1993 -9 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -9 to have been passed and adopted this date. CC 8/19/93 Page 2 Public hearing: Ordinance 1993 -10, An Ordinance for Appropriations and Tax Rates, was presented to Council and read in its entirety by Mayor Harmless. Department budgets were reviewed individually with the Mayor asking for any and all comments or questions. There being none, Councilor Murray moved to approve Ordinance 1993 -10 on first reading. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1993 -10 to have been passed on first reading. Council Reports and Comments: Mayor Harmless distributed the TCI Telecommunications Annual Reports and noted that the City would set up a Public Hearing concerning cable television. With no further business, Councilor Roach moved for adjournment. This motion was seconded by Councilor Miles, was carried by an aye unanimous vote, and the meeting was adjourned at 8:40 p.m. / k Michael M.
