HomeMy Public PortalAbout9/14/1993e GREENCASTLE COMMON COUNCIL Regular Session September 14, 1993 The Greencastle Common Council met in regular session on Tuesday, September 14, 1993 at 7:30 p.m. at Tzouanakis Intermediate School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Councilor Jerry Calbert was absent. Also present were City Engineer Joe Woody and City Attorney John Zeiner. Public Petitions and Comments: Mr. Harold Williams appeared before Council to request that Main Street be made a one way street for the purpose of safety and better visibility in the area. Councilor Murray asked Police Chief Jack Hanlon to investigate. Councilor Roach noted that if the recommendation is favorable for one way designation, an ordinance be prepared for the next meeting. Mr. Joseph Wallace, Mr. Robert Rumley and Mr. Malcolm Pilkin appeared before Council requesting that the ordinance to vacate public right -of -way contiguous to their property be removed from the table. The original ordinance appeared as 1991 -22 on the agenda of October 8, 1991 and was tabled prior to first reading. Council asked that the ordinance for vacation be on the agenda for the next meeting. Approval of Minutes: The minutes of August 19 regular session and August 26 special session were distributed to Council. Councilor Roach moved to approve the minutes as presented. This motion was seconded . by Councilor Miles and it was carried by an aye unanimous vote of members present. Department Reports: In addition to monthly statistical reports the following comments were made. In regard to the Sewage Department report, Councilor Rokicki asked about the status of the North Jackson lift station. Mayor Harmless indicated that the project engineers are evaluating the possible location due to the planned railroad construction. Mr. Woody noted that North Jackson was in the list of lift station improvements to be funded by revenue bonds. Mrs. Nichols indicated that the permit fee has been waived for hook -up into the sewer system for the Foxridge Phase I Sewer Extension, however, the permit application must be filled out at the Greencastle Utilities Office. Chief Jack Hanlon stated that a Deloxilizer has been donated to the Greencastle Police Department by Mrs. Brodent from Terre Haute. The donation was made in memory of her son who was killer in it DWi accident. Mrs. Brodent noted that she chose the City of Greencastle because of the passage of the local Open Alcoholic Beverage Container Ordinance. Chief Slev= While noted that, in addition to himself, the Fire department now has the following state certified inspectors: Pat Carrico, Bill Ncwgcnt and Mike Long. Councilor Roach asked about the status of the proposed ordinance concerning false alarms. Mr. Zeiner responded that for the purpose of consistency, the city is waiting for the County 911 proposal before the County Commissioners. Mr. Stan Lambert reported that the Greencastle Community School Corporation has indicated a willingness to sell the property adjacent to Robe Ann Park to the City for the sum of $1.00. The land is to be used for additional parking and another shelter house. He aiso noted that the Board of Park Commissioners is investigating possible ISTEA funding for a "Rails to Trails" project. ® CC 9/14/93 Page 2 Mr. Woody reported that culvert #3 on Albin Pond Road has been inspected and is in need of repair. He will be receiving estimates for the work. Councilor Murray asked if culvert #2 will be covered by Federal Disaster Funds. Mr. Woody noted that there is not yet a firm answer and it is still be investigated. In regard to the Greater Easlside Sewer Separation Project, Mr. Woody noted that he had spoken to Dr. Knupple who indicated a willingness to cooperate to complete the project. In regard to Gardenside Drive, Mr. Woody stated that he is still working on the project and the issue is time. Recommendations and Requests from Officers and Departments-. Resolution 1993 -18, A Resolution Declaring the City of Greencastle a Fair housing Community, was presented to Council and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1993 -18 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Resolution 1993 -18 to have been passed and adopted this date. Resolution 1993 -19, A Resolution Concerning Residential Postal Box Relocation, was presented and read in its entirety by Mr. Zeiner. Councilor Murray moved to approve Resolution 1993 -19 as presented. This motion was seconded by Councilor Rokicki. During discussion Councilor Roach asked who is the appropriate city authority referenced in the resolution. Mr. Zeiner indicated that it would be the official or department supervisor affected by the action. Councilor Roach stated for the record that his intent for the resolution is not to be a roadblock for those areas of the city that wish to participate in the postal box relocation program. On call for the question the motion was carried by an aye unanimous vole of members present. Mayor Harmless declared Resolution 1993 -19 ® to have been passed and adopted. The proposed form of Resolution to Establish a Safe and Clean Neighborhood Council Subcommittee was presented to Council by Councilor Rokicki for the purpose of discussion. It was read in its entirely by Mayor Harmless. Councilor Murray asked if Councilor Rokicki is seeking to formalize the informal subcommittee that exists now and if he expects such to expand the powers or authority. Councilor Rokicki stated that he would like to see Council playing a more active role in accomplishing the goals of maintaining safe neighborhoods and if necessary using the legal appropriation to aid in that accomplishment. Councilor Murray asked for the guidelines, etc in respect to the subcommittee. Mr. Zeiner interjected the discussion of local Ordinance Violations Bureau legislation to assist in ordinance enforcement and action. He indicated a draft of the ordinance be prepared for Council review at the next meeting. Councilor Rokicki asked that the proposed subcommittee resolution be place in formal resolution format for reading at the next meeting. Councilor Murray moved to allow the celebration of Halloween on October 31 from 5:00 p.m. to 9:00 p.m. Councilor Miles seconded the motion and it was carried by an aye unanimous vote of members present. The Berry Street Association requested the annual parking exemption for the Berry Street Festival on October 2. It was the consensus of Council members present to approve the request. DePauw University requested the closing of Hanna Street between Indiana and College on Friday October 15 from 5:00 to 5:30 p.m. Due to the short period of time, and in agreement with the Police Chief, it was the consensus of Council members present to approve the request. ® Mayor Harmless indicated that he is setting a public forum for the discussion of cable television sometime the week of September 27th. Further information would be forthcoming. ® CC 9/14/93 Page 3 Councilor Murray commended Clcrk- Treasurer Berry for her efforts concerning the 1994 budget and her representation to the County Tax Adjustment Board. Councilor Roach requested that a Saturday working session be set in the month of October for the purpose of discussing future planning and setting priorities. With no further business Councilor Roach moved for adjournment.
