Special Council Meeting Mayor Parker called the special council meeting to order at 7 P.M. with the following members of Council present: Ed Merves, Jack Youmans, William Remeta, Mariann Wildi, Mallory Pearce. City Manager Bill Farmer and City Attorney Edward Hughes were also present. Councilmember Hosti was not present. Mayor Parker asked City Manager Farmer to present the recommendations on the 2nd Street water storage tank from Pittsburgh Tank and Tower. (report attached and becomes part of these minutes.) After a lengthy discussion, Councilmember Youmans moved to go ahead with the engineering for the foundation for a 250,000 water storage tank to be located at the end of Butler and 19th Street and at a later date tie the two water storage tanks together. Councilmember Remeta seconded. Vote by Council was 4 in favor (Youmans, Remeta, Wildi, Pearce); 1 opposed (Merves). Mayor Parker asked City Attorney Hughes for an update on the exchange of land. City Attorney Hughes said that there is a tentative agreement, but since this is dealing with land purchase that the Council would have an executive session to discuss the issue. City Manager Farmer asked Council to set guidelines for the 1997 budget stating that he plans to have the proposed 97 budget ready in late September. Councilmember Remeta read a report that he had compiled comparing the expenditures from 88/89 budget with the 95 and 96 budgets. (copy attached) Councilmember Youmans said that this is just for guidance because Council will set the millage for 97 in August or September of 97 after the City receives the tax digest from Chatham County. Councilmember Youmans moved to do the 97 budget with the millage rate of .0085, same as 96. Councilmember Remeta seconded. Councilmember Wildi questioned if we are going to look at wages and what about other line items? City Manager Farmer answered stating that facts and preferences will be looked at closely, and that the Council will get the same structure of the budget as is now in place. Vote by Council was 4 in favor (Merves, Youmans, Remeta, Wildi); 1 opposed (Pearce). Councilmember Wildi read a statement from Councilmember Hosti stating that the City Manager should be restricted in the money amount that he can approve without coming before Council. Councilmember Youmans said that most every expenditure in 96 has come before Council and it is not Council's job to oversee the daily operation and expenditures of the City, that is the City Mangers' job whether it is $50., $5000., or $10,000. Councilmember Merves said it is Council's job to oversee the City Manager. Councilmember Remeta said that the last administration worked hard to get employee wages in line and as far as he can see they are pretty much in line with the pay steps. Councilmember Remeta stated that by just giving the COLA to keep things in line with pay steps. He stated that he sympathizes with the young police officers for making $8. to $10.00 an hour. 2.5% COLA and then see how year is going, if good, then look at across 1 1 1 the board raise. Finance Director Fripp said that the starting salary of a police officer is not in line with Chatham or Savannah, but is close to other municipalities. Councilmember Merves said he voted against merit raise at the last meeting feeling the Council needed more information. With merit raises you keep good people if you do honest evaluations. Councilmember Merves said to continue with COLA but to take away a percentage of COLA and put it towards merit raises. Councilmember Youmans said that he was firmly against merit raises because every year employees received a merit increase, that is why we went to the COLA. Councilmember Wildi said that she has checked with the other municipal offices in Chatham and that Port Wentworth and Pooler have no merit system in place, Thunderbolt has not had any kind of raise in over two years, Garden City uses something but it is not merit. Councilmember Remeta moved to budget for a 2.5% COLA. Councilmember Youmans seconded the motion and then amended it by saying if the September index is higher then Council could make the COLA higher. Councilmember Remeta accepted the amendment to his motion. Vote by Council was 4 in favor (Youmans, Remeta, Wildi, Pearce); 1 opposed (Merves). Councilmember Youmans said he is not for decreasing the City work force but would like to see it more equally distributed as we have more than enough employees to do the jobs, and do not need to add more. Councilmember Merves said that he would like to hear input from City Manager and the Department Heads. Mayor Parker said that he is not happy with DPW because of the way the island looks. Councilmember Merves said that people are going into the parking lot exits and not paying and we are not charging for night use. Councilmember Youmans said that the City has never charged for parking in the lots at night. Councilmember Remeta said that if the YMCA does not work out that he would like to see the recreation department expand. Councilmember Youmans that the YMCA summer camp had about 20 children from Tybee but last year when the City ran the Summer in the Park program that there were over 60 children that attended. The consensus of Council was to leave as is for now. City Manager Farmer asked Council for any Capital Improvement that they feel need to be in the 97 budget. Councilmember Wildi asked how do we budget for drainage line problem on Izlar? Finance Director Fripp said that it is a sanitary line and not drainage. City Manager Farmer said that we will project money amount needed for each identified item. Councilmember Youmans stated that Council agreed to pay off the school debt before starting renovations on the school. We would budget the former yearly payment for the work proposed. Councilmember Remeta asked when the school will be paid off. Finance Director Fripp said in August of 97. Councilmember Wildi said that she would like the City Manager to check into the contracts with Waste Management and the Savannah Area Chamber. Councilmember Youmans said to check first with the City Attorney concerning the Chamber contract. Councilmember Remeta asked City Manager Farmer if he was satisfied with finance report from the Chamber. City Manager Farmer answered no. Capital Improvement to 1 1 be considered in the 97 budget are water storage tank, school building repairs, gym study, and drainage and sanitary lines. City Manager Farmer requested Council to read over the personnel ordinances that were given to them and make any suggestions that they deem necessary. Councilmember Merves said that in Section 2 -4 -13 Leave Polices that the employee is given too much time in sick hours and maybe we should decrease sick hours and add to vacation hours per month because he feels the system is abused. Councilmember Merves said that we could cut the sick days and the savings could be used for health benefits. Hughes Our water tank at 2nd Ave was inspected by Pittsburg Tank & Tower Company several days ago, with a report that there is significant deterioration in the supporting structure, with a recommendation that immediate emergency repairs be accomplished, or to have the tank removed. After their verbal report, they were requested to develop a price to refurbish the existing tank to a condition comparable with a replacement tank, with a comparable guarantee and maintenance agreement, and to submit same with their inspection report. They have accomplished this, and the most significant portions of their report are enclosed. Their total report, with color pictures, is available in city hall. After discussing this information with the Mayor and Council, and following my call to you last Friday regarding this issue, the city is calling a special council meeting at 7:00 PM Tuesday, August 20th. Kindly review the attached, and give me a call. In addition, it would be appreciated if you could be present at the meeting this coming Tuesday evening, and provide whatever recommendations and guidance you feel appropriate. As per our proposal you have an option as to the interior coating. Either an Epoxy coating or a Wax coating will suffice. Wax is considerably less expensive and has a quicker return to service rate (curing time) of one (1) day, whereas Epoxy must cure 10 days. Total refurbishing cost with a Wax interior selected will be $136,131.00 ✓ If an Epoxy liner is desired please add $10,000.00. All rusted or abraded areas will be cleaned with a mechanical scaler with a vacuum attached to prevent the spread of paint chips. All areas to be primed then a complete coat of ✓ enamel applied. The inspection report and comments reflect the general condition of the tank. However, we can not guarantee that additional deficiencies may not become apparent during the cleaning, repair or paint process of the tank. It is recommended that $5,000.00 be set aside for latent defects. The handling, removal and/or disposal of hwwardous or contaminated materials such as asbestos, lead, chemical or any like substance that requires special handling is not included in the price submitted for work herein. This agreement binds NTM for responsibility for the care and maintenance of the above described tank. Care and maintenance shall include, but not be limited to, the following. NTM will annually inspect and service the tank beginning within the first year of signed contract. The interior and exterior of the tank will be thoroughly inspected to assure that the structure is in a sound tight condition. Annually, beginning with the first inspection within the first year of signed contract, the tank will be completely drained by OWNER. NTM will clean and remove all mud, silt and other accumulations that might be harmful to the tank or its contents. This cleaning will utilize high pressure equipment with detergent injection. After cleaning is completed the interior will be disinfected prior to returning to service. Bacteriological testing, if required, shall be the responsibility of OWNER. NTM will make any and all repairs to the tank tower that are needed during the term of this contract. These repairs include steel replacement, steel parts, expansion joints, sway rods adjustments, manholes and other component parts thereof; excluding float level indicators and any electrical items. NTM will clean and repaint the interior and exterior of the tank at such time as complete painting is needed. The need of interior `cleaning to be determined by the thickness of the existing liner and the protective condition. The need of exterior repainting to be determined by the appearance of the paint and protective condition. When repainting is needed, all products and procedures will be equal to, exceed the requirements of the N.S.F-6 1, the American Water Works Association and Steel Structures Painting Council, as to surface preparation, coating materials and disinfection. When complete interior coating is needed, the tank will be coated with 8 to 10 mils epoxy liner as per the D - 102 - 78 AWWA inside system # 1. At the time of repainting the exterior, the OWNER may select a color different from the existing one so long as the type of materials remain the same. A heavy duty padlock will be installed by NTM on the roof to prevent any unauthorized entry to the water supply. Keys to the tank will be retained by the OWNER and NTM. If required, the handling, removal and / or disposal of hazardous or contaminated material that requires special handling or that must be taken to a specific dump / disposal site are not covered by this contract. NTM will provide emergency service to handle any problem with the tank at no additional cost to the OWNER. Reasonable travel time must be allowed by the repair unit to reach the tank site. SERVICE AVAILABLE 365 DAYS PER YEAR. REPLACEMENT ASSURANCE: In the event the structure should collapse or become inoperable because of structural failure, NTM will replace it with a like tank of equal capacity. This replacement to be at no cost to the OWNER. The OWNER does agree to provide prepared job site for the replacement tank construction and will provide the lines and valves necessary to put the replacement tank in an operable condition. This replacement is affective without regard to the cause of failure. NTM will furnish pressure relief valves to install in the water system so the OWNER can pump direct while the tank is being serviced, if such valves are needed. The structure, both interior and exterior, have an unconditional guarantee / warranty for an unlimited period of time so long as this contract is in effect. Subsequent to the start of work, certificate of assurance covering Artisans' Compensation , Occupational Disease, Employers Liability and Public Liability will be furnished to the OWNER. The OWNER grants to NTM the right to subrogate at NTM's expense against any third party who causes damage or a condition for which NTM becomes liable under this contract. This right in no way alters NTM's liability under this contract. This contract does not cover damage caused by an accidental or willful act of the OWNER or the Owner's employees. The OWNER shall have the right to continue this contract for an indefinite period of time upon payment of NTM the sum of $ 8,400.00 for the duration of this agreement. Payment to be made on or before the signing date of this contract, each year. If installment payments are desired and no invoicing is required, the amount of each installment will be the annual payment amount divided by the number of such installments. If installment payments are elected, each installment is due on the first day of each installment period. The parties understand and agree this is not a one year contract. The adjustment, increase or decrease, shall be no more than the prior year annual Consumer Price Index applied to the same prior year annual contract ,amount. This contract is subject to NTM inspecting and accepting Owner's tank into NTM's program; acceptability shall be determined on the initial inspection by written confirmation from NTM. This contract is subject to the cancellation by the OWNER only if notice to cancel is received prior to October 30th in the year preceding the calendar year for which cancellation is desired. Notice of the cancellation must be signed by three (3) authorized voting officials of the Owner's management and / or government officials and be delivered by certified mail to NTM at the address indicated in the first paragraph of the contract. The parties approving this contract certify that they are fully authorized to do so and that all requirements have been complied with.
