HEARING ON REZONING APPLICATION #ZM-43 - EAST EDWARDS FERRY 165
ROAD, FEBRUARY 9 , 1983 .
A regular meeting of the Leesburg Town Council was held in
the Council Chambers , 10 West Loudoun Street, Leesburg, Virginia
on February 9 , 1983 at 7 : 30 p.m. The meeting was called to order
by the Mayor, with Mr. Tolbert giving the invocation, and followed
with the Salute to the Flag led by Mr. Martin. Present were : Mayor
Robert E. Sevila, Councilmembers Charles A. Bos, Edgar L. Coffey, Jr. ,
Reginald K. Gheen, Marylou Hill , John W. Tolbert, Jr. and Howard M.
Willis , Jr. ; also Town Manager John Niccolls, .,.>Deputy,; Manager Jef-
frey H. Minor, Director of Finance Donald O. Taylor and Town Attorney
11 George M. Martin.
On motion of Mrs. Hill , seconded by Mr. Coffey, the minutes
of the regular meeting of December 8 , 1982 , were unanimously approved
with one correction, that being to change, on Page 124 the address
of Ms . Nancy Rogers to 118 Edwards Ferry Road:
Aye : Councilmembers Bos, Coffey, Gheen, Hill , Tolbert, Willis
and Mayor Sevila.
Nay : None.

PUBLIC HEARING ON REZONING APPLICATION #ZM-43 - EAST EDWARDS FERRY
ROAD.
A public hearing was held at this time on Rezoning Application
#ZM-43 - East Edwards Ferry Road .
Mrs. Hill said the Planning Commission held a public hearing
on this proposed rezoning . There were several people in the audience,
but no-one spoke on the matter . The Planning Commmission unanimously
recommends this rezoning as proposed.
Mr. Niccolls said this rezoning proposal was initiated by the
Council after considering an earlier private application for rezon-
ing of the five residential parcels on Edwards Ferry Road. Council-
members discussed that proposal and determined that, because of the
area-wide comprehensive nature of the preferred zoning plan in that
area , it would initiate a rezoning itself . That went to Planning
Commission and received a favorable recommendation - it appears to
be a non-controversial matter. He has talked-to Mr. Shor and Mr.
Wallace, owners of the two larger tracts, and they have both expressed
support for this rezoning and others have talked with people from
Leesburg Village.
Mayor Sevila said a communication has been received from Steve
Robin, representing landowners adjacent to the rezoning area. Be-
cause of an injury, he is unable to attend the meeting tonight and
asks that the record be kept open' long enough to permit him to get
some comments in the record. Mrs . Hill said he can write the com-
mittee and it can be taken into consideration at the committee meet-
ing next week.
The public hearing was adjourned .
COUNCILMEMBERS ' COMMENTS :
Mr. Bos said the Economic Development Advisory Committee met
this morning with a long agenda on a number of things, some of which

are mentioned in the Activity Report. June Bachtel outlined the
County ' s industrial and tourism promotional efforts and there was
discussion as to how the town can work with the county in terms of
advertising our economic development efforts to build on what they
are already doing . This is such a competitive field that the com-
mittee feels that for the town to strike out separately would prob-
ably not obtain the results that might be obtained with building on
top of the County ' s program as far as their advertising and market-
' ing are concerned. So they are pursuing that direction. The pro-
posed budget for the coming fiscal year will probably contain a sug-
gestion of funds involved for that - Council needs to discuss this
and decide if this is a reasonable thing to do and, if so, how much
to put into that.
Mr. Gheen said a resident of Anne Street reported that the con-
tractors working for the Park Authority on the old railroad bed for
the park had cut the right-of-way and installed a culvert at the end
of Anne Street. It appears that this would create a flooding condi-
; tion at the end of the street and to two adjacent properties. The
residents were here tonight and talked with Mr. Niccolls and the
town will look into it to see what can be done to correct this situa-
tion. He personally felt this would create a serious drainage prob-
lem at Anne Street and Dry Mill Road if the culvert is left there -
it would carry water from the By-Pass, as well as from the undeveloped
field to the north of Anne Street .
Mrs . Hill said the museum work is just about completed - it has
been painted, there is new molding around the doors and it looks nice.
She hoped councilmembers will go see it. The next thing they will
need to do is to up the amps - this will cost about $4 , 000 .
Mrs . Hill also reported that the Planning Commission received
the preliminary plat for 130 houses off of Sycolin Road last week.
This will be cluster and pipestem development.
Mr . Coffey commented that twice within the last week he has ob-
served vehicles traveling west on Catoctin Circle making a left-
hand turn onto South King Street not going around the median and go-
ing
down the northbound lane . There is a sign there that says One
Way, but it apparently is not doing the job. Mr. Niccolls said he
believes there is a standard remedy in the traffic engineering man-
uals for dashed guide lanes that can be painted in a circular path
to carry these motorists into the right lane. The Police Department
has not reported anything on this . We will talk about this .
MAYOR' S REPORT:
Mayor Sevila said Mr . Dick Richards has tendered his resigna-
tion from the Economic Development Advisory Committee for health rea-
sons . Mr. Richards has given 15 to 20 years volunteer service to
the town and the county. He asked that the members of this committee
give some thought to a replacement and an appropriate way to thank
him for his service. Mr. Bos said they are considering this and the
committee has already sent a letter - he suggested that a letter
signed by the Mayor be sent to him. Mr. Tolbert suggested a Certifi-
cate of Appreciation for him.
Mayor Sevila said a joint committee meeting of Council has been
set for Tuesday, February 14th at 7 : 30 p.m. to discuss the Develop-
ment Review Process recommendations - he feels this deserves a sepa-
rate meeting. Mr. Gheen said he will be away until probably March
15th. Mayor Sevila felt they could begin these meetings , but not
take any action until after Mr. Gheen returns.
MANAGER' S REPORT:
Mr . Niccolls said activity at the Water Plant continues and they
are now scheduling on a fairly firm basis substantial completion of
the project at the end of February. This is a term from the contract
documents, which indicates the plant is in a ready-to-go condition -
that all systems necessary for the plant to operate as intended are
in place. We had to clarify that definition slightly - the contractor

wanted us to declare substantial completion when the plant could
treat water in a very basic way, but we felt it should operate in
its fully automatic mode with all the systems operational . We hope
to close out all the remaining work by the end of March. This will
initiate a period of negotiation with the contractor over all the
claims and counter-claims except those in the lawsuit. They are
hopeful that the contractor and the engineers can come to a pretty
close agreement before any other disputes should result in court.
The contractor hired to do the sanitary sewer system evalua-
tion .study (PSG, Inc . ) will have their report finished - it will indi-
II cate those areas of the sewer system that are due for rehabilitation
over the next five years .
The annexation bill is now before the subcommittee - Mr. Minor
will meet Mr. Jolly in Richmond tomorrow just to be present for the
meeting. Mr. Jolly has been in touch with Delegate Cranwell, Chair-
man of that subcommittee, and he anticipates no problem with the
subcommittee. Ed Finnegan from the county will be there too. If
anyone is interested in going along, they are welcome to go with
Jeff . There will be another meeting when the full committee meets.
m Today ,there was a training exercise conducted by and for the
ict secretarial-clerical and administrative staff of the town. The de-
0 partment managers were responsible for answering phones and handl-
OD ing the routine and some not routine matters that are handled by
CO the clerical staff . They had designed the program intended to fa-
miliarize each with the other ' s activities during the day. Our
Q "Quality Circle" committee has been working and identified this
factor as a problem in our office, so this program was to cross-
' train one another. This should be a great benefit to the public,
so we can respond more adequately to requests for information,.etc .
He felt this was very educational for everybody
We are happy that HUD has selected the Leesburg Plaza Street
Park project as one of the very few Community Development projects
' throughout the nation to receive an award under their program.
This indicates that those putting the project together and adminis-
tering it (Jeff Minor, Andy Shope and others) did an excellent job
and they deserve a pat on the back. There will be a ceremony to
make this award in the Council Chambers on Friday at 10 : 45 . This
project was one of 87 awards in the nation.
The development proposals for the first tract in the South Har-
rison Street area will be received Friday - this is an important day
for us - it will indicate whether we will receive an exciting and
economically feasible proposal from someone interested in develop-
ing the first tract behind the Vinegar Hill parking lot. He has
heard hints that there is a very exciting proposal for retail and
farmers ' market and restaurant-type uses that could be a real bonus
for the area.
The Airport Master Plan update is coming very soon and the Air-
port Commission will release it to the Council in about a month.
Mr. Tolbert said he called Mr. Wolf ' s office this morning concerning
the air flight control station and felt we should have some word con-
cerning it tomorrow.
83-0-6 - ORDINANCE - ADOPTING SECTION 2-87 OF THE TOWN CODE.
On motion of Mrs. Hill, seconded by Mr. Tolbert, the following
ordinance was proposed :
ORDAINED by the Council of the Town of Leesburg in Virginia
as follows :
SECTION I . The Town Code is amended by adding a new section
to Chapter 2 , Article VI , Department of Finance, to read as
follows :

U Sec . 2-87 . Bad check fee.
The finance director is authorized to collect a fee of
$5. 00 for altering, publishing or passing of any check or
draft for payment of town taxes or any other sum due, which
is subsequently returned for insufficient funds or because
there is no account or the account has been closed. This
fee is to be collected from the person who gives a check or
draft for such payment. The finance director may also re-
fuse to accept checks as a form of payment from anyone who
has twice given such checks to the town within a period of
two years.
SECTION II . This ordinance shall be in effect upon its pas-

sage.
Mayor Sevila was satisfied with these changes and it was generally
felt that this is very reasonable. The ordinance was unanimously
adopted :
Aye : Councilmembers Bos, Coffey, Gheen, Hill, Tolbert, Willis
and Mayor Sevila.

83-0-7 - ORDINANCE - AMENDING CHAPTER 4 OF THE TOWN CODE REGARDING
RABIES VACCINATION OF DOMESTICATED CATS .
On motion of Mr. Tolbert, seconded by Mr . Willis, the following
ordinance was proposed :
WHEREAS , this council has endorsed vaccination of domesticated
cats; and
WHEREAS, the County of Loudoun has amended its animal control
regulations to require the vaccination of certain domesti-
cated cats :
THEREFORE, ORDAINED by the Council of the Town of Leesburg in
Virginia as follows :
SECTION I . Sec . 4-7 of the Town Code is amended to read as
follows :
Sec . 4-7 . Definitions generally.
For the purpose of this article, unless otherwise re-
quired by the context, the following words and phrases have
the meanings indicated in this section :
(1) "Livestock" includes cattle, sheep, horses, goats,
swine and enclosed domesticated rabbits or hares.
(2) "Poultry" includes all domestic fowl and game birds
raised in captivity.
(3) "Owner" includes any person having a right of prop-
erty in a dog; any person who keeps or harbors a
dog or has it in his care, or who acts as its cus-
todian; and any person who permits a dog to remain
on or about any premises occupied by him.
(4) "Kennel" means an enclosure wherein dogs are kept
and from which they cannot escape designated for
that purpose.
( 5) "Dog Warden" means any dog warden and his assistants
appointed under this article and in accordance with
section 29-213 . 8 of the Code of Virginia (1950) as
amended.
(6) "Other officer" includes sworn officers of the town
police department.

(7) "Treasurer" includes the treasurer of this
county, his lawfully designated agent or other
officer designated by law to collect taxes for
the county.
(8) "Current rabies vaccination" means that a dog or
domestic cat has received a rabies immunization
not less than 30 days prior to the bite incident
or is protected by a previous rabies immunization,
and if the rabies vaccine has been administered
within the period of time for which the specific
I/ vaccine was intended by the manufacturer and li-
censed by the United States Department of Agri-
culture to provide protection. Any dog or domes-
tic cat which receives its first vaccination be-
tween three and twelve months of age is required
to be vaccinated one year after the date of the
first vaccination, irrespective of the type of
vaccine used.
(9) "Domestic cat" is defined as a cat that is owned,
in the possession of, or being regularly fed or
00 sheltered by a resident of the town.
OSECTION II . Sec . 4-13 of the Town Code is amended to read
m as follows :
[Q Sec . 4-13 . How to obtain license.
Q
Any town resident may obtain a dog license by making
oral or written application of the treasurer, accompanied
by the amount of the license tax and certificate of rabies
vaccination. Such certificate of vaccination or inoculation '
shall be signed by a licensed veterinarian certifying that
the dog for which the license is to be issued or the domes-
tic cat for which no license is required, has been vacci-
nated or inoculated after one year of age by such veteri-
narian within a period of 36 months with a modified live
virus (Flury Strain) rabies vaccine or vaccinated within
the period of time for which a specific vaccine was intended
by the manufacturer and licensed by the United States Depart-
ment of Agriculture. If a dog or cat has been vaccinated be-
tween 3 to 12 months of age, a revaccination one year after
the date of the original vaccination is required. The certi-
ficate shall show the date of inoculation, type of vaccine
used (whether modified live virus or killed virus) , the sex
and breed of the dog or domestic cat, whether or not the dog
has been neutered or sterilzied and the name of the owner.
No certificate or affidavit other than the above-described
certificate or a duplicate issued by a licensed veterinarian
shall be accepted by the treasurer . The proper application
for and issuance of licenses shall be in accordance with any
rules or procedures adopted by the county.
SECTION III . Sec . 4-24 of the Town Code is amended to read
as follows :
Sec . 4-24 . Vaccination required; rabid dogs and animals.
(a) The owner thereof shall cause any dog or domesticated
cat over three months of age within the town to have a current
rabies vaccination.
(b) It shall be the duty of any person having knowledge
of the existence of an animal apparently afflicted with rabies
to report immediately to the health department the existence of
such animal, the place where the animal was seen, the owner ' s
name, if known, and the symptoms suggesting rabies.

(c) Any domesticated dog or cat bitten by or exposed
to an animal that is laboratory confirmed as having had
rabies, or believed to be afflicted with rabies is to be
destroyed immediately or confined in a kennel or enclosure
approved by the health department for a period not to ex-
ceed six months at the expense of the owner . If the do-
mesticated dog or cat is destroyed, the brain must be
tested for rabies under direction of the Health Department.
If the exposed dog or cat has a current rabies vaccination,
the dog or cat shall be revaccinated and confined to the
premises of the owner, or otherwise on a leash under direct
human control for a period of 90 days.
(d) At the discretion of the director of the health de-
partment, any animal which has bitten a person shall be con-
fined under competent observation for ten days, unless the
animal develops active symptoms of rabies or expires before
that time; provided that a seriously injured or sick animal
may be humanely euthanized and its head sent to the health
department for evaluation.
(e) The director of the health department shall provide
treatment to any person bitten by a rabid animal within the
town.
SECTION IV. This ordinance shall be in effect upon its pas-
sage.
Mr. Niccolls said Mr . Minor has checked this out and it complies
with the county ' s ordinance. We have relied on the county to en-
force the animal control laws under our joint powers agreement.
He would like to check with the county to see what they have in mind
for advertising it . It should be well publicized. Mrs. Hill said
there is a clinic scheduled for Saturday. However, it should be
clarified that you do not have to have a license for a cat. The
ordinance was unanimously adopted :

and Mayor Sevila.

83-23 - RESOLUTION - APPROVING A COMMISSION PERMIT.
On motion of Mrs. Hill , seconded by Mr . Bos, the following
resolution was proposed :
WHEREAS, Section 15 . 1-456 of the Code of Virginia requires
approval by a local planning commission and governing body
for construction, establishment or authorization of any street,
park or other public area, public building or public structure;
and
WHEREAS, the County of Loudoun requested approval of the use
of 42 Edwards Ferry Road as a family care home for the men-
tally retarded and 34 Edwards Ferry Road for use as a County
Office; and
WHEREAS, the Leesburg Planning Commission on January 20, 1983
determined that the general location, character and extent of
the property and its proposed use is substantially in accord
with the adopted Comprehensive Plan as follows :
The future land use Map shows the property to be in a central
business district.
The Plan shows that mixed uses are preferred.
One of the goals for housing is to provide a mix of balanced
housing types.
The plan recommends that the town assist the county in what-
ever way possible to meet its space needs in downtown Leesburg.

THEREFORE, RESOLVED by the Council of the Town of Leesburg
in Virginia as follows :
The application of the County of Loudoun for use at 42 Ed-
wards Ferry Road as a family care home for the mentally re-
tarded and 34 Edwards Ferry Road for use as a county office
is approved.
Mr. Gheen said they have not been in touch with Mr. Raflo today but,
so far as he is aware, there is no-one that has opposed this. There
was one pers n who was very much enthused and volunteered to do some
advertising9this to people in the area. Mrs . Hill said two homes
were opposed of those she talked with - one person is violently op-
posed - he may want to sell his property and felt this would de-value
it. He would like to talk to the woman who runs the home in Pur-
cellville - he is open to discussion. These are both residents -
one near the home and the other down Edwards Ferry Road. Mayor
Sevila asked if either of them have received a call from Terry
Titus? Mrs . Hill said No. Mayor Sevila said he is a partner in
Bengtson, DeBell , Elkin & Titus and they own one of the buildings
in Colonial Square - he is opposed and feels it will have some dele-
terious effect on property values . He assumes the committee has
OD considered the effects on property values. Mr . Gheen said he has
found no evidence that such a home has had any effect in other
O places. He has information on such homes scattered in Washington
m and, after a few weeks, nobody even knows they are there. He doesn ' t
m believe it would here either. He feels part of the problem is that,
in general, people do not differentiate between mental retardation
Q and mental illness - this creates a problem. He read a prepared
statement explaining mental retardation and feels they need a home
of their own. Mrs. Hill said the County home in Purcellville has
been there for four years - Mr. Estes verified that there has not
been one complaint from the people there. Mr. Bos felt this is a
proper function for the Town and the County to support - this also
fixes up these houses , which is very desirable from the historic
preservation standpoint - it serves a dual purpose. Mrs . Hill
said it should be noted that there will be six residents of this
home. The resolution was unanimously adopted:

83-24 - RESOLUTION - ESTABLISHING A PURCHASING POLICY FOR THE TOWN
OF LEESBURG.
On motion of Mrs . Hill, seconded by Mr. Tolbert, the following
resolution was proposed :
WHEREAS, the Town should encourage competition in public
purchasing among vendors and contractors and should fairly
and equitably administer purchasing policies to obtain the
highest quality goods and services at the lowest possible
price :
THEREFORE, RESOLVED by the Council for the Town of Leesburg
in Virginia as follows :
The Leesburg Purchasing Policy Manual dated January 14 , 1983,
to be on file with the Clerk, is adopted as the purchasing
policy of the Town and all purchases made by the Town shall
be in accordance with the policies and procedures set out in
the Manual .
Mr. Gheen offered two amendments to the Purchasing Policy, as fol-
lows :
(1) Section 1 . Purpose - to read as follows :
The purpose of this policy is to provide for equitable
public purchasing by the Town, to maximize the purchas-
ing value of public funds in procurement and to assure
a procurement system of quality in ]one compliance with
the Virginia Public Procurement Act.

(2) Section 10 . 4-1 (Page 15) .
Any bidder or offeror
The Town Manager shall issue a decision in writing
within ten days stating the reasons for the action
taken . Prior to rendering any such decision the Town
Manager shall first consult with and obtain the advice
of the Town Attorney, regarding conformance of such
protest or dispute procedure and its disposition in
accordance with the terms of the Act. This decision
shall be . final unless the bidder or offeror appeals .
within ten days of the written decision by institut-
ing legal action as provided in this policy.
li He explained the latter amendment assures that the Town Attorney
is aware of the situation in the event the bidder or offeror ap-
peals the decision of the Town Manager by instituting legal action
as provided in the policy. Mr. Niccolls had no objections to these
changes. These changes were acceptable to the makers of the reso-
lution and the resolution was unanimously adopted :
Aye: Councilmembers Bos , Coffey, Gheen, Hill , Tolbert, Willis
and Mayor Sevila.
Nay: None.
83-25 - RESOLUTION - AUTHORIZING A CONTRACT WITH VIRGINIA ELECTRIC
AND POWER COMPANY FOR THE PURCHASE OF ELECTRIC
SERVICE .
On motion of Mrs. Hill , seconded by Mr. Gheen, the following
resolution was proposed and unanimously adopted :
RESOLVED by the Council of the Town of Leesburg in Virginia
as follows :
The manager shall enter into a contract on behalf of the
town with Virginia Electric and Power Company for the pur-
chase
of electric service at rates negotiated by the Vir-
ginia Municipal League for the period ending June 30, 1985.
Aye : Councilmembers Bos, Coffey, Gheen, Hill , Tolbert, Willis
and Mayor Sevila.
Nay: None.
83-26 - RESOLUTION - ACCEPTING DEED OF EASEMENT FROM JOHN D. BLUNT,
TRUSTEE AND RICHARD 0. GORE, TRUSTEE FOR STORM
DRAINAGE IMPROVEMENTS .
On motion of Mr . Willis, seconded by Mr. Bos, the following
resolution was proposed and unanimously adopted :
RESOLVED by the Council of the Town of Leesburg in Virginia
as follows :
The deed of easement made the 19th of January 1983 by and
between John D. Blunt, Trustee and Richard 0. Gore, Trustee
and the Town of Leesburg for construction and maintenance
of storm drainage improvements is hereby accepted.
Aye : Councilmembers Bos , Coffey, Gheen, Hill , Tolbert, Willis
and Mayor Sevila.
Nay : None.
83-27 - RESOLUTION - RELEASING A PERFORMANCE BOND AND APPROVING A
MAINTENANCE BOND FOR LOT 10 CARDINAL INDUS-
TRIAL PARK.
On motion of Mrs . Hill , seconded by Mr. Coffey, the following
resolution was proposed :
WHEREAS , the developer of Lot 10 Cardinal Industrial Park,
Perry & Sons, Inc . has completed public improvements in ac-
cordance with town and highway department standards and
specifications and these have been inspected and approved

by the highway department and the as-built drawings have
been submitted and approved :
THEREFORE, RESOLVED by the Council of the Town of Leesburg
in Virginia as follows :
SECTION I . The cash performance bond in the amount of $5, 800
is released and a cash maintenance bond in the amount of
$280 . 00 is approved.
SECTION II . A copy of this resolution is to be forwarded to
the Loudoun County Board of Supervisors and the Virginia De-
partment of Highways and Transportation with correspondence
recommending that the roadway improvements for Lot 10 Cardi-
nal Industrial Park be added to the secondary system of Loud-
oun County in accordance with Section 33. 1-229 of the Code of
Virginia of 1950 as amended.
Mr. Niccolls said Lowe ' s is to finished up yet and there will be
bonds on individual projects as they are developed. The resolution
was unanimously adopted :

OD 83-28 - RESOLUTION - REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS
CO AND TRANSPORTATION TO ALTER THE SIDEWALK LOCA-
CI TION ALONG EAST MARKET STREET.
On motion of Mrs. Hill , seconded by Mr. Willis, the following
resolution was proposed :
WHEREAS , the Town of Leesburg is preparing a design plan for
the East Market Street Corridor; and
WHEREAS, the East Market Street improvement project (State
Project No. 0007-253-102) is currently under construction;
and
WHEREAS, the Economic Development Advisory Committee and ad

of relocating the sidewalk to provide additional space for
landscaping.
THEREFORE, RESOLVED by the Council of the Town of Leesburg
in Virginia as follows :
The Virginia Department of Highways and Transportation is re-
quested to locate the sidewalk along East Market Street di-
rectly behind the curb and the utility strip behind the side-
walk.
Mr. Gheen asked if this goes all the way from east of Plaza Street
up to the Bank? Mr. Willis said it goes up to Commonwealth Bank.
Mr. Bos suggested that the last sentence be changed to read:
The Virginia Department of Highways and Transportation is re-

rectly behind the curb and to locate the utility strip be-
' hind the sidewalk. .
This will allow for larger and more mature trees to be planted that
will not impede vision or highway traffic and enhance the area. Mr .
Bos said Mr. Shope was concerned about the sidewalk being directly
adjacent to the curb insofar as safety was concerned, so the side-
walk will be about a foot or so wider to accommodate this problem.
The suggested language change was accepted by the makers and the reso-
lution was unanimously adopted :
Aye : Councilmembers Bos, Coffey, Gheen, Hill, Tolbert, Willis
and Mayor Sevila.
Nay: None.

83-29 - RESOLUTION - MAKING AN APPROPRIATION FOR FISCAL YEAR 1983 .
On motion of Mr. Willis, seconded by Mr. Tolbert, the following
resolution was proposed :

RESOLVED by the Council of the Town of Leesburg in Virginia
as follows :
A $10 , 000 appropriation is made from the General Fund to Ac-
count No. 3101. 701 , Police Automotive Equipment, for fiscal
year 1983 .
Mrs . Hill explained that this is for $9 , 469 for a Chrysler-Plymouth
Fury and $400 for the exchange of radios and $200 to paint the top
white and mark the vehicle - a total of $10 , 069 . The resolution was
unanimously adopted :
Aye : Councilmembers Bos, Coffey, Gheen, Hill, Tolbert, Willis
and Mayor Sevila.
Nay: None.
Mayor Sevila thanked the members of the Boy Scout troop for be-
ing present and hoped this has moved them along toward their require-
ments for the merit badge.
On motion of Mr. Tolbert, seconded by Mr. Coffey, the meeting
was adjourned at 8 : 30 p.m.
