HomeMy Public PortalAbout11/06/1993 retreat" GREENCASTLE COMMON COUNCIL Retreat November 6, 1993 The Greencastle Common Council had a working session on Saturday, November 6, 1993 from 5:00 a.m. to 12:45 p.m. at the Walden Inn. Department heads were invited to address Council. The following issues were discussed concerning the Fire Department: " Mike O'Hair being promoted to chief with Bob Elmore as assistant chief to hire from within the department " Discussion included the use of alcohol on off duly time, checking out and covering the station and the manpower needs " New equipment needs were discussed, including the use of lease purchase plans, buying a used vehicle to equipment as a brush rig " Ways to increase revenue, including the new legislation concerning hydrant rental costs The following issues were discussed concerning the Street Department: " Bridges and culverts and the lack of support from the county " It was requested that a formal letter be sent to the county asking for assistance with culvert #3 and the College Street culvert. " Jail site costs and building plans were discussed, along with the method of financing " It was noted that Mr. Wright's five year plan did not included the 1993 projects that are expected to be complete this year, two of those being the Greater Eastside project and the Gardenside project. Franklin Street curbs and sidewalks were omitted from the FA2 plan. It was asked that they remain in the long range plan. Current budget is to be used for the local match for the FA2. " More manpower will be necessary in 1995 with the new developments being built and the take over of old SR240. " Opportunity to purchase a used bucket truck from Gorham's Tree Service. Cemetery Department offered to assist in the payment. Multiple departments will be served by a city owned bucket. The following issues were discussed concerning the Water Department: " Iron removal options for the new plant were discussed. " Two additional employees are necessary. In the consideration of the rate increase manpower � needs should also be addressed. ® Water Department continued: • The standpipe is to be completed with cash on hand with the upgrade of water lines in Foxridge funded by the bond issue. • It was noted that the cleaning of the wells is overdue. • Fluoridation was discussed with the note that the new plant is in the design phase. The following issues were discussed concerning the Sewage Department: • New regulations and the transition to new equipment were discussed. • Future planning is vital, including the acquisition of land, and a phased in design for the Jackson interceptor sewer. • A model of the sewage system is necessary. The following issues were discussed concerning the Park Department: • The high bids for the activity building were discussed. • Moderate growth was recommended and manpower needs were discussed. • • Future park site and rails to trails was discussed. Final discussion included options to fund the installation of the flashing light at Veterans Memorial and First Street. It was suggested to appropriate the monies from the Industrial Development Fund as the completion of the Southern Highway Project M -0108. The work session was adjourned. •
