• The Leesburg.Town Council met in workshop session in the Town Council J
conference room at 7:30 p.m. , February 20, 1984, with the following present:
Mayor Robert E. Sevila; Councilmembers Charles A. Bos, John W. Tolbert, Jr.
Howard M. Willis, Jr. and Edgar L. Coffey, Jr. ; also Town Manager John Niccolls.
Councilmembers discussed proposed amendments of the zoning ordinance and
the subdivision regulations concerning pipestem lots, cluster subdivisions and
private streets. The manager was instructed to complete preparation of legis-
lation in line with the discussions prior to publication of public hearing no-
tices in the February 23 Loudoun Times-Mirror.
The manager was also asked to keep the Planning Commission informed on
the status of this legislation and to advise the Planning Commission that Mayor
Sevila will attend the March 1 meeting to explain the proposed changes regarding
pipestem lots, cluster subdivisions and private streets.
Mr. Bos moved, seconded by Mr. Willis, and passed by unanimous vote, to
reschedule the regular Council meeting from March 28 to March 21 because of
the anticipated absence from Leesburg of Mayor Sevila and Mayor Pro-Tem Bos
on March 28.
Mr. Willis moved, seconded by Mr. Tolbert, and passed by unanimous vote
to adjourn the meeting at 9:30 p.m.
