HomeMy Public PortalAbout1984_04_04 MINUTES OF LEESBURG TOWN COUNCIL WORKSHOP SESSION, APRIL 4, 1984. 72 The Leesburg Town Council met in workshop session in the Town Council Conference Room at 7:30 p.m. ; April 4, 1984 with the following present: Members: Mayor Sevila, Mr. Coffey, Mr. Gheen, Mr. Willis, Mr. Bos; Staff: John Niccolls, Jeff Minor and Marc Weiss. The agenda for the April 4, 1984 regular meeting was reviewed and agree- ment reached by consensus on the following items: 1. Peter Dunning - Courthouse concerts - Mr. Dunning requested additional funds for the 1984 Summer Concert Series. The mayor referred this item to the budget workshop session. 2. McVay special exception: 84-51 - RESOLUTION - GRANTING A SPECIAL EXCEPTION, APPLICATION NO. SE.-1, JAN DICKSON McVAY. On motion of Mr. Bos, seconded by Mr. Gheen, the following resolution was proposed and unanimously adopted: WHEREAS, an application was received January 22, 1984 from Jan Dickson McVay for a special exception under Article 8 of the Leesburg Zoning Ordinance to permit rehabilitation of buildings and conversion of use of properties at 7 and 5 East North Street and 38-40 North King Street; and WHEREAS, the application, assigned No. SE-1, was amended by the appli- cant to call for (1) the rehabilitation and conversion of 7 East North Street to create three additional one-bedroom dwellings in the lower level; (2) the removal of two frame structures at 38 North King Street to create a six-car parking area; and (3) to withdraw that part of the application for rehabilitation and conversion of 5 East North Street and' 40' North King Street; and WHEREAS, the Architectural Review Board has approved the work called for in the amended application as being in conformance with Chapter 10A of the Leesburg Zoning Ordinance; and WHEREAS, the Planning Commission on March 15, 1984 recommended approval of special exception No. SE-1 for three additional one-bedroom dwellings at 7 East North Street; and WHEREAS, the Council conducted a public hearing pursuant to Section 15.1-431 of the Code of Virginia, as amended, on March 14, 1984; and WHEREAS, the Council has determined that special exception No. SE-1 meets the provisions of Section 8-2-11-11 of the Leesburg Zoning Ordi- nance: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The amended application of Jan Dickson McVay for a special exception under Chapter 8 of the Leesburg Zoning Ordinance, assigned No. SE-1, is approved and the zoning administrator is authorized to issue a special exception for three additional one-bedroom dwellings at 7 East North Street provided the following conditions are met: 1. Each dwelling within the structure shall contain no more than one bedroom. 2. The proposed parking lot shall be separated from North King Street by a screen comprised of a three-rail wooden fence with posts on four foot centers and a row of 6 to 8 foot minimum height dense foliage evergreen trees planted so as to provide a visual barrier between the street and the lot and maintained in a healthy condition or replaced in kind as necessary. 3. A development plan shall be submitted and approved in accord- ance with the Subdivision and Land Development Regulations. Aye: Councilmembers Bos, Coffey, Gheen, Willis and Mayor Sevila. Nay: None. MINUTES OF APRIL 4, 1984 COUNCIL WORKSHOP SESSION. 3. Brownell donation - Edwards Ferry Mews - Discussion was held and 73 residents of the Edwards Ferry Road neighborhood spoke to council regarding size constraints of lot, width of Edwards Ferry Road, lack of sidewalks, ab- sence of children in neighborhood and their support for its utilization as a colonial garden. The mayor asked the staff to identify potential uses feasible for the land proposed to be donated; also to obtain data pertaining to the number and location of children in the neighborhood and standards for an active park. Clarification of Mr. Brownell's proposal is also required. 4. Request for increase in funds to fire company - The mayor referred ! this item to the budget workshop. 5. Request from Museum for contribution for upgrading electric service - The mayor referred this item to the budget workshop. 6. Highway Department pre-allocation hearings - The manager reported a resolution will be drafted asking for consideration that the accumulated allo- cation for Leesburg be retained for future use. This resolution will be in- cluded on the April 11 council agenda. 7. Proposed sale of East First Street right-of-way - Mr. Bos moved, seconded by Mr. Gheen and passed by unanimous vote, to reject the proposal received from the owners of the Waverly tract and rely on the appraisal re- lq ceived by the town. N N 8. Southgate II public improvements - The council discussed the request W for an extension. The mayor referred this item to the April 11 council agenda. CO 9. Easements - Plaza Village Condominiums - Mr. Coffey suggested that Q some provision be made for a temporary walkway to enable children to walk to school as usual until such time as the permanent walkway is installed. The mayor referred this item to the April 11 council agenda. 10. Flight Service Station Telephone Company easement - The mayor re- ferred this item to the April 11 council agenda. I 11. Vacation of portion of 2nd Street - Members discussed a requirement for a consideration based on an inhouse appraisal. 12. Club House Drive - Mayor Sevila asked for a three year cost analysis for bringing the street up to highway department standards and for a determina- tion of future maintenance costs and an estimate of VDH&T contributions. Mr. Wright may be approached with a proposal developed from the figures staff ob- tains. 13. Six year police fleet plan - The manager reported a letter will be sent to the state purchasing agent indicating our intent to purchase four ve- hicles in the 1984-85 fiscal year. 14. Amendment to speed limits on East Market Street at Rt. 15 Bypass - The mayor referred this item to the April 11 council agenda for action. 15. Refuse collection - Council indicated informally that the terms as presented are acceptable. Bid documents will be prepared and mailed. 16. Proposed Deed of Vacation of portion of Woodbury Downs Subdivision - The mayor referred this item to the April 11 council agenda for action. 17. Smoking policy in Council Chambers - The mayor stated that no smoking will be allowed in Chambers while the Council is in session. Signs to that effect will be placed in the Council Chambers . 18. Sections 1, 2 and 3 of Rates and Revenues report - The council dis- cussed Sections 1, 2 and 3 and the mayor then referred this item to the bud- get workshop. Upon completion of the workshop agenda, several other matters were dis- cussed as follows: - Information was given on the changes made to the property numbering system in accordance with local fire and rescue departments' suggestions. n MINUTES OF APRIL 4, 1984 COUNCIL WORKSHOP SESSION. ` 4 - Information was given on the street name signs for private streets that intersect with public streets. - Jeff Minor noted that a change must be made in the amount of just compensation paid for an easement required for the airport obstruction re- moval project. This item will be included on the next agenda. - The mayor reminded the council and staff of the mock student council meeting to be held at the high school auditorium April 5, and asked for their attendance if convenient.
