HomeMy Public PortalAbout1984_04_18 MINUTES OF LEESBURG TOWN COUNCIL WORKSHOP SESSION, APRIL 18, 1984. 84 The Leesburg Town Council met in workshop session in the Town Council Conference Room at 7:30 p.m. , April 18, 1984 with the following present: Members: Mayor Sevila, Mr. Bos, Mr. Coffey, Mr. Gheen, Mr. Tolbert, Mr. Willis; Staff: Mr. Niccolls, Mr. Weiss and Mr. Shope. Mayor Sevila delayed regular agenda items to permit members of the public to speak on the street renumbering plan. The following members of the public spoke in opposition to the plan: 1. Anderson 134 Valley View Ave. The Mayor referred this item to the May 2 Council workshop agenda. The proposed agenda for the April 18, 1984 regular meeting was reviewed as follows : 1. Approval of Minutes - Mr. Willis moved, seconded by Mr. Coffey and passed by unanimous vote, to approve the minutes of. the Public Works Committee of February 23 and the workshop session of March 7. 2. Amendment to Zoning Map ZM-45 - The Mayor referred this item to the April 25 Council agenda. 3. Amendments to Chapter 13 of the Subdivision Ordinance - The Mayor referred this item to the April 25 Council agenda. 4. Fort Evans Apartments Tax Exempt financing - No action was taken. The Mayor referred this item to the May 2 Council workshop agenda. The manager will have a report on the proposal for the May 2 meeting. 5. Farmers Market regulations The Mayor asked John Niccolls to obtain the Town Attorney's opinion on both product and personal liability of the Town. The mayor referred this item to the May 2 Council workshop agenda. 6. Parker Subdivision, Lots 8 and 9 - No action was taken. The Mayor referred this item to the May 2 Council workshop agenda. 7. Carrvale public improvement completion - Discussion was held. No action was taken on this item. MINUTES OF APRIL 18, 1984 COUNCIL WORKSHOP SESSION. ff 8. Refuse collection - The mayor referred this item to the May 2 Council workshop agenda. 10. Proposed sale of East First Street right-of-way - The mayor requested P g Y John Niccolls advise the purchaser that the town's price for the property re- mains $26,505.50. 11. New Zoning Map for enlarged town - The mayor referred this item to the April 25 Council agenda for action. 12. Heritage Way - The following citizens spoke in opposition to a con- nection between Marshall Drive and Heritage Way: 1. Christine Forester 2. Public Hearing for 1985 Budget - The mayor referred this item to the April 25 Council agenda for action. 14. Cable Television installation policies - John Niccolls reported that CO Storer Cable will be requested to provide a date specific schedule for comple- C tion of cable installation in new subdivisions and the annexed area. 16. Planned Development Ordinance - The mayor referred this item to the May 2 Council workshop agenda. 17. Dan Gill letter to council - Dan Gill and Michael Fixx appeared before Council to ask that a committee be set up to work with local youth organizations to come up with a complex to contain all sports, swimming pool and a center.
