The Leesburg Town Council met in workshop session on July 2, 1984 in the
Council Chambers, 10 Loudoun Street, S.W. -Mayor .Sevila called the meeting to
order. Members present were: 'Mayor, Sevi'a;•Councilmembers, Mr.' Bos, Mr: Curry,
Mrs. Hill, Mr. Kelley, Mr. Tolbert and Mr. Williams. Town Attorney, George
Martin, and Jeffrey Minor were also present for this meeting. .

i REQUEST FOR MARKED PARKING SPACE S:I'N CRESTWOOD.,
Mr. Stewart Wise- of'.the- Crestwoo& Homeowners 'Association was present to re-
quest Council to consider painted parking spaces throughout the streets in
their development in order to help alleviate parking problems. He stated that
he had a petition with 69 signatures requesting this to be done. Mr. Minor was
requestedto 'have a 'survey of other areasl..in"the_'town that -tnight._also_,require
this type of marking to be done and'to"forward' the results of this survey to
Council for their information.
VEPCO TRACT SALE AND DEVELOPMENT
Mr. Marc Weiss reviewed the staff report on this matter. Mayor Sevila
asked dl -the' sta£fr:was• hoping for 'action 'at:'the'ihext meeting of Council.
Mr. Weiss stated that ifi the matter: must .be rebid, it would be.helpful' to know
as soon as possible. The next step would be to get the appraisal and then
award the'. negotiating rights. .:Mr. Curry: stated 't-hat he felt a time limit should
be set for the negotiating period. Mr. Weiss stated that a time Limit: should
exclude getting the appraisal.
APPROPRIATION FOR PATROL CARS
Chief Kidwell was present to address' council' on the need for the purchase
of the new patrol cars.
Mr: 'Williams then .moved that. under the. appropriate .State Law;- the Council
go into executive session 'to discuss-personnel matters with Mr. Minor and
Mr. Martin. in 'attendance. This motion' was 'seconded by Mr. Kelley and the vote
was unanimous.

IIRESOLUTION #84-103 - APPOINTING AN ACTING TOWN MANAGER •AND INITIATING A SEARCH
TO FILL THE POSITION OF TOWN MANAGER
On' motion of-Mrs. Hill, rseconded"by 'Mr'. 'Tolbert'. the following motion',was
unanimously adopted:
WHEREAS, this Council has accepted with regret the! resignation ofL-John
Niccolls as Town Manager of Leesburg effective July 1, 1984; and
- WHEREAS;Jeffrey H. Minor'.presentl:y•-serves' as 'Deputy ,Town' Manager. of
the Town of Leesburg; and
WHEREAS, the Council desires to appoint an acting manager during the
: interim 'period- between Mr. Niccolls'.rr.esignation 'and appointment of.
a town manager,
THEREFORE,- ,RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
SECTION I. Jeffrey H. Minor is appointed to the position of acting
Town Manager_ with all .of .the responsibilities and dutiesrof the position
of Town Manager as outlined in' the-Town 'Charter and Town Code.
I i SECTION II. During the period Jeffrey Minor serves as acting Town
. : Manager; his annual sakary .shall' be! increased to the amountrappropriated
to Account No. 1201. 106, Town Manager for fiscal year 1985.
SECTION III. The Acting Town Manager shallhave full• use of a.-surplus
police vehicle to satisfy his business transportation needs. .
SECTION IV. The Acting Town Manager is directed to prepare an advertise-
ment for, the:'approval of the Council for :the' position 'of Town Manager to
appear in the July 23 issue of the International City Management Associa-
tion newsletter which said ad shall carry an application deadline of
August 31 , 1984.

On motion of Mrs. Hill, seconded by Mr. Williams the following ordinance
was proposed and adopted unanimously.

SECTION I. Section 2-40 of the Town Code is amended to read as follows:

The Town Attorney shall be paid for his services by a salary with

legab.matters based on hourl,y.'rates (approved. each year by •the Council and
within (amounts appropriated, during the then current fiscaliyear.
SECTION II. Article 3 of Chapter 2 is amended by adding new sections to be
known as Section 2-42 and 2-43 to read' as .follows: . r .
Section' 2-42. I Appointment and Supervision : .•
The Council shall appoint the Town Attorney who shall serve at the
pleasure ofthe-Council, under the supervision of the. Council ,and the
Manager. •
Section 2-43. Duties.
The Town Attorney shall advise the Council, the Manager, Department
Directors, and 'all-Boards and •Commirssions :of..the Town on -legal matters and
perform such other duties as may be providedby the Council or.,the
Manager.
SECTION (III. • All prior ordinances and resolutions in conflict herewith are
repealed.
SECTION IV. , This ordinance shall b'e :in effect upon its passage. •
This concludes the action resulting from the executive session.
ORDINANCE. NO.' 84-0-26 REPEALING' SECTION Q-23 AND AMENDING SECTION42-24 OF THE
• TOWN CODE REGARDING: THE ESTABLISHMENT -OF.'COUNCIL
COMMITTEES
On motion of Mrs. Hill, seconded• by Mr.- Williams the following resolution
was proposed.
WHEREAS, this Council desires to return to a committee' structurefor the
review of. proposed Council -legislation and other matters affecting:.con-
duct of town business;
THEREFORE , ORDAINED by the Counci• . •of the Town of Leesburg in Virginia as
follows:

SECTION I. Section 2-23 of the Town Code "Council Workshops" is. repealed.
SECTION II. Section 2-24 of the Town Code is amended' to read as follows:
Sec. 2-24. Standing committees
The following standing committees of' the council are created and
their respective areas of jurisdiction are established as shown:
(a) Utility and public works committee. '
( 1) Water and sewer systems
(2) Streets
(3) Sidewalks
(4) Storm drains
(5) Non-police vehicles and equipment .
(6) Rights-of-way and easements
(7) Utility and storm.drainage master planning
(b) Finance and administration committee.
(1) Appropriations
(2) Utility rates
N (3) Business and professional licensing
(4) Taxes
W (5) Personnel rules
CO (6) Police matters
Q (7) Airport.matters _
(8) Cable television
(9) Franchising
( 10) Planning, zoning and subdivision matters
(11 ) Parking facilities
( 12) Public buildings.
(13) Oversight
Each committee shall consist of two members and a chairman. The
members of each committee shall be appointed by the Council. biannually.
The committees shall select their own chairman.
The Utility and Public Works Committee shall meet at 4:00 palm. on
the first and third Monday of each month in the conference room of the
Council Chambers building or other place 'as agreed. The Finance and
Administration Committee shall meet at 6:30 p.m. on the first and third
Tuesday of each month in the conference room of the Council Chambers
building or other place as agreed. At committee meetings the members
- -shall-review upcoming meeting-agenda items, hear staff reports and take
other non-legislative action as it deems appropriate.
SECTION III. All prior ordinances and. resolutions in conflict herewith
are repealed.
SECTION IV. This ordinance will be in effect upon its 'passage.
There were discussions on the meeting times for the respective committee
meetings. Mayor Sevila voiced his strong opposition to the committee structure
because he feels the workshop session is a better way to conduct the town' s
business because it allows members of the community to appear--i.e. . it is a
fixed time for those who want to appear. The vote on this ordinance was as
follows:
Aye: Mr. Kelley, Mr. Curry, Mrs. Hill and Mr. Williams
Nay: Mr. Bos, Mr. Tolbert and Mayor Sevila.
RESOLUTION NO. 84-104 MAKING APPOINTMENTS TO UTILITY AND PUBLIC WORKS AND
FINANCE AND ADMINISTRATION COMMITTEES FOR 1984-86
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:

RESOLVED by the Council of the Town of Leesburg .in Virginia as follows:
The regular meeting of the Leesburg Town Council scheduled for
August 8, 1984 is cancelled.

Mr. Minor was directed to prepare legislation and resolutions for the
Council meeting for appointments to the various commissions and committees.
There was .discussion regarding the various .agenda items that had not been
discussed. It was decided that routine items will be on the next Council
agenda and that discussion items will be held for .the_committeeragendas.
