A special meeting of the Leesburg Town Council was held in the Council
Chambers, 10 Loudoun Street, S.W. , Leesburg, Virginia on August 13, 1984 at
4:00 p.m. pursuant to notice thereof having been delivered to all Council.
members ,prior thereto. Present were: Mayor Robert E. Sevila, Councilmembers
Charles A. Bos, Arl Curry, Marylou Hill, Brian T. Kelley, John W. Tolbert, Jr.
and Charles J. Williams; also Acting Town Manager Jeffrey H. Minor, Assistant
Manager for Planning and Development Marc Weiss, Director of Engineering Andrew
G. Shope and Town Attorney George M. Martin.
Mayor_Seviia noted that _this meeting is called for the purpose of discuss-
ing legal matters.
On motion of Mr. Bos, seconded by Mr. Tolbert, a motion was made and unani-
mously adopted to go into executive session to discuss. legalimatters concerning
Fokridge..Subdivision. and personnel..matters, in ,accordance with Sectiohs„2.1-344 ,
(a) (6) and:2.1-344(a) (1). of_the 1950 Code of Virginia, as amended, with the fol-
lowing present: Mr. Martin, Mr. Ney, Mr. Pritchard, Mr. Minor and Mr. Weiss:
Aye: Councilmembers Bos, Curry, Hill, Kelley, Tolbert, Williams and
Mayor Robert E. Sevila.
Nay: None.
Council reconvened, with Mayor Sevila stating that Council considered only
those matters stated in the motion and no action was taken.
Mr.. Minor outlined the extent of damage suffered this morning from a storm,
stating that he has requested a written report be given by the Public Works De-
partment concerning the extent of damage to public facilities . He, in company
with Mr. Frye and Mr. Kitzmiller of the Street Department, took a tour of the
town this morning, looking at various sites - it was more like a 500-year storm
based on flood plain data the town has. Employees at the Wastewater Treatment
Plant said the flood levels were worse than during Agnes in 1972. There was
some flooding at the raw water pump station at the Sewer Plant and probably
some electrical damage - they did have to by-pass the plant but it was chlori-
nated. A concrete drainage structure at Tuscarora Drive was blocked up over
the week-end - they could not budge it with the vactor, so_.they will dig it.
up_when_it:dries-off. An..inlet •on White_Place-has -been covered over and that
contributed to this back-up as well - it is on an easement owned by the town
which is behind a fence, so we will have to work with the owner in order to
free this obstruction. There is also a utility trench failure on Country Club
Drive going into Fairways - this is under bond. There was also a problem on
Sycolin Road and in Silver Oaks, as well as 15 South by the Sigwick sign, Ca-
toctin Circle at Harrison Street, the bridge at Brandon where..a 'child_was hurt
by putting his foot in a manhole and other places. Mayor Sevila reported that
he saw a lot of children out playing in the water - there couldn't be anything
much more dangerous - you could lose a child in a manhole. There is also dis-
ease-bearing bacteria that could cause serious illness. He asked that the news-
paper publicize the dangers from such a storm.
On motion of Mr. Kelley, seconded by Mrs . Hill, Council adjourned this special
meeting.
