Wayne Neddermeyer - Mayor in L; air Priscilla Arens - Clerk All members present The Minutes of the meeting of March 5, 1974 read. Moved by Robert Franklin to approve the minutes as read. Seconded by Donald Des Lauriers Motion carried The minutes of the Planning Commission mnettngxect Hearing of March 11, 1974 read. The minutes of the Planning Commission meeting of 149.rch 18th, 1974 read. Moved by Robert Franklin that we authorize the Zoning Administrator to reprodmce copies of the platting ordinance and the City sell them at $3.00 a piece. Seconded by Donald Des Lauriers Motion carried. Margaret Faue together with her Consulting Engineer appeared with regard to a Registtered Land Survey. Moved by Donald Des Lauriers to approve the Registered Land Survey as presented by Margaret Faue. Seconded by Robert Franklin Motion carried. Rose Winterhalter, representing the VFW of Hamel, presented to the City of Medina a flag for the new Hall. The Pledge of Allegience was recited and then Mayor Neddermeyer, in behalf of the City, thanked the VFW. George Wessen appeared with regard to obtaining a dance permit for a private dance. Mooted by Robert Franklin to give George Wessen a permit for a private barn dance at 1152 Hamel Road on June 1, 1974. Seconded by Arthur Theis Motion carried Neal Neddermeyer and Dick Kotasek of the Sheriff's Narcotic Divisien appeared to report on conditions at the "55 Club". Moved by Robert Franklin that we fold a Hearing of Suspension of all licenses issued to Gilbert Pettit at S p. M. April 16, 1974. Seconded by Arthur Theis Motion carried to Jack Gasner and Jim Fennig appeared with regard/the property which S. J. r Groves wishes to obtain from the City. Moved by Robert Franklin to table the S. J. Groves matter. Seconded by Thomas Stevens Motion carried. Mew Sam Hera - forfeited land. Moved by Robert Franklin to pass Resolution #74-6 , releasing tax forfeited lots. BE IT RESOLVED that the Medina City Council does hereby request that Lots 3 and 4, Block 29, Independence Beach, be releasedfor Public auction by the Hennepin Copnty Department of Finance. Seconded by Donald Des Lauriers. Motion carried. Motion polled: Des Lauriers, yes; Frankin, yes; Stevens, jes, Theis, yes; and Mayor Neddermeyer, yes. 25 Representatives of DeJay Associates and Lyle Swanson appeared. Moved by Robert Franklin to have. attorney to secure easement fir 4 rods from Hamel to Hwy. 55 for road purposes. Seconded by Thomas Stevens Motion carried Ralph Miller appeared with land division of Miller property. Moved by Donald Des Lauriers to adopt Resolution 74-7 with regard to the division of the Miller property. (Reolution attached hereto) Seconded by Thomas Stevens Motion carried. Mr. Jim Burdick appeared with his plat. Moved by Robert Franklin that we give preliminary approval to the Burdick Plat subject to. the following conditions: 1. Because of encroachment in the flood plains, the culdesac be shortened approximately. 60 feet. 2. The street have a bituminous base of 6i inches and wearing course of 2 inches. 3. The culvert across Tower drive be lowered or the culvert eliminated and the ditch to the south be re -graded, so that drainage to the south is carried along the proposed Tower Drive. 4. The City approve engineering plans and straighten profiles for sewer and water exikensions. 5. No slopes excede a six to one ratio. 6. Steep cuts and new banks be immediately sodded or seeded andmulched le to avoid erosion. 7. A bituminous spill-wgy be provided where drainage from the street leaves the culdesac. Seconded by Donald Des Lauriers Motion carried Moved by Arthur Theis to donate $150.00 to the North Shore Community Council and $500,00 to the Hamel Athletic Association Seconed by Donald Des Lauriers. Motion carried Moved by Thomas Stevens to pay the dues of 1974 to the Northwest Chamber of Commerce in the amount of $15.00 Seconded by Donald Des Lauriers Motion carried. Moved by Donald Des Lauriers to grant a 1974 cigarette license to the Medina Conoco Station. Seconded by Thomas Stevens Motion carried. Moved by Arthur Theis to grant a 1974 outdoor Theater license to Bill ToPoro of Hamel Outdoor Theater. Seconded by Donald Des Lauriefs Motion carried. Moved by Donald Des Lauriers to authorize the Village Engineeg to inspect the sewer system at the Colonial Theater. Seconddd by Thomas Stevens Motion carried. 26 Anne Dorweiler presented some land divisions. Moved bit Robert Franklin that the City reject the division of the Mille Lacs Industries property on Hwy. 55. Seconded by Arthur Theis Motion carried Discussion on hiring another policeman. Moved by Thomas Stevens on the recommendation of Chuck Hoover, Police Chief, we hire Michael Rouillard as a full time police officer. Seconded by Robert Franklin Motion carried. Moved by Robert Franklin to have a meeting for Planning on April 13, 1974 at 10:00 A.M. at the Wright -Hennepin Building. Seconded by Thomas Stevens Motion carried Moved by Robert Franklin to pass Resolution 74-8 supporting Victoria Joyner of Osseo for the C. C. Ludwig Award. (Resolution attached) Seconded by Donald Des Lauriers Motion carried. Moved by Thomas Stevens to pay the bills as follows; Payroll in the amount of $45,489.47 and order checks in the amount of $10,657.55. Seconded by Arthur Theis Motion carried. Moved by Donald Des Lauriers to approve the following jobs of the North- western Bell Telephone Co; namely Jobs, 3985, 28696, 28912, 28821 and 29010. Seconded by Arthur Theis Motion carried. Moved by Robert Franklin to approve a five dad course on emergency work for Jerry LaFond. Seconded by Arthur Theis Motion carried. Moved by Thomas Stevens that the meeting adjourn.
