Special Session
December 28, 1993
The Greencastle Common Council met in special session on Tuesday, December 28, 1993 at
5:00 p.m. at the Courthouse. On call of the roll the following members were shown to be present:
Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles,
Councilor Mike Rokicki. Also present was City Attorney John Zeiner.
Public Petitions and Comments:
Ms. Louise Reineckc expressed appreciation for Council's efforts concerning the "Open
Container Ordinance" and indicated that the public needs to become more aware.
Recommendations and Requests from Officers and Departments:
Ordinance 1993 -07, An Ordinance Fixing the Salaries of Elected Officers or the City or
Greencastle for the Year 1994 was presented and read by Mayor Harmless. Councilor Murray moved
to approve Ordinance 1993 -07. This motion was seconded by Councilor Miles and was carried by an
aye unanimous vote. Mayor Harmless declared Ordinance 1993 -07 to have been passed and adopted
this date.
Ordinance 1993- 1.6, An Ordinance Approving the Petition of Joseph D. Wallace and Betty
J. Wallace, Husband and Wife, to Vacate Public Right -Of -Way Located in the City of Greencastle,
Putnam County, Indiana, was presented and read by title only by Mayor Harmless. Councilor Calbert
moved to approve Ordinance 1993 -16 as presented. This motion was seconded by Councilor Miles
and was carried by an aye unanimous vole. Mayor Harmless declared Ordinance 1993 -16 to have
been passed and adopted this date.

Resolution 1993 -24, A Resolution Authorizing Changing Courthouse Square Lighting, was
presented and read in its entirety by Mayor Harmless. Councilor Rokicki moved to approve
Resolution 1993 -24 as presented. This motion was seconded by Councilor Murray and was carried
by an aye unanimous vote. Mayor Harmless declared Resolution 1993 -24 to have been passed and
adopted this date.
Councilor Murray indicated that Resolution 1993 -25, A Resolution Authorizing the
Expenditure of Industrial Development Funds, was to be on the January 11th agenda. Councilor
Roach moved to table. Councilor Calbert seconded the motion and it was carried by an aye
unanimous vote.
Resolution 1993 -26, A Resolution Decreasing a Certain Appropriation Within the 1993
Budget, was presented to Council and read in its entirety by Mayor Harmless. Councilor Roach
moved to approve Resolution 1993 -26 as presented. This motion was seconded by Councilor Murray
and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1993 -26 to have
been passed and adopted this date.
Resolution 1993 -27, A Resolution Dissolving the Economic Development Administration
Grant Local Match Fund, was presented to Council and read in its entirety by Mayor Harmless.
Councilor Roach moved to approve Resolution 1993 -27 as presented. This motion was seconded by
Councilor Murray. After discussion and explanation by the clerk - treasurer the motion was carried
by an ye unanimous vote. Mayor Harmless declared Resolution 1993 -27 to have been passed and
adopted this date.

Resolution 1993 -28, A Resolution Authorizing Transfer of Appropriations within
Classifications in the 1993 Budget of the City of Greencastle, was presented and read in its entirety
by Mayor Harmless. Councilor Murray moved to approve Resolution 1993 -28. This motion was
seconded by Councilor Calbert and was carried by an aye unanimous vote. Mayor Harmless declared
Resolution 1993 -28 to have been passed and adopted this date.
Resolution 1993 -29, A Resolution Authorizing the Additional Transfer of Appropriations
Between Classifications in the 1993 Budget of the City of Greencastle, was presented and read in
its entirety by Mayor Harmless. Councilor Rokicki moved to approve Resolution 1993 -29. This
motion was seconded by Councilor Murray and was carried by an aye unanimous vote. Mayor
Harmless declared Resolution 1993 -29 to have been passed and adopted this date.
Council Reports and Comments:
Councilor Murray indicated that the Zinc Mill site is yet to be secured by a fence and asked
for an update from Mr. Zeiner. Mr. Zeiner concurred that the fence has not yet been installed.
Councilor Rokicki noted that he wanted action before the next meeting. It was the consensus of
Council, again, to install the fence to secure the area and bill the appropriate owner for the expense.
Councilor Roach asked Mr. Zeiner to obtain an Attorney General's opinion of the Open
Container Ordinance, and requested that his proposed torn of ordinance be listed on the agenda of
January 11th.
With no further business, Councilor Roach moved for adjournment. This motion was
seconded by Councilor Miles, was carried by an aye unanimouXichae d [h mce 'ng was adjourned
