Valuations, on Tuesday, April 2, 1985 at 6:30 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, Anne Heideman, William Reiser, Robert
Mitchell, Wilfred Scherer; Clerk -Treasurer, Donna Roehl; Assessors Anne Risch
and Rolf Erickson and Hennepin County Assessor, Don Monk.
Rolf Erickson explained that Independence Beach had been revalued for 1985 as had, some
properties in Sections 12 and 13, plus all Commercially zoned properties. He reported
that neither the Commercial nor the Agricultural properties had been icreased in value.
He stated that Independence Beach lakeshore property had been valued at $600 a front foot
and that houses over $200,000 in value had been reviewed as some of them were valued much
to low.
Arthur Emerson, stated that he had not received tax statements as subdivision of his
property on Willow Dr. had not been completed.
Thomas Anderson stated that Council would note the fact in case a problem developed.
Eugene Wright, 1385 Maplewood Dr., stated that the value of his house was $89,000 and that
he had purchased it for $74,000 in August, 1984. He asked that the value be lowered.
Council discussed the fact that the house had been vacant for two years and that 5 guyed
wires were on the property making the back yard almost unusable.
Don mOnk stated that financially distressed properties sell for less money.
Moved by Heideman, seconded by Mitchell to set value of home at 1385 Maplewood Dr. at $75,800.
Motion declared carried
Howard Glaefke, 1772 Morgan Rd., asked if the present Assessor had reviewed the entire city.
Rolf Erickson stated that all properties had been reviewed by he or Anne Risch in the past
4 years.
Larry Elwe11,6125 Hwy. 101, discussed the decrease in farm land property values in the past
few years and believed that there should be a general decrease in valuations.
Rolf Erickson stated that Hennepin County had never increased values as some other counties
had done so the decreases did not need to be so drastic.
Don Monk stated that Medina's farm land values were not out of line with others in the
County and that there are very few sales comparisons that can be made for farm land being
used for farming.
Moved by Heideman, seconded by Scherer to not change the valuation of the Laurence Elwell
property.
Motion declared carried
Doug and Colleen Murray,581 Hamel Rd., Colleen Murray stated that the value of their
apartment building had increased from $132,000 to $140,500 and nothing had been added.
Anne Risch stated that they had assumed what was there as of January 2, 1984, as this
was a new building. She also stated that they had looked at other apartment buildings
and tried to make them equitable.
Moved by Heideman, seconded by Scherer to not change value of property at 581-587 Hamel
Rd. owned by Doug and Colleen Murray.
Motion declared carried
Charles Pangier, 4615 Fern St., Charles Pangier reported that porch used as a venting
system had been valued as a porch which he believed should have been exempt.
Don Monk stated that the law was designed for solar collectors and the County Attorney
does not believe there should an exempt status.
Moved by Scherer, seconded by Heideman to reduce the Pangier assessment by $800.00
Motion declared carried Voting No -Mitchell
Moved by Heideman, seconded by Anderson to refer Charles Pangier to Hennepin County.
Motion declared carried
Moved by Heideman, seconded by Scherer to close the Board of Revi- Meeting.
Motion declared carried
