MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JUNE 17, 1985.
The Leesburg Town Council met in special session on Monday, June 17, 1985
at 7:00 p.m. in the Council Chambers, 10 Loudoun Street, S.W. , pursuant to
Notice thereof having been delivered to all Council members prior thereto.
Members present were: Vice-Mayor Williams, and Councilmembers: Bos, Curry,
Hill, Kelley, and Tolbert. Town Manager, Jeffrey Minor, was present for this
meeting.
The purpose of this special session was to adopt a resolution regarding
public street reimbursements. During an inspection of Leesburg's secondary
streets, several streets were discovered for which the Town is not receiving
mileage maintenance payments. In order to receive funds next fiscal year,
the Council needs, to act in time to get the revised mileage to Richmond so
the new payment figures can be calculated prior to July 1.
85-94 - RESOLUTION - REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND
TRANSPORTATION TO ACCEPT CERTAIN STREETS
On motion of Mrs. Hill, seconded by Mr. Tolbert, the following resolution
was proposed.
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
That the Virginia Department of Highways and Transportation is requested
to accept into the Virginia Department of Highways secondary system
0.20 lane miles of Belmont Drive, 0.08 lane miles of Church Street,
1.20 lane miles of Edwards Ferry Road, 1.66 lane miles of Fort Evans
Road, 0. 10 lane miles of Rock Spring Drive, 0. 16 lane miles of Royal
Street and 0. 16 lane miles of Wirt Street, listed on the accompanying
Form V-1, in accordance with the requirements of Section 33. 1-43 of
the Code of Virginia, 1950, as amended.
The Council members were concerned about the reason for the delay in
requesting the reimbursements for some of these older streets. Mr. Minor
stated he would have Juan Chaves furnish the information on this.
There was discussion on the necessity for removing the parking on the
small portion of Edwards Ferry Road in order for it to qualify for the
additional lane mileage reimbursement. It was the consensus that it would
not cause a great inconvenience to any residents or if after one year it
did not work, that section could be taken back. The resolution was unani-
mously adopted:
Aye: Councilmembers Bos, Curry, Hill, Kelley, Tolbert and Vice-Mayor
Williams .
Nay: None.
The Council then recessed briefly during which time Mr. Bos was excused
from the meeting. Upon reconvening Mr. Tolbert moved that the Council go
into Executive Session for personnel matters in accordance with Section
2. 1-344(a) (1) of the 1950 Code of Virginia, as amended. This motion was
seconded by Mrs. Hill. Mr. Tolbert requested Mr. Minor to be in attendance
for this executive session also. The Council voted unanimously on this
motion.
The Council returned from executive session, Vice-Mayor Williams stated
that no action had been taken.
On motion of Mr. Tolbert, seconded by Mrs. Hill, the meeting was
adjourned at 8:58 p.m.
