HomeMy Public PortalAbout04/02/91 Board of Appeals CCMThe Council of the City of Medina met as a Board of Review for 1991 tax valuations on Tuesday, April 2, 1991 at 6:30 P.M. Present: Mayor, Gary Acromite; Councilmembers, Ann Thies, Wilfred Scherer, Robert Mitchell, Philip Zietlow; Medina Assessors, Rolf Erickson and Anne Risch; Hennepin County Assessor, Ray Schuette; Clerk -Treasurer, Donna Roehl Gary Acromite opened the meeting by explaining that due to the fact that regular city business also needed to be conducted the Board of Review meeting would recess at 10:00 F.M.: if necessary, and reconvene after regular business was concluded. He aslo stated that each property owner would be asked to limit their comments to 5 minutes so as to accomodate the largest number of property owners and after all had been heard council would take action on each request. Rolf Erickson stated that valuation notices received are for taxes payable in 1992; that one fourth of the city is done each year; properties are visited and if no one is at home they try to verify their records and leave a note at the house. He explained that values are based on sales in the city that occured between October 1, 1989-October, 1990. He stated that most values increased 4-5% with central Medina increasing 9-10%. Fidel Eckes, owner of property at Arrowhead Dr. and Hwy. 55, stated that one parcel is unbuildable and asked for a review. Rolf Erickson stated that they could meet Mr. Eckes to inspect the property and if necessary an abatement request could be filed. Richard Duscharme, 2232 Pinto Dr. stated that the value on his home :gad gone from $118,300 to $160,600 and that taxes had doubled since he purchased the property in 1989 for $167,500. He asked that his valuation be lowered to $120,000; $60,000 for the land anC $60,000 for the buildings. Anne Risch stated that they try to get realtors to give buyers a realistic ideas of `,hat taxes will be on a property. vern Olson, 585 Medina Rd., asked for a re-evaluation to $55,000 from $90,800 as his ':house is not worth the value placed on it by the assessors. Anne Risch stated that they could review the house. Tack Warren, 2887 Lakeshore Ave., Anne Risch reported that because of the oil tank leakage on adjacent property and engineers report is being prepared. Ray Schuette stated that council could defer to the assessors at time report is received and if necessary an abatement could be requested for 1990 taxes. Gerald Arneson, 180 Spur Cir., stated that his valuation had gone from $417,000 in 1989 to $470,000 and asked that value be reduced by $10,000. Rolf Erickson stated that they rely on sales and averages and have not seen land values decrease. 45 Tom Orland, owner of two lots in Hollybush Hills, stated that valuation of the two lots had increased 420%, one valued at $80,000, the other at $84,000 and that they are paying $4000 taxes on each of the lots. Anne Risch stated that the area was revalued in 1990, the property is defined as vacant land and can only be dealt with at the legislature. Rolf Erickson stated that they looked at sales of other lots in the subdivision when values were placed on these lots. Gary O'Hagen, 1462 Hunter Dr., stated that his property values had risen from $250,000 in 1987 to $531,000 in 1991, that the adjacent Richards property is valued at $400,000 but on the market for $660,000. He believed that the value of the land was to high and although he had paid $550,000 for the house be thought that it was worth. $375,000-$400,000. Anne Risch. stated that they have always been low in valuing lake properties and believer that it had been assessed properly. 41 Andrew Fischer, 130 Spur Cir. , stated that he had paid $65,000 for the land and had taken out a building permit for $288,000, believed that the value should be $350,000 rather than $485 , 000 . Rolf Erickson stated that land values have doubled since 1985 and would be willing to review the house as be had not been inside, although he did not think the value was far from wrong. Robert Mitchell, owner of two lots on Willow Dr. and Deer Hill Rd., stated that he may only have one building site as he has a 4.65 and a 4.6 acre parcel with values at $90,000. He asked that they be handled as one site with a value of $50,000. He also asked for a reduction in the valuation of the old Thies house from $83,700 to $65,000, which is a 32 acre parcel. Rolf Erickson stated thatif ahouse can't be built on each of the two lots then they have only one site. Anne Risch stated that she could not imagine the property selling for less than $6000 per acre, but the parcel with the house may be high if the house is in a deteriorating condition. Robert Mitchell stated that the parcel with the house should only be valued at the value of the land. Nusia Borgen, 1600 Northridge Dr., asked if values increase every year as their property Value had risen by $25,000 from 1990 to 1991. Rolf Erickson stated that their finished basement accounted for the increase, most houses in that area did not increase that much. Mrs. Borgen stated that she believed the assessed valuation should not increase each year. vic Tarnowski, 435 Pheasant Ridge Rd. stated that assessors had land values to high. Anne Risch stated that land prices are comparable to Northridge Farms. Mr Tarnowski asked for a value of $146,800; $56,800 for the house under construction and $90,000 for the land. Ron VanBuren, 2840 Willow Dr., stated that his land value was to high; he owns a 5.7 acre parcel, not wooded, asked that the value stay the same as 1990, $382,600. Rolf Erickson stated that they reassessed the land values in that area, the value on the house did not increase. Cliff Otten, owner of Alpine Farms, asked why the large increase from $521,000 to $604,000 on the stable. He asked if the sale price of the Vo tech property contributed to the increase. Rolf Erickson stated that all horse facilities are now classified as agricultural and that they did increase the land value. , Cliff Otten stated that there is some advantage to hold large acreages if city want to remain rural. He requested value be decreased to $530,000. Louise Otten stated that values have gone up gradually and this year there is a 10% increase. Rolf Erickson stated that they should apply for Green Acres classification on the Vo Tech property but could not on Alpine Farms as it is owned by a corporation. Ellen Stiffler, 480 Paddock Cir. stated that valuation had increased from 415,000 to $624,000; their property is one of the smallest lots and no additions have been made since the childrens playroom was added. Rolf Erickson stated that there had been a $65,000 increase because of the addition. Dorothy Anderson, owner of house at 342 Hamel Rd., asked for a decrease in value from $119,500 to $80,000 as the house is 126 years old and there is less than one acre of land.which slants toward the railroad tracks. Anne Risch stated that there had been percentage increases and they had figured less than average depreciation. Rolf Erickson stated that they could look at it for future years. Robert Mitchell left meeting at 8:40 P.M. Rd Williams, 1615 Northridge Dr., Anne Risch stated that he wished to reserve his right to go on to the county boars: of review. Norma FrederiC)s, 2860 Willow Dr., Letter from Norma Fredericks stated that valuation on 20 acre parcel had increased. from $56,600 in 1990 to $160,000. She asked tr.a.t the value be reduced and listed values of adjacent properties in comparison. ' Keith Tyree, 2852 Trappers Tr., Anne Risch stated that Mr. Tyree could not attend but believed that other property values in the area are lower than his. Rolf Erickson stated that he believed the value was correct as they.have not seen land values in Medina decreasing. All property owners having been heard the mayor called for a ten. minute recess. 9:20 F.M. Board of Review meeting reconvened. Fidel Eckes Moved by Acromite, seconded by Zietlow to request the assessor to meet with Mr. Eckes to review property values. Motion declared carried Richard Duscharme Moved by Acromite, seconded by Scherer to let value of Duscharme property at $ 160,600. Motion declared carried Vern Olson Moved by Zietlow, seconded by Thies to set value. of Olson property at $80,000 with assessor to review sometime in the summer.
