City Council Meeting, August 13, 2020 Reports of Staff, Boards, Standing Committees and/or Invited Guest.  Limit reports to 10 minutes. 5. Demery Bishop, Chair, Planning Commission/Working Group, STVR's 6. Alan Robertson:  Skidaway Dune Monitoring Proposal Consideration of Approval of Consent Agenda Consideration of Bids, Contracts, Agreements and Expenditures 7. AWR Contract:  Alan Robertson 8. Skidaway Institute Dune Monitoring 9. Verizon Temporary Tower Location/Lease:  4th Amendment to Lease Agreement 10. American Tower:  Request for lease adjustment 11. T-Mobile Fifth Amendment to Water Tower Attachment Lease Agreement 12. Approval of the Online/Practice Solution/Software/Proflex Products - Tybee Island Police Department Detective Division.  $225 per month per year and increases 5% in year two. 13. Memorandum of Agreement:  USCG Health Safety and Work-Live Service Center and Tybee Island Fire Department 14. Out-of-State Travel:  Chief Matt Harrell, Navaree Beach.  Working with them on Lifeguard Program.  Budget:  100-3510.52.3500 15. MOU - Beachside Colony Condominium Association and City of Tybee Island to place and maintain a camera to make observation of the beach area. 16.  Software License Agreement:  Thomas and Hutton Corporation dba geothinQ 17. Thomas & Hutton, Professional Civil Engineering Services Contract (Collection of Sanitary Sewer Collection System Data) Consideration of Ordinances, Resolutions 18. First Reading, 2020-16, Disorderly Household and Administrative Fine Offenses 19. Discussion, Possible First Reading:  2020-18 Mask/Face Covering Ordinance Council, Officials and City Attorney Considerations and Comments 20. Barry Brown:  Increase Retirement Amounts 21.
