A special meeting of the Leesburg Town Council was held on May 21, 1986 in the Council Chambers, 10 Loudoun Street, S.W. , Leesburg, Virginia, pursuant to Waiver of Notice having been signed by all Council members. Present were: Vice-Mayor Charles J. Williams, Councilmembers Charles A. Bos, Arl Curry, Brian T. Kelley, Jerry S. Pelkey and John W. Tolbert, Jr. ; also Town Manager Jeffrey H. Minor, Assistant to Town Manager Stephen F. Owen, Director of Plan- ning, Zoning and Development Martha S. Semmes, Town Attorney George M. Martin and Deputy Town Attorney Deborah C. Welsh. Absent was Mayor Robert E. Sevila. The meeting was called to order by Vice-Mayor Charles J. Williams at 8:50 p.m. , who announced that the purpose of this meeting is to discuss a counter- proposal presented by the County of Loudoun pertaining to the litigation by the Town of Leesburg against the County of Loudoun involving the Potomac Park Devel- opment. Consideration of this matter involves legal matters within the jurisdic- tion of the Town of Leesburg. On motion of Mr. Bos, seconded by Mr. Tolbert, Council voted unanimously to go into executive session, pursuant to Section 2. 1-344(a)(6) of the 1950 Code of Virginia, as amended, to discuss legal matters, with Mr. Minor, Mr. Owen, Ms. Semmes, Mr. Martin and Ms. Welsh present. Aye: Councilmembers Bos, Curry, Kelley, Pelkey, Tolbert and Vice-Mayor Williams. Nay: None. Council reconvened with no action taken.
