MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, JULY 1, 1986.
A special meeting of the Leesburg Town Council was held on July 1, 1986
at 9:00 p.m. in the Council Chambers, 10 Loudoun Street, S.W. , Leesburg, Vir-
ginia, pursuant to Notice thereof having been delivered to all councilmembers
prior thereto. Present were: Mayor Robert E. Sevila, Councilmembers Charles A.
Bos, Arl Curry, Brian T. Kelley, Jerry S. Pelkey, John W. Tolbert, Jr. and
Charles J. Williams; also Town Manager Jeffrey H. Minor and Town Attorney
George M. Martin.
Mayor Sevila advised that notice of this meeting had been given to the media
as well.
The purpose of this meeting is to discuss committee appointments and Council
appointments. Consideration of the above involves personnel matters within the
jurisdiction of the Town. Section 2. 1-344 •(1) of the 1950 Code of Virginia, as
amended (Freedom of Information Act) , permits the Council to discuss such matters
in executive session.
On motion of Mr. Williams, seconded by Mr. Kelley, Council voted unanimously
to go into executive session to discuss the matters referred to above:
Aye: Councilmembers Bos, Curry, Kelley, Pelkey, Tolbert, Williams and
Mayor Sevila.
Nay: None.
Council reconvened, with no action taken.
86-137 - RESOLUTION - MAKING APPOINTMENTS TO THE ENVIRONMENTAL ADVISORY COMMISSION.
On motion of Mr. Williams, seconded by Mr. Kelley, the following persons
were nominated to be reappointed as members of the Environmental Advisory Com-
mission:
Vance Lee Fowler Burke McCahill
Janet C. Frey Leonard McDonald
Fred Z. Hetzel, Sr. Maryanne Newman
' On motion of Mr. Williams, seconded by Mr. Kelley, Council voted unanimously to
close nominations. The resolution was unanimously adopted as follows:
WHEREAS, the terms of all members of the Environmental Advisory Commission
expire on June 30, 1986:
THEREFORE, RESOLVED by the Council of the Town of Leesbrurg in Virginia
as follows:
The following persons are reappointed to the Environmental Advisory Com-
mission for terms ending June 30, 1988, in accordance with Chapter 2,
Article VIII of the Town Code:
Vance Lee Fowler Burke McCahill
Janet C. Frey Leonard McDonald
Fred Z. Hetzel, Jr. Maryanne Newman
Aye: Councilmembers Bos, Curry, Kelley, Pelkey, Tolbert, Williams and
Mayor Sevila.

86-138 - RESOLUTION - MAKING APPOINTMENTS TO THE BOARD OF ARCHITECTURAL REVIEW.
On motion of Mr. Williams, the following were nominated to be appointed to
the Board of Architectural Review:
Patricia R. Devine
McLean L. Pumphrey
On motion of Mr. Kelley, seconded by Mr. Williams, Council voted unanimously
to close nominations. On motion of Mr. Williams, seconded by Mr. Kelley, the
following resolution was unanimously adopted:

The following appointments are made to the Board of Architectural
Review for the terms indicated herein:
Patricia R. Devine for a term expiring June 30, 1989.
McLean L. Pumphrey for a term expiring June 30, 1989.
Aye: Councilmembers Bos, Curry, Kelley, Pelkey, Tolbert, Williams and
Mayor Sevila.
Nay: None.
86-139 - RESOLUTION - MAKING APPOINTMENTS TO THE AIRPORT COMMISSION.
On motion of Mr. Williams, seconded by Mr. Kelley, the following were
nominated : to serve on the Airport Commission:
For reappointment for one year - Carl Gregg
For reappointment for term ending June 1990 '•
Claude Arthur
Stanley Caulkins
M. E. (Red) Royston, Jr.
June Wilmot
For appointment for term ending June 1990:
Thomas W. Farley
Mayor Sevila commented that he would not support this proposal - he felt they had
removed a member for speaking out - he did not feel that unanimity of voice or
opinion is a ground for appointment or reappointment or lack of appointment . Mr.
Kelley agreed with his thoughts, however, that appointment was for an unexpired
term. Neither Mr. Kelley nor Mr. Williams felt this was the reason for not making
a reappointment - they are making new appointments to other commissions tonight as
well. On motion of Mr. Williams, seconded by Mr. Kelley, the following resolution
was proposed and adopted by a vote of 6 to 1:

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The following persons are reappointed to the Airport Commission
for terms ending June 30, 1990, in accordance with Chapter 2. 1, Sec. 2. 1-2
of the Town Code:
Claude Arthur M. E. (Red) Royston, Jr.
Stanley Caulkins June Wilmot
SECTION II. Carl Gregg is reappointed to the Airport Commission for a one
year term to expire June 30, 1987.
SECTION III. Thomas W. Farley is appointed to the Airport Commission for a
term ending June 30, 1990, in accordance with Chapter 2. 1, Section 2. 1-2
of the Town Code.
Aye: Councilmembers Bos, Curry, Kelley, Pelkey, Tolbert and Williams.
Nay: Mayor Sevila.
86-140 - RESOLUTION - MAKING COUNCILMANIC APPOINTMENTS
On motion of Mr. Pelkey, Mr. Williams was nominated as Vice-Mayor.
Vote: Unanimous.
On motion of Mr. Williams, Arl Curry was nominated for the Planning Commission.
Vote: Unanimous.
On motion of Mr. Williams, Brian Kelley was nominated for the Economic De-
velopment Advisory Committee. Vote: Unanimous.
On motion of Mr. Kelley, Mr. Bos was nominated for' the Board of Architectural
Review. Vote: Unanimous.
On motions duly made, Mr. Pelkey and Mr: Tolbert^ were-nominated -for the Air-
port Commission. Vote: Mr. Pelkey - 4; Mr. Tolbert - 3.
On motions duly made, Mr. Bos, Mayor Sevila and Mr. Curry were nominated for
the Cable Advisory Commission. Vote: Sevila - 4, Bos - 3, Curry - 0. • ;'

On motion of Mr. Williams, Mr. Tolbert was nominated for the Environmental
Advisory Commission. Vote: Unanimous.
On motion of Mr. Kelley, Mr. Williams was nominated for the Parks and
Recreation Advisory Commission. Vote: Unanimous.
On motions duly made, Mr. Kelley and Mayor Sevila were nominated for the
Northern Virginia Planning District Commission. Vote: Kelley - 4; Sevila - 3.
The resolution, therefore, reads as follows:

RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Charles J. Williams is appointed Vice-Mayor for the period
July 1, 1986 through June 30, 1988.
SECTION II. The following councilmanic appointments are made to the Boards
and Commission for terms beginning July 1, 1986, to expire on June 30, 1988:
Planning Commission - Arl Curry
Economic Development Advisory Committee - Brian T. Kelley
Board of Architectural Review - Charles A. Bos
Airport Commission - Jerry S. Pelkey
Cable Advisory Commission - Robert E. Sevila
Environmental Advisory Commission - John W. Tolbert, Jr.
Parks and Recreation Advisory Commission - Charles J. Williams
Northern Virginia Planning District Commission - Brian T. Kelley

On motion of Mr. Williams, seconded by Mr. Bos, the following resolution
was proposed and unanimously adopted:
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The following councilmembers are appointed to the Finance
and Administration Committee:
Charles A. Bos
Jerry S. Pelkey
Charles J. Williams
SECTION II. The following councilmembers are appointed to the Utility
and Public Works Committee:
Arl Curry
I Brian T. Kelley
John W. Tolbert, Jr.
Aye: Councilmembers Bos , Curry, Kelley, Pelkey, Tolbert , Williams and
Mayor Sevila.
Nay: None.
Councilmembers had a rather lengthy discussion concerning whether or not the
town should continue with cable coverage of its meetings. There were many pros and
cons, which ended with the need to discuss this in depth with the Cable Commission
members before any kind of decision is made. Also, it would be wise to check the
franchise agreement before considering any change.
8670-33 - ORDINANCE - AMENDING SECTION 2. 1-2 OF THE TOWN CODE REGARDING THE
ORGANIZATION OF THE AIRPORT COMMISSION
On motion of Mr. Bos, seconded by Mr. Kelley, the following ordinance
was proposed and unanimously adopted:

ORDAINED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Section 2. 1-2 of the Town Code is amended as follows:
Sec. 2. 1-2. Airport commission created.
The Leesburg Airport Commission consisting of seven members and
hereinafter called the "commission" is created. The council shall ap-
point all members, who shall be residents of the town, for terms of
four years each beginning on July 1st of the year of appointment, ex-
cept for any member with a term expiring June 30, 1986, now residing
outside the town, which said member' s term shall expire June 30, 1987,
and which said member may not be appointed to a successive term unless
he meets the residency requirement of this section. An appointment to
fill a vacancy shall be for the unexpired term. A member of council
shall be appointed by council as a voting member of the commission
for a term beginning on July 1 of each year in which a general muni-
cipal election is held and continuing until June 30 of the next year
in which a general municipal election is held, not to exceed two years.
The commission shall elect its chairman and vice chairman annually
and may elect one of its members as its secretary. The commission
shall meet monthly or as determined by the commission.
SECTION II. All prior ordinances and resolutions in conflict herewith
are repealed.
SECTION III. This ordinance shall become effective July 1, 1986.
Aye: Councilmembers Bos, Curry, Kelley, Pelkey, Tolbert, Williams and
Mayor Sevila.
Nay: None.
On motion of Mr. Bos, seconded by Mr. Williams, the meeting was adjourned.
