MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, MAY 20, 1987.
A special meeting of the Leesburg Town Council was held on May 20, 1987 at
8:30 p.m. in the Council Chambers, 10 Loudoun Street, S.W. , Leesburg, Virginia,
pursuant to Notice thereof having been sent to all councilmembers. Present were:
Mayor Robert E. Sevila, Councilmembers Arl Curry, Brian T. Kelley, Hunter M.
Leach, Jerry S. Pelkey, John W. Tolbert, Jr. and Charles J. Williams.
The purpose of this meeting was to consider a resolution to join Loudoun
County in the endorsement of a Leesburg terminus for the proposed Loudoun Parkway.
87-98 - RESOLUTION - JOINING LOUDOUN COUNTY IN THE ENDORSEMENT OF A LEESBURG
TERMINUS FOR THE PROPOSED LOUDOUN PARKWAY.
On motion made and seconded, the following resolution was proposed and
unanimously adopted:
WHEREAS, the Virginia Department of Transportation has contracted with the
firm of Byrd, Tallamy, McDonald & Lewis to study and prepare preliminary
designs and supporting environmental documents for a four-lane limited
access facility extending the Dulles Toll Road from Route 28 toward
Leesburg; and
WHEREAS, this Council on October 8, 1986, unanimously adopted a resolution
endorsing a Leesburg terminus for the proposed toll road extension, herein-
after referred to as the "Loudoun Parkway"; and
WHEREAS, the Joint Policy Committee created by the Annexation Area
Development policies was convened to examine the benefits associated
with a Leesburg terminus for the Loudoun Parkway and its impact on the
450-acre "Stowers Tract" planned residential community and employment
center; and
WHEREAS, Loudoun County and the Town of Leesburg agree there is a need
for a planned thoroughfare between Dulles International Airport and
Leesburg to provide an alternative east-west transportation route
from Leesburg to the Metropolitan Washington Area:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
I as follows:
SECTION I. This Council agrees with the concept that the Dulles Toll
Road should preferably be extended to a limited access terminus in
Leesburg with a preferred alignment west of Leesburg Municipal Air-
port terminating at the Leesburg by-pass.
SECTION II. This Council ' s endorsement of a final alignment will be
based on all relevant available information including the completed
VDOT study, public comment and economic realities.
SECTION III. This Council acknowledges that amendments to county plan-
ning documents and the Annexation Area Development Policies will be
necessary to deal with land use impacts, timing of development and
public facilities in the upper Tuscarora, Sycolin, airport and Goose
Creek planning districts prior to the final alignment decision.
Aye: Councilmembers Curry, Kelley, Leach, Pelkey, Tolbert, Williams and
Mayor Sevila.
Nay: None.
There being no further business, on motion made and seconded, the meeting
was adjourned.
